On June 4, officers from the Samahan sa Pilipinas ng mga Industriyang Kimika (S**K), led by President Aldrich Bentilanon, convened with key officials from the Bureau of Customs Enforcement Group – Enforcement and Security Services (EG-ESS) to discuss strategies aimed at enhancing the safety and efficiency of the country’s chemical industry.

The S**K delegation included Vice Presidents Danrina Begonia (External Affairs) and Jahzon Lih (Internal Affairs), Directors Gretchen Enarle, Romeo Dela Cruz, Reinier Jay Bagabay, representatives from Mr. Adrian Evangelista of Henkel Philippines and Ms. Suzette Silva of STAMM International, and Executive Officer Tonette Fallarme.

The Bureau of Customs team was led by Deputy Commissioner PBGen Nolasco K. Bathan (Ret.), accompanied by Director Noel Estanislao, SP/Lieutenants Allan Escueta and Jonathan Belmonte, SP/Captain Fred Andrew Agpaoa, Ms. Divina Lagodgod and Atty. Judy Lopez, Chief of Staff of EG.

Key topics of discussion included implementing capacity-building initiatives to elevate expertise in chemical trade compliance, Responsible Care, and establishing a dedicated working group to address industry-specific challenges effectively. Furthermore, Deputy Commissioner Bathan underscored the importance of transparency and collaboration, encouraging open, continuous dialogue to align S**K’s efforts with the Bureau of Customs’ broader goals.

On May 26, 2026, PCIR Sub-Working Group 3 held a virtual meeting, led by Engr. Gretchen F. Enarle, Industry lead for SWG3 and assisted by Ms. Geraldine Buela of the Board of Investments, to discuss key regulatory reform initiatives aimed at easing business processes.

The group focused on streamlining the FDA policy on Household Use Hazardous Substances (HUHS), where implementation deadlines were extended to June 2026. It was also reported that the FDA improved accessibility through portal upgrades and the establishment of new action centers. Stakeholders, including PPCAI, provided data to support the regulatory review, leading to a final moratorium extension with directives to revise or discard current rules.

Concurrent efforts included reviewing the Implementing Rules and Regulations for the PNP’s controlled chemicals policy, with industry consultations and draft submissions planned through 2025 and 2026. The group also prepared for upcoming discussions on COMELEC’s “Gun” Ban resolution and addressed customs concerns such as product composition requirements.

These efforts demonstrated strong progress toward regulatory simplification, enhancing competitiveness and facilitating business growth through improved government-industry collaboration.

In its recent convening, the S**K Board of Directors undertook a comprehensive review of leadership roles and strategic responsibilities aimed at strengthening the Association’s operational effectiveness and deepening engagement with government entities and pivotal industry stakeholders. This reflective session highlighted the critical role of proactive leadership and collective collaboration in driving sustained growth in the chemical industry and regulatory alignment.

Key preparations were made for the upcoming General Membership Meeting, with a focus on welcoming new members and strengthening inclusive industry representation. The Board also evaluated upcoming fundraising initiatives, including a Bowling Tournament, Golf Tournament, and Fun Run designed to foster member camaraderie and support S**K’s programs.

Deliberations on proposed Memoranda of Understanding and Agreements with institutional partners focused on enhancing collaboration and joint program ex*****on. The ESG Committee updated the Board on sustainability efforts, particularly participation in the International Coastal Cleanup in September, underscoring S**K’s commitment to environmental responsibility.

The ESG Committee, led by Director Gretchen F. Enarle, ESG Committee Chairperson, convened via Zoom on May 13, 2026, to review performance and ensure alignment wchaith the Philippine Chemical Industry Roadmap (PCIR) and industry standards. During the meeting, they established key performance indicators (KPIs) and a metrics framework to effectively monitor progress. The discussion emphasized promoting Responsible Care principles, mitigating risk, and ensuring transparency through consistent stakeholder communication and accurate reporting.

The Committee reviewed key programs, including the Responsible Care Verification Program, ReCAP, sustainability awards, educational webinars, and community initiatives such as the International Coastal Cleanup. Governance efforts focused on trademarking the Responsible Care logo and advancing PROJECT ASPIRE, aligning sustainability practices with the UN Sustainable Development Goals. Additionally, updates to the ESG website and reporting processes enhanced stakeholder engagement and data transparency.

The Committee, with Directors Romeo Dela Cruz and Reinier Bagabay in attendance, endorsed supply chain capacity building and community health initiatives. The meeting was graced by key representatives from both organizations. S**K was represented by its President ALDRICH BENTILANON, together with Vice President and NITIC Chair Danrina Begonia, ESG Chair Gretchen Fontejon- Enarle, MSc, CBP, SSChE F. Enarle, and Ms. Tonette Fallarme. Meralco’s delegation included Mr. Roberto S. Galang, Senior Assistant Vice President and Head of Enterprise & National Government General Manager of Meralco Ecozone Power, who delivered the opening remarks. Mr. Galang welcomed attendees and set the tone for a productive discussion focused on strengthening the energy partnership between Meralco and the chemical industry.

Ms. Melanie Joy D. Senga, Industry Lead for Manufacturing and Consumer Goods at Meralco Enterprise Industrial, warmly introduced S**K President Aldrich Bentilanon during the meeting held at the Meralco Office.

In her presentation, S**K President ALDRICH BENTILANON emphasized the industry’s shift to high-value specialty chemicals and the vital need for reliable, uninterrupted 24/7 power. She highlighted energy cost and reliability as key to attracting investments, noted challenges like high electricity costs and regulatory complexity, and urged Meralco to speed up power connections, ensure supply reliability, and create industry-specific programs that support S**K’s sustainability and compliance roadmap.

A Q&A session followed, moderated by Mr. Clarence Rodney Cruz, Relationship Manager, Manufacturing Consumer Goods, Enterprise – Industrial. This allowed both parties to clarify concerns, explore challenges, and exchange ideas to optimize energy solutions tailored to S**K members’ needs. The open dialogue underscored the commitment of both organizations to foster innovation and operational excellence.

This collaboration meeting signifies a meaningful step toward strengthening industry relations, enhancing energy services, and driving the semiconductor and electronics sectors forward with sustainable, reliable power solutions. Both S**K and Meralco remain dedicated to working together to support the growth and global competitiveness of the Philippine electronics and chemical industries.

On April 27, 2026, S**K and the University of Santo Tomas – Center for Continuing Professional Education and Development (UST-CCPED) held a virtual meeting to discuss collaborative opportunities. Both parties sought to engage industry practitioners as facilitators to support UST-CCPED’s professional education initiatives.

The meeting resulted in the identification of key areas for collaboration. First, the two organizations planned to establish a Memorandum of Understanding (MOU) to develop and implement professional education and Continuing Professional Development (CPD) programs. They also agreed on executing an MOU with the UST Department of Biochemistry and the Faculty of Pharmacy to facilitate both local and international internship opportunities in the field of Biochemistry. Additionally, S**K and UST intended to enter into an MOU with the Tomasino Center to advance business incubation and technopreneurship programs for high school and college students, particularly those studying Chemical Engineering, Biochemistry, and other STEM-related disciplines.

These efforts aligned with the ASCEND pillars of the Chemical Industry Roadmap, and S**K expressed confidence that the collaboration would advance both the chemical industry and academic sectors.
