On September 24, 2025, ABAC Philippines, in partnership with the Philippine Disaster Resilience Foundation (PDRF) and Liveable Cities Philippines, organized a virtual forum, “𝗙𝗿𝗼𝗺 𝗥𝗶𝘀𝗸 𝘁𝗼 𝗥𝗲𝗮𝗱𝗶𝗻𝗲𝘀𝘀: 𝗦𝗵𝗮𝗿𝗶𝗻𝗴 𝗕𝗲𝘀𝘁 𝗣𝗿𝗮𝗰𝘁𝗶𝗰𝗲𝘀 𝗶𝗻 𝗗𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗥𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲,” assembling disaster resilience leaders, experts, organizations, and stakeholders from around the globe.

This culminating report highlights the key insights and recommendations from the forum, informing ABAC strategies and advocacy towards disaster resilience and sustainable development in the Asia-Pacific. Key takeaways include:

💡 𝗣𝗿𝗲𝗽𝗮𝗿𝗲𝗱𝗻𝗲𝘀𝘀 𝗽𝗮𝘆𝘀 𝗼𝗳𝗳 – National Science and Technology Center for Disaster Reduction (NCDR) - Chinese Taipei showed how decades of investment in codes, retrofits, and drills cut quake deaths dramatically.

The APEC Business Advisory Council (ABAC) wrapped up its final meeting for the year, wherein the Council prepared for its engagement with APEC Leaders in a forward-looking dialogue to present its recommendations to tackle the Asia-Pacific region’s most pressing challenges.

For its ABAC 2025 priority, ABAC Philippines warned APEC economies on intensifying natural disasters as a cross-cutting threat that curtails regional stability and development.

The advocacy led ABAC Philippines to organize a forum, “𝗙𝗿𝗼𝗺 𝗥𝗶𝘀𝗸 𝘁𝗼 𝗥𝗲𝗮𝗱𝗶𝗻𝗲𝘀𝘀: 𝗦𝗵𝗮𝗿𝗶𝗻𝗴 𝗕𝗲𝘀𝘁 𝗣𝗿𝗮𝗰𝘁𝗶𝗰𝗲𝘀 𝗶𝗻 𝗗𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗥𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲,” that brought together public and private disaster resilience leaders, experts, and stakeholders across the globe. The forum served as a platform to discuss and share experiences, expertise, and practices between the best-prepared and high-risk economies.

"𝗟𝗼𝘀𝘀𝗲𝘀 𝗮𝗿𝗲 𝗻𝗼𝘁 𝗶𝗻𝗲𝘃𝗶𝘁𝗮𝗯𝗹𝗲. The UNDRR has found that every $1 invested in disaster risk reduction can generate savings of up to $15 in response and recovery. Strengthening preparedness through early warning systems, climate-resilient infrastructure, and risk-informed planning has proven to significantly reduce both human and economic costs," said 𝗠𝗿. 𝗞𝗿𝗶𝘀𝗵𝗻𝗮 𝗣𝘂𝘁𝗿𝗮 𝗧𝗮𝗻𝗮𝗷𝗮, Deputy Executive Director of the AHA CENTRE, brings over 15 years of experience in the development sector and six years in the private sector, specializing in operations, audit, and risk management.

He has held leadership roles at World Resources Institute, World Bank, and Save the Children, and served as Chief Internal Auditor at the ASEAN Secretariat. His work focuses on improving coordination, accountability, and collaboration among governments, civil society, and the private sector to enhance ASEAN’s disaster response mechanisms.

𝗗𝗿. 𝗟𝗶 𝗪𝗲𝗶-𝗦𝗲𝗻, Secretary General of Chinese Taipei's National Science and Technology Center for Disaster Reduction (NCDR), specializes in earthquake engineering and disaster risk management. He leads international collaboration and research on large-scale urban disasters, helping strengthen systems across APEC economies.

A former Co-Chair of the APEC Emergency Preparedness Working Group (EPWG) and member of the IRDR Scientific Committee, Dr. Li focuses on capacity-building and public-private partnerships to improve disaster preparedness and response.
