PANGKAUNLARANG PLANO PARA SA KABATAANG ISABELEÑO!

The Provincial Government of Isabela (PGI), through the leadership of Governor Rodolfo "Rodito" T. Albano III and Vice Governor Francis Faustino "Kiko" A. Dy, and through the Provincial Youth Development Office (PYDO), proudly presents the Provincial Youth Development Plan (PYDP) 2026–2028—the Province’s official roadmap for advancing youth development over the next three years.

Anchored on the Philippine Youth Development Plan and aligned with national development priorities, the PYDP 2026–2028 outlines strategic programs, policies, and initiatives across its ten (10) Centers of Participation—Health, Education, Economic Empowerment, Social Inclusion and Equity, Peace Building and Security, Governance, Environment, Active Citizenship, Global Mobility, and Agriculture—ensuring a holistic, inclusive, and sustainable approach to youth development. The Plan serves as the guiding framework for the formulation and implementation of the Local Youth Development Plan (LYDP), Comprehensive Barangay Youth Development Plan (CBYDP), Annual Barangay Youth Investment Program (ABYIP), and other youth-related initiatives of local government units and youth-serving organizations throughout the Province. Alonzo Miguel Ramos, Grade 8 student, of Mallig Plains National High School bagged Gold Award in Secondary 1 for his outstanding achievement at the Hong Kong International Mathematical Olympiad (HKIMO) Heat Round during the National Awarding Ceremony spearheaded by the Math Olympiads Training League Inc. (MOTLI) at Ang Bahay ng Alumni, University of the Philippines Diliman Campus, July 12.

He is the youngest brother of Jazleen Keith Ramos, an MPNHS alumna and also a Bronze Medal Awardee at the Vietnam International Applied Mathematics Competition-Final Round 2026 held in Da Nang, Vietnam.

Project KABASA (Kabataang Bumabasa, Kabataang may Pag-Asa)

What started as a simple conversation, a vision, and a shared dream for our children has finally come to life.

Behind this project are months of careful planning, research, benchmarking, consultations, and learning from different reading intervention initiatives. We spent countless hours understanding the challenges faced by struggling readers, identifying best practices, and designing an approach that would truly respond to the needs of our young learners. Every step was fueled by one goal: to ensure that every child is given the chance to read, learn, and thrive.

Today, we proudly witness the beginning of Phase 1 of Project KABASA, a milestone that represents not only the realization of an idea but also our collective commitment to literacy, education, and the future of every Malligueño child.

This project is more than a reading intervention program. It is a promise. A promise that we will continue to reach those who need support the most. A promise that learning difficulties will never define a child's potential. A promise that every young Malligueño will be given the opportunity to discover the joy of reading and the confidence that comes with it.

To our Municipal Mayor Jose Philip "JP" Calderon, thank you for your unwavering support and steadfast belief in programs that uplift the lives of our children and youth. Your commitment to investing in education continues to open doors of opportunity and hope for countless young people in our municipality. Your leadership reminds us that when we prioritize our youth, we are investing in a brighter future for our entire community.

As we begin this journey, we recognize that there is still much work ahead. But today is a powerful reminder that meaningful change starts with a vision, grows through collaboration, and becomes reality through dedication and action.
