“Kaka-Computer Mo ‘Yan: Is the Internet to Blame for Youth Violence?”
July 3, 2026 | Isaac Lopez Integrated School, Mandaluyong City

The Rotary Club of Tiger Mandaluyong, in partnership with Isaac Lopez Integrated School, successfully conducted a timely and relevant seminar entitled “Kaka-Computer Mo ‘Yan: Is the Internet to Blame for Youth Violence?” on July 3, 2026, benefiting 145 Grade 11 students.

The seminar featured Atty. Emile Justin D. Cebrian of the Office of the Solicitor General, who explored the complex relationship between digital platforms and youth behavior. In his presentation, he discussed the dangers posed by online extremist groups such as the “764 group,” which exploit anonymity on the internet to spread harmful ideologies and target vulnerable young people.

Atty. Cebrian emphasized the responsibility of every internet user to promptly report extremist and harmful online content to the appropriate authorities, including the Philippine National Police (PNP) and the Cybercrime Investigation and Coordination Center (CICC). He cautioned participants against sharing violent manifestos and similar materials, explaining that such actions can contribute to social contagion and further amplify harmful content. He also stressed the importance of safeguarding personal information to protect individuals from risks such as doxxing and online harassment.

Recognizing the challenges faced by parents and guardians in the digital age, Atty. Cebrian encouraged greater vigilance over children’s online activities, particularly on platforms such as Discord and Roblox. He highlighted the value of maintaining open communication within families to better identify behavioral changes that may indicate exposure to harmful online influences.

Most importantly, Atty. Cebrian clarified that the internet itself is merely a tool and should not be viewed as the sole cause of youth violence. Rather, he explained that malicious individuals often take advantage of impressionable young people who have not yet developed strong critical thinking skills. According to him, the key to addressing these risks lies in strengthening digital literacy, guidance, and support systems within families, schools, and communities.

Throughout the seminar, students were served lugaw (rice porridge) and refreshments, creating a warm, welcoming, and nurturing environment. This simple yet meaningful gesture helped ensure participants’ comfort while fostering a sense of community and care, enabling them to remain attentive and actively engaged throughout the program.

The seminar culminated in an interactive open forum, where students and educators enthusiastically shared their insights, personal reflections, and questions. The lively discussion brought the seminar’s themes to life, allowing participants to connect the lessons learned with their own experiences. This exchange of ideas encouraged critical thinking, deeper understanding, and collective problem-solving, underscoring the seminar’s success in empowering youth to become responsible digital citizens.

The seminar underscored that protecting young people online is a shared responsibility among students, parents, teachers, schools, and the community. “Justice Beyond the Myths: Demystifying Juvenile Justice and Empowering the Youth”

The Rotary Club of Tiger Mandaluyong, in partnership with Isaac Lopez Integrated School, successfully conducted the seminar “Justice Beyond the Myths: Demystifying Juvenile Justice and Empowering the Youth” on July 3, 2026. The event gathered 145 Grade 11 learners for an afternoon of learning, reflection, and empowerment aimed at promoting responsible citizenship and increasing awareness of the rights and responsibilities of young people.

The seminar was spearheaded by Dr. Olivia L. Pagurayan, School Principal III, and High Impact President Arleen T. Reyes of the Rotary Club of Tiger Mandaluyong. Also present were Charter President Hermenegildo Carino, Vice President and Club Executive Secretary P.P. Joan Marie C. Tejada, New Generations Head Jose Nathaniel T. Reyes, Diversity, Equity, and Inclusion Officer Christian Cambe, and new Rotarians Angela Maria Tabios and John Gengania. Their participation underscored the Rotary Club’s steadfast commitment to youth development, education, and community engagement.

The program commenced with a solemn prayer and the singing of the Philippine National Anthem, setting a respectful and meaningful tone for the event. In her welcome message, Dr. Olivia L. Pagurayan emphasized the school’s dedication to nurturing responsible, informed, and empowered young individuals prepared to face the challenges of modern society.

In her remarks, President Arleen T. Reyes highlighted the importance of equipping young people with the knowledge, values, and critical thinking skills necessary to navigate today’s rapidly evolving social and digital environment with responsibility and integrity. Meanwhile, Charter President Hermenegildo Carino inspired the students through a compelling message on youth engagement, accountability, and the vital role of active participation in building a safer and more just society.

The highlight of the seminar was the presentation entitled “Justice Beyond the Myths: Demystifying Juvenile Justice and Empowering the Youth” delivered by Atty. Norie Delos Reyes-Cebrian. She provided a comprehensive discussion on the Juvenile Justice and Welfare Act of 2006 (Republic Act No. 9344), as amended by Republic Act No. 10630, emphasizing its restorative justice framework, which prioritizes rehabilitation and reintegration over punishment.

Through clear, engaging, and relatable discussions, Atty. Norie clarified key concepts, including Child in Conflict with the Law (CICL), Diversion, and Discernment, enabling students to better understand how the juvenile justice system functions. She explained the collaborative roles of barangay officials, social workers, local government units, law enforcement agencies, and the judiciary in implementing interventions designed to prevent youth from becoming trapped in cycles of criminal behavior and social stigma.

Particular emphasis was placed on the significance of Bahay Pag-asa, community-based intervention programs, and strong family involvement in supporting the rehabilitation and successful reintegration of young offenders into society. Drawing insights from the landmark Supreme Court case CICL ### v. People, she underscored the principle that while minors must be held accountable for their actions, the law also recognizes their capacity for growth, transformation, and redemption.

The discussion concluded with the inspiring message of the Juvenile Justice and Welfare Council’s campaign, “Batang Nagkamali, Kayang Magsimula Muli,” reinforcing the belief that young people who commit mistakes should be given opportunities to learn from their experiences, reform, and build better futures.

An interactive open forum followed, allowing students to ask questions, share perspectives, and engage directly with the resource speaker. The lively exchange fostered a deeper understanding of juvenile justice, accountability, informed decision-making, and the importance of making responsible choices in everyday life.

By the end of the seminar, the 145 Grade 11 learners gained a stronger appreciation of the law, a more profound understanding of their rights and responsibilities as young citizens, and a renewed commitment to becoming responsible and productive members of society. The activity empowered them to become law-abiding, compassionate, informed, and socially responsible individuals capable of contributing positively to their communities.

The program also recognized the indispensable role of teachers in transforming the seminar’s lessons into lasting values and habits. Bangon Mindanao Project: Starting the Rotary Year by Helping Earthquake-Affected Communities

As we begin a new Rotary Year, the Rotary Club of Tiger Mandaluyong led by its High Impact President Arleen T. Reyes reaffirms its commitment to Service Above Self by extending assistance to our fellow Filipinos affected by the recent earthquakes in Mindanao through the Bangon Mindanao Project.

In partnership with the Office of the Solicitor General (OSG) Committee on Civic and Social Responsibility and the Philippine Navy, this humanitarian initiative aims to provide much-needed relief to families and communities struggling to recover from the devastating impact of the earthquake. The project is a call for compassion, unity, and collective action as we help bring hope and support to those facing difficult circumstances. A coordination was held on June 23, 2026 to discuss the implementation of the project this July 2026.

The Bangon Mindanao Project is mobilizing resources to gather both monetary and in-kind donations, including:
Ready-to-eat food, rice, and drinking water
Power banks, flashlights, radios, batteries, chargers, and solar lamps
Clean clothing, underwear, socks, shoes, slippers, blankets, and mosquito nets. First aid kits and hygiene essentials such as toothbrushes, toothpaste, sanitary napkins, and other personal care items.

This initiative embodies the Filipino spirit of bayanihan, reminding us that recovery becomes possible when communities come together to help one another. Through the generosity of donors and the dedication of volunteers and partners, relief goods will be delivered to earthquake-affected localities across Mindanao where assistance is most needed.

As Rotarians, we recognize that the start of a new Rotary Year is not only a time for new goals and projects but also an opportunity to respond swiftly to those in crisis. By joining hands with government agencies, the military, and concerned citizens, we hope to ease the burden of affected families and support their journey toward recovery.

Beyond the Screen and the Law: Empowering the Youth Toward Responsible Choices and Positive Action

The Rotary Club of Tiger Mandaluyong, led by High Impact President Arleen T. Reyes, together with Charter President Hermenegildo Cariño, club officers, and members, met with Dr. Olivia Lagunilla-Pagurayan, Principal of Isaac Lopez Integrated School in Mandaluyong City, on July 3, 2026, to discuss collaborative initiatives aimed at strengthening students' awareness and understanding of the issues and challenges confronting today's youth.

The proposed program, "Beyond the Screen and the Law: Empowering the Youth Toward Responsible Choices and Positive Action," was conceived in response to a growing number of disturbing incidents involving youth violence and misconduct reported across the country in recent months. These incidents have raised serious concerns among parents, educators, community leaders, and government agencies regarding the safety, well-being, and holistic development of Filipino learners.

Schools throughout the Philippines have witnessed an alarming increase in violent incidents involving students, ranging from physical altercations and bullying to the possession and use of dangerous weapons on campus. Such events have underscored the urgent need for proactive interventions that address not only school safety but also the underlying social, emotional, and digital influences affecting young people today. The rise of social media exposure, cyberbullying, peer pressure, misinformation, and the normalization of violence through online platforms has further highlighted the importance of equipping students with the knowledge and skills needed to make informed and responsible decisions.

Recognizing these challenges, the Rotary Club of Tiger Mandaluyong and Isaac Lopez Integrated School are exploring educational seminars and awareness campaigns designed to empower students to become responsible digital citizens, law-abiding individuals, and positive contributors to their communities. The initiative seeks to foster a deeper understanding of youth accountability, responsible use of social media and technology, legal consequences of harmful actions, mental health awareness, conflict resolution, and the values of respect, empathy, and civic responsibility.

July is Rotary’s Maternal and Child Health Month

Every July, Rotary International shines a spotlight on Maternal and Child Health, recognizing the importance of ensuring that every mother and child has access to quality health care and opportunities for a healthy future. As one of Rotary’s Areas of Focus, this advocacy seeks to reduce preventable maternal and child deaths through education, healthcare access, nutrition, and community-based health programs.

In the Philippines, this mission resonates deeply with many communities, especially those in rural and underserved areas where access to maternal care, child immunization, nutrition, and healthcare services remains a challenge. Every Filipino mother deserves a safe pregnancy and childbirth experience, while every child deserves the chance to grow up healthy, protected, and empowered to reach their full potential.

From Unite for Good to Create Lasting Impact: Tiger Mandaluyong Passes the Torch of Leadership

As the Rotary Club of Tiger Mandaluyong formally transitioned from Rotary Year 2025–2026 "Unite for Good" to Rotary Year 2026–2027 "Create Lasting Impact," a meaningful Handover Ceremony was held on June 26, 2026 highlighting not only the achievements of the past year but also the Club's renewed commitment to service and leadership.

In a symbolic and heartfelt moment, Charter President and Acting President Hermenegildo G. Cariño officially handed over the leadership of the Rotary Club of Tiger Mandaluyong to High Impact President Arleen T. Reyes, marking the beginning of a new Rotary year guided by Rotary International President's message, "Create Lasting Impact."

Reflecting on the Rotary year that was, CP Hermie expressed his profound gratitude to every Tiger who generously shared their time, talents, resources, and compassion in serving communities. He emphasized that every project accomplished, every life touched, and every challenge overcome was made possible because the members remained united in their commitment to Service Above Self.

The outgoing year was not without its trials. There were moments that tested the Club's faith, unity, and resilience. CP Hermie candidly shared his journey during his candidacy for District Governor Nominee Designate, acknowledging that while certain circumstances unfolded beyond his expectations, he chose to entrust everything to God, believing that His plans are always greater and His timing always perfect.

He expressed heartfelt appreciation to those who stood by him throughout difficult times—fellow Rotarians, friends, supporters, and prayer partners whose encouragement, trust, and unwavering support provided strength and inspiration.

Despite personal and organizational challenges, Tiger Mandaluyong continued to move forward with courage, faith, and determination. Those experiences served as a reminder that leadership is not defined by the absence of obstacles but by the ability to persevere with humility, grace, and hope.

CP Hermie also thanked the Club's officers, members, partners, families, and friends whose dedication and commitment helped make the "Unite for Good" year successful and impactful.

Through their collective efforts, the Club strengthened fellowship, expanded its service initiatives, and created meaningful change within the communities it serves.

As he formally passed the torch of leadership to High Impact President Arleen T. Reyes, CP Hermie expressed his confidence in the incoming leadership team and offered his prayers and full support. He encouraged the Club to build upon the strong foundation laid during the past year and continue reaching more communities, inspiring more hearts, and implementing sustainable projects that will create lasting and measurable impact.

For her part, HIP Arleen Reyes accepted the responsibility of leadership with enthusiasm and vision, committing to guide the Club in pursuing its strategic goals and advancing Rotary's mission through impactful service and meaningful partnerships.
