Boracay forestland long time occupants (since 1906) are waving! šŸ‘‹ Reminding you that Boracay has forestland and Sustainable Forestland Management Agreement under DAO 2025-22 is not being implemented here, instead people get criminal cases filed by your agency, violating the very DENR Administrative Order you created. Jan. 15, 2026 - NaBBSI had a meeting with the Commission on Human Rights (CHR) Region 6, Investigation Team with Atty. Ravena. They are looking for data on the mass prosecution of Boracay long-term residents by DENR to help us with our concern. Our fight is the same: we want to suspend the criminal prosecution since the LC Map 3642 has discrepancies with PP 1064, and the Housing projects of Boracay Rehabilitation under the Boracay Action Plan (BAP) have not been delivered at all. We are calling on DENR to exhaust its remedies and offer Boracay residents tenurial instruments, such as the SFLMA and CBFMA, so that there will be no displacements and perpetual disqualification to apply for such as occupation was done in good faith.

As the initial response of DENR’s legal team to our request letter didn’t answer or acknowledge our core demand and important issues we underlined, we reiterated the need for such acknowledgment and resolutions once again. We highlighted the suspension of prosecution under the arguments of housing per Theme 4b of Boracay Action Plan and the discrepancies between PP1064 and LC Map 3642.

Ever wonder why Dmall area floods everytime it rains in Boracay despite Rehab? Because DENR prioritized grabbing lands from the local residents. We were rehabilitated because of no sewarage and drainage system in place that caused our water to be contaminated. Until now, the drainage system of Boracay is not fully functional yet and no ongoing drainage works anymore. But DENR is still prosecuting locals to evict them forcibly in the declared forestland. So now you know the priority of DENR.

ā€¼ļø UPDATE ā€¼ļø 26 Dec. 2025 - We received a reply via email from DENR Central regarding our request to temporarily suspend criminal prosecution of Boracay locals and residents over alleged violation of Forestry Code in relation to PP 1064.

According to the reply, they are trying to reactivate the Boracay Inter-Agency Task Force (BIATF). We don’t know if this is a good thing but we are hoping that open dialogues will be made possible so we can communicate our concerns directly to the decision-makers. The reply is silent on the things we enumerated as Expected Outcomes. There were no comments or discussions on:
1. Land classification map review
2. PP 1064 discrepancies
3. Suspension of prosecution
4. Issuance of tenurial instruments for forestland long-time occupants
5. Establishment of resettlement areas for displaced residents
6. Establishment of SPZs

Not even a simple coordination meeting with NaBBSI. It is disturbing. How do they see Boracay Island to be? With casino buildings excavating meters below sea level, wetlands in Puka being constructed with Boracay’s ā€œocean parkā€, open dump because MRFs were abolished by BIATF… all of these, DENR is at the center of these all… disappointing
