Dir. Jose Harry M. Barber is the Officer-in-Charge of the Disaster Resilience Service (DRS) of the Office of Civil Defense (OCD) under the Department of National Defense. A visionary leader appointed by President Ferdinand Marcos Jr., he has held key posts including Regional Director of CARAGA (Region 13) and OIC of the DRS Central Office.

He has been a driving force in strengthening disaster risk reduction and management (DRRM) in the Philippines, spearheading the OCD Strategic Roadmap 2023–2030, enhancing international partnerships, and championing community-based resilience strategies. His leadership has shaped national recognition programs in the field and advanced international collaboration through exchanges.
