Villa Sebastiana Home Association at Tawason

Good day, dear homeowners and residents.

A homeowners association is, first and foremost, a self-regulating community composed of equal stakeholders who collectively uphold the rules, standards, and code of conduct that protect the welfare, safety, cleanliness, and harmony of our shared subdivision.

Recently, several instances have been reported and even captured on CCTV, involving unleashed and stray cats, and sometimes dogs, leaving f***s and droppings in and around private homes, sidewalks, driveways, and even common areas such as playgrounds where our children play and gather. Beyond inconvenience, this situation already poses serious concerns involving public hygiene, sanitation, foul odor, parasites, and possible health risks to residents, especially children.

In view of these continuing incidents, the Board is now considering the following actions for the protection of the community:

1. Writing and coordinating formally with the City Veterinary Office for the capture and impounding of stray and unleashed cats roaming within the subdivision;
2. If no immediate action is taken, the HOA may undertake the capture of stray animals within the subdivision and turn them over to the City Veterinary Office;
3. Revising the HOA Rules and Regulations to include penalties and fines against pet owners who fail to properly control, restrain, and maintain sanitation responsibilities over their pets.

Please be reminded that numerous announcements, reminders, and advisories regarding responsible pet ownership and sanitation have already been issued to the community. Unfortunately, despite repeated requests for cooperation, the problem continues to persist.

As such, the HOA is now left with no choice but to begin instituting stricter policies and implementing fines and enforcement measures for the common good, health, safety, and welfare of all residents.

Good Afternoon!

We are reminding our HOA petowners to always keep your pets on leash and that we highly discourage pets to roam freely within our subdivision vicinity. This is to ensure safety of everyone, especially the children, as well as ensuring cleanliness (animal wastes issues).

We notice some pets (cats and dogs) are roaming freely. Let us kindly, always keep them in our properties and make sure they are leashed when they are being walked.

Also, let us kindly make sure to clean after our pets in case they will defecate when they are being walked. As responsible pet owners, always have p**p bags ready and clean after your pets all the time, maintaining cleanliness and showing respect to our community.

We will check cctv for offenders and send notice personally to concerned homeowners. We will also reach out to our City Vet for impounding of stray dogs and cats soon.

The water that we use daily for our laundry and washing are our primary responsibility.

Each of our house units came with internal drainage systems that feed directly to our main drainage lines.

We are expected to ensure that run-off water from our various activities should go into these built in drains within our properties and into the main drainage lines.

Allowing used water to regularly flow on our roads might cause several unintended problems such as slippery and soapy roads that might be dangerous for walking and other activities done on the road.

This has also been a constant documented concern by our neighbors whose units are in the lower elevation of our subdivision.

More than anything, it is simply a basic and good neighborly practice to be responsible for your own wastewater, without causing inconvenience to your neighbors.

Please be mindful of your wastewater.

It’s one of the most common—and often contested—questions among property owners: Kailangan ba talagang magbayad ng association dues? Whether it’s a house in a gated subdivision or a unit in a high-rise condo, many homeowners wonder if the monthly charge is optional, especially if they’re not even living there.

The short answer: yes, you are generally required to pay.

Under Philippine law, once a property is officially turned over to the buyer, membership in a homeowners’ association or condominium corporation becomes automatic. This is typically embedded in the fine print of your Contract to Sell or Deed of Sale, often through a “Deed of Restrictions” that binds owners to community rules—including the payment of dues.

Legal backing comes from Republic Act No. 9904 and Republic Act No. 4726, which both empower associations to collect fees necessary to run and maintain the community. In short, it’s not just a developer’s rule—it’s supported by law.

And no, you can’t skip payment just because you’re not staying there. Even vacant lots or unused condo units are still subject to dues, since they remain part of the managed community.

WHAT YOU’RE ACTUALLY PAYING FOR

While dues can feel like an added burden, they fund services that directly impact daily living—and property value.

Security is one of the biggest. From guards at the gate to CCTV systems and controlled access, dues help ensure a safer environment for residents.

Maintenance is another. Clean streets, working elevators, landscaped parks, and functional drainage systems don’t maintain themselves. In condos, this extends to hallway lighting, garbage disposal, and even building repairs.

Then there are shared amenities—swimming pools, gyms, clubhouses, and function rooms. These are collectively owned spaces, and dues keep them operational.

Less visible but just as important are administrative costs. Associations handle billing, dispute resolution, and compliance with government regulations—functions that keep the community running smoothly.

WHAT HAPPENS IF YOU DON’T PAY

Skipping dues isn’t without consequence. Associations may suspend your access to amenities or impose penalties and interest on unpaid balances. In more serious cases, they can take legal action or place a lien on your property—meaning unpaid dues follow the property, not just the owner.

There are limits, however. Associations are generally not allowed to cut off essential utilities like water or block your right to enter or exit your home.

WHEN PAYMENT STARTS

For most buyers, dues begin upon turnover of the unit or property. If you’re buying from a previous owner, it’s critical to check for unpaid dues—because any outstanding balance usually transfers with the property.

In the end, association dues aren’t just another bill. They’re part of the shared responsibility of living in a managed community—one that, ideally, protects both your quality of life and your property’s long-term value.

Good Morning Fellow Homeowners! Villa Sebastiana Home Association at Tawason

Part of our agenda in this month’s meeting of the VSII HOA board was some trash bins which were observed to be sometimes left open.

We would like to point out that leaving trash bins wide open will invite all sorts of pests like rats and flies. Thus, we would like to remind everyone to keep the trash bins closed at all times, even the night before collection day.

Further, we remind everyone to avoid throwing or leaving out food waste on the road or sidewalk for your pets as this will likewise have the same effect.

We hope that you will understand and cooperate with the officers in ensuring that our little community will remain clean, hygenic and orderly.

Let’s remind everyone to CLOSE THE LID!

Good Afternoon!

Informing that our old stickers have long expired and we need to have them replaced already. This is to update the registeration of all Villa Sebastiana II vehicles and ensure safety in our community. You can also register and purchase stickers for your relatives’ vehicles who frequent the subdivision(optional).

We will implement the NO STICKER, NO ENTRY POLICY, effective April 1, 2026.

The sticker will be valid for use from April 1, 2026 to December 31, 2027 (almost 2 years).

To purchase the new sticker kindly prepare
1. Copy of your vehicle’s OR/CR
2. A filled out copy of VSII Vehicle Registration Form
3. Php 200.00 for each sticker

Kindly coordinate with Ms. Jane Jayme our Admin Officer for purchasing of the sticker and other inquiries.

Our Trick-or-Treat event was an amazing success, with over 100 kids joining in and our generous neighbors stepping up to share treats. The horror-themed decorated houses added just the right amount of spooky fun, making the night even more memorable. The kids loved the games, were captivated by the magic show, and the food. It was a true celebration of community spirit, bringing everyone together to create an unforgettable evening filled with laughter, excitement, and Halloween magic.
