LOOK: The GCF observer network of civil society, Indigenous Peoples, and local communities engaged in discussions with several governing bodies of the Green Climate Fund (GCF) during the 44th GCF Board Meeting (B.44) in Songdo, South Korea.

Ahead of the Meeting’s official start, civil society and Indigenous Peoples representatives present in Songdo met with the Fund’s Secretariat, led by Executive Director Mafalda Duarte, on Monday, to address the network’s concerns ahead of B.44. This was followed by meetings with the Independent Integrity Unit (IIU) and Independent Redress Mechanism (IRM) on Monday; the Accreditation Panel (AP), Independent Evaluation Unit (IEU) and Office of Sustainability and Inclusion (OSI) on Tuesday; representatives of the GCF Secretariat on Wednesday; and the Office for Governance Affairs (OGA) today.

Through these meetings and discussions, the network aims to promote an effective and inclusive GCF through knowledge sharing and collaboration with the GCF.

The proposal for expanding the Green Climate Fund’s regional presence is being deliberated on today at the 44th Meeting of the GCF Board (B.44).

For the GCF observer network of civil society, Indigenous Peoples, and local communities, meaningful regional presence is not just about proximity: a wider, sustained, and inclusive consultation with local communities, CSOs and Indigenous Peoples in the countries is necessary to shape priorities, influence decisions, and hold institutions accountable.

The GCF observer network of civil society, Indigenous Peoples, and local communities joins representatives from governments, the private sector, and other implementing entities in Songdo, South Korea for the 44th Meeting of the Board of the Green Climate Fund (B.44), held March 25-28, 2026.

The network is in the process of reviewing, discussing, and delivering interventions on proposals and documents presented to the GCF Board for consideration. These include 19 funding proposals, 10 accreditation proposals, and several policy and information documents to be discussed throughout the meeting.

The GCF observer network of civil society, Indigenous Peoples, and local communities hold preparatory meetings for the 44th Board Meeting of the Green Climate Fund (B.44) in Songdo, South Korea. Preparatory meetings serve as the venue for the network to review and discuss the different proposals and documents to be evaluated by the GCF Board during B.44, to be held March 25-28, 2026.

As the first Board Meeting of 2026, B.44 also marks the beginning of a new term for the network’s active observers: Tara Daniel of the Women's Environment and Development Organization (WEDO) and Angelo Kairos dela Cruz of the Institute for Climate and Sustainable Cities will continue serving as Primary Active Observers, representing developed and developing country CSOs respectively, while Liane Schalatek of the Heinrich Böll Foundation Washington and Natalia Daza of the Interamerican Association for Environmental Defense (AIDA) will act as Alternate Active Observers.

LOOK: The GCF observer network of civil society, Indigenous Peoples, and local communities engaged in preparatory meetings and discussions with governing bodies of the Green Climate Fund (GCF) before the official start of the 43rd Board Meeting of the GCF (B.43) in Songdo, South Korea.

As part of the network's regular participation at GCF Board Meetings, it works with fellow civil society representatives with the aim of promoting an effective and inclusive GCF through sharing of information and collaborating on positions and advocacy. Beginning October 24 until today, the observer network engaged in discussions with multiple governing bodies of the GCF to address the network’s concerns ahead of B.43.

Civil society representatives present in Songdo joined meetings with the Fund’s Independent Redress Mechanism (IRM) on Friday; the Department of Investment Services and GCF Board Co-chair Leif Holmberg yesterday; and the GCF Secretariat led by Executive Director Mafalda Duarte, the Sustainability and Inclusion Office led by its head Eleni Kyrou, the Accreditation Panel led by its Chair Ben Boxer, and the Fund’s Independent Technical Advisory Panel (ITAP) today.

Ahead of the 43rd Board Meeting (B.43) of the Green Climate Fund (GCF), the GCF observer network of civil society, Indigenous Peoples, and local communities circulated this letter to Board members, alternates, and their respective advisors, expressing their concerns for the late disclosure of select funding proposals for consideration for B.43.

“The GCF processes for funding proposal design, consideration, and implementation exist for a reason, and yet it does not escape us that those reasons seem to be dismissed when the potential of funding for the private sector arises.”

According to the GCF’s Information Disclosure Policy, project and programme funding proposals should be disclosed 21 days before Board action. FP264, FP288, and SAP065 were published on October 14, 2025 ––only 13 days before B.43 is scheduled to begin.
