Did you know? The Philippines continues to face some of the highest levels of detention overcrowding globally, creating significant challenges not only for detention management, but also for the health and well-being of persons deprived of liberty.

Since 2019, we have brought detention authorities and health decision-makers together through the Health in Detention (HiD) Course. Over the years, more than 140 doctors, nurses, lawyers, medico-legal officers, and detention authorities have completed this specialized course, building a growing community of professionals committed to improving the delivery of health services for all persons deprived of liberty.

To ensure the sustainability of the course and the delivery of expert knowledge, we have now signed a partnership agreement with the University of the Philippines College of Arts and Sciences, UP Manila. This marks an important step towards further institutionalizing this expertise in the Philippines.

Because while people may be deprived of their freedom, they should never be deprived of their dignity. Humanity does not stop at the prison gate.

Today is World Humanitarian Day. Mirjana Spoljaric, ICRC President, and Kate Forbes, IFRC President, have joined in a statement calling for the world to stand against the targeting of people who risk their lives to help others.

"So far this year, the International Red Cross and Red Crescent Movement has mourned 12 colleagues killed in violence-related incidents while carrying out their work. Last year, that number stood at 24.

We must not allow the targeting of aid workers to become normalized. Today there is a real risk that the world comes to accept that humanitarian personnel will be attacked, injured or killed as “part of the job” or an inevitable feature of today’s crises.

The answer cannot be to ask our colleagues to be braver. The answer must be to make it possible for them to do their jobs safely."

Conflicts are evolving — so are the means and methods of warfare.

As we commemorate IHL Day in the Philippines, we put a spotlight on the need for states to call for additional rules to prohibit and regulate certain types of autonomous weapons. The Philippines is among states that has joined this call, emphasizing that IHL applies to new technologies of warfare.

In her opening remarks for an IHL workshop for the Philippines’ national IHL committee members, our head of delegation Megan Rock said that serious legal, ethical and practical dilemmas brought about by some autonomous weapons must be addressed because they have life and death implications.

After World War II, the world made a promise: even in war, there are limits we must never cross. That promise became the Geneva Conventions, a universal commitment to protect civilians, the wounded, prisoners of war and humanitarian workers, among others.

Today, with over 130 armed conflicts worldwide, twice as many as 15 years ago, these rules are under immense pressure. Over 110 countries have joined the Global Initiative on international humanitarian law to strengthen commitment to the rules that limit suffering in war.

The Geneva Conventions do not protect the powerful. They protect people caught in war. And upholding them is the responsibility of every country on Earth.
