The RAISE Spinoff Policy Training Workshop 2025, hosted by DOST PCAARRD through the Technology Transfer and Promotion Division (TTPD) in partnership with the Association of PAQE Professionals, Inc. (APP), marks a significant milestone as the first national training focused on spinoff policy and agreement development.

Over three days, we engaged 94 SUCs and RDIs from 14 regions under the RAISE Program—an inspiring demonstration of shared commitment to innovation and research utilization in the agri-aqua sectors.

We thank all resource persons, facilitators, regional focal points, and participants for their active engagement and valuable insights. Beyond the outputs and action plans, this workshop has built a stronger, more connected community of practice.

Let us sustain this momentum and turn these policies into impactful implementation. Thank you for being part of this important milestone.

Four (4) APP members participated in the American Intellectual Property Law Association (AIPLA)’s Women in IP Global Networking Event in the Philippines, titled the “Filipino Women Inventors' Forum,” namely, APP Pres. Atty. Edith Hechanova, Trustee Caezar Arceo, FILWIN Pres. Dr. Ria Liza Canlas, Ass. Member, Atty. Gladys Vilchez.

The event took place last April 4, 2025 at the Department of Science and Technology - Technology Application and Promotion Institute (DOST-TAPI), and conducted in collaboration with the Filipino Women Inventors and Innovators Inc. (FILWIN) and DOST-TAPI, hosted by Hechanova & Co., Inc. In alignment with the Global Networking Event's theme of “Innovation and Collaboration,” the forum served as a platform for women inventors, innovators, and entrepreneurs to share their experiences.

𝐇𝐀𝐏𝐏𝐄𝐍𝐈𝐍𝐆 𝐍𝐎𝐖: DOST PCAARRD, through the Technology Transfer and Promotion Division (TTPD), hosts the Regional Agri-Aqua Innovation System Enhancement (RAISE) Spinoff Policy Training Workshop 2025 on April 22-24, 2025.

The three-day online training workshop, in collaboration with the Association of PAQE Professionals, Inc. (APP), is the first workshop conducted for spinoff policy development which aims to strengthen the capacity of institutions in preparing spinoff agreements and policies.

A total of 94 agencies involving state universities and colleges (SUCs) and research and development institutes (RDIs) from 14 regions under the RAISE Program are participating in the workshop.

We are honored to have partnered with IPOPHL, through its IP Academy, in successfully holding the first Patent Agents and Patent Attorneys Training. Many of our distinguished members and board of directors served as speakers during this comprehensive 11-day training program, sharing valuable insights and expertise. We are proud to support initiatives that advance professional excellence in intellectual property services.

Four APP members—President Edith Hechanova, Atty. Wanie Nakan, Associate Members Engr. Arvic Francisco (WMSU), and Dr. Gee Jay Bartolome (CVSU)—enrolled in the Intellectual Property Valuation Course conducted by the Association for Management and Valuation of Intangibles (AMAVI), led by Dr. André Gorius. The six-month training program was coordinated by APP Past President Atty. Bay Loste and APP VP-Internal Dir. Noel Catibog in collaboration with LES Philippines, DOST-PCAARRD, and SyCip Salazar law firm. To earn certification, participants must complete a case study on IP valuation, submit a comprehensive report, and pass the final examination.

The Association of PAQE Professionals (APP), Inc. proudly participated in the Second PSHS (Philippine Science High School) System-Wide Technology Pitching, held on November 29, 2024, at Limketkai Mall, Cagayan de Oro City.

APP President Atty. Edith R. Hechanova and Vice President for Externals Atty. Misael Costes served as tech pitching evaluators during the event. Also featured in the event was APP Vice President for Internals and TTPD Director Noel A. Catibog, and PSHS CMC Campus Director Frank L. Salisid, PSHSS Executive Director Dr. Ronnalee N. Ortega, and Usec Maridon Sahagun.

This event, a joint project between DOST-PSHS System and DOST-PCAARRD, provided a platform for PSHS scholars, teachers, and staff from Visayas and Mindanao campuses to showcase their technologies, engage with experts, and explore potential partnerships in technopreneurship.

Recognized as a training partner by the PSHSS, we extend our gratitude to PSHSS for recognizing APP’s role in advancing innovation and entrepreneurship in the Philippines.

The Association of PAQE Professionals (APP), Inc. is honored to have participated in the 2024 Global Agribusiness Management and Entrepreneurship (GAME) Expo held on October 24–25 at SMX Pasay City. APP President Atty. Edith Hechanova was invited as a judge for the Tech Pitching activity participated by several investors.

Organized by the UPLB DAME and UPLB TTBD, with this year’s theme “The Now, the New and the Next in Global Business and Entrepreneurship”, the goal is to bring together key stakeholders from across agribusiness value chains to share research, innovations and technologies driving the future of agribusiness.

Atty. Edith was also able to meet with innovators such as Dr. Clarisse Domingo, creator of the ANDALI diagnostic kit and founder of the DOST-PCAARRD-incubated startup Blitzkrieg, which exhibited at the event.

We thank the organizers, UPLB DAME, UPLB TTBDO, and PPSA, for the opportunity to contribute to this impactful event promoting innovation and sustainable growth in agribusiness.

On October 22 - 24, 2024, the World Intellectual Property Organization (WIPO) and the IPOPHL conducted the National Training Seminar on IP Valuation. Invited as speakers in this seminar were BOD Trustees Pres. Edith Hechanova and Director Caezar Angelito Arceo, as well as APP Committee Vice Chair Dindo Dumali.

Philippine businesses now have more intangible assets, than tangible ones such as buildings, machinery etc., so it is important to know and understand the economic value of one’s IP assets which will be helpful for various transactions such as sale, licensing, donation, etc.
