Baguio City uses AI to make government services more accessible and responsive.

Bryan Sombilon, Senior Project Technical Specialist of the Baguio City Planning, Development and Sustainability Office, shares how AI can help simplify government processes and provide more accurate information to constituents.

Sombilon is part of the team behind BIZ Checker, an AI-powered platform that helps applicants determine whether a proposed establishment is allowed in a particular location based on the city’s zoning classifications and requirements. The platform was developed with support from PLDT and Smart Communications, Inc.’s AI-in-a-Box program, which provides LGUs with access to AI tools, connectivity, and mentorship to develop solutions addressing practical community needs.

Helping applicants navigate Baguio City’s business requirements with AI

Rolando Bautista, Senior Project Evaluation Officer of the Baguio City Planning, Development and Sustainability Office, highlights how BIZ Checker can help applicants determine whether a proposed establishment is appropriate for a particular location based on the city’s zoning rules and requirements.

Developed with support from PLDT and Smart Communications, Inc.’s AI-in-a-Box program, the platform is being refined to make it easier for applicants to access information and understand requirements before proceeding with their applications.

Recent incidents of school-related violence involving young Filipinos, alongside their increasing exposure to harmful and graphic content online, have underscored a difficult reality: the risks that children face today no longer begin and end in physical spaces, and have now extended into digital environments where threats can easily go viral and accelerate before, during, and after real-world events.

As families, schools and communities grapple with these issues, PLDT and Smart Communications, Inc. are gathering representatives from key sectors — from government agencies and technology platforms to educators, parents, and child protection advocates — to address the growing challenge of keeping Filipino children safe online and helping shape a safer digital environment for them.

Media practitioners and campus journalists in Cebu enhanced their understanding of survivor-centered reporting during the forum “Journalism Without Harm: Survivor-Centered Reporting on Sexual Abuse of Women and Children,” organized by Stet Women in Cebu Media in partnership with the International Justice Mission Philippines.

Held as part of the celebration, the forum raised awareness about online sexual abuse and exploitation of children (OSAEC) and promoted responsible, survivor-centered journalism. It equipped community journalists with practical guidance on reporting sensitive cases involving vulnerable sectors, particularly children and youth, while prioritizing the safety, dignity, and well-being of survivors.

PLDT and Smart Communications, Inc. supported the activity as sponsors and shared their ongoing efforts to help create safer digital spaces for all. During the forum, Roby Alampay, FVP and Head of Public Engagement Group at PLDT and Smart, shared the PLDT Group’s whole-of-nation approach to strengthening child online protection. This includes blocking child sexual abuse and exploitation material (CSAEM) URLs and content, as well as strengthening multisectoral partnerships to raise awareness and help communities better understand and address OSAEC.

Highlighting the Group's advocacy, these initiatives reinforce PLDT and Smart’s commitment to helping build safer and more secure digital spaces, especially for young Filipinos, while working with partners and communities to promote responsible technology use and internet safety.
