Advancing Evidence-Based Policymaking Through Impact Evaluation

VARANASI, India – In a world where development investments are increasingly expected to deliver measurable results, the ability to generate credible evidence has become a cornerstone of effective policymaking. To help researchers and practitioners meet this growing demand, IRRI Education successfully conducted the Workshop on Impact Evaluation and Causal Inference from 13–17 July 2026 at the IRRI South Asia Regional Centre (ISARC) in Varanasi, India.

The five-day workshop brought together 18 researchers, policymakers, and development practitioners from Asia, Africa, and North America to strengthen their capacity in evaluating development interventions using rigorous scientific methods. The training was led by Dr. Patrick Ward, Associate Professor in the Food and Resource Economics Department at the University of Florida, and Dr. Valerian Pede, Senior Agricultural Economist at the International Rice Research Institute (IRRI) and the Head of the Transformative Policies and Investments Unit, with Dr. Vikram Patil, Scientist – Agricultural Economics at IRRI, also serving as a resource person. The workshop equipped participants with practical tools to generate credible evidence that can inform policies, improve development programs, and maximize the impact of investments in agriculture and related sectors.

Participants represented a diverse range of institutions, including the International Rice Research Institute (IRRI), ICAR–Indian Agricultural Research Institute (IARI), Kenya Agricultural and Livestock Research Organization (KALRO), Ethiopian Institute of Agricultural Research (EIAR), Council for Scientific and Industrial Research (Ghana), International Potato Center (CIP), Alliance of Bioversity International, University of Arkansas, University of KwaZulu-Natal, Lancet Countdown Africa, and other partner organizations.

Los Baños, Laguna, Philippines — The International Rice Research Institute (IRRI), through IRRI Education, successfully concluded the second implementation of the Training Workshop on Self-sufficiency, Food Security and Agricultural Transformation, held from 6–9 July 2026 at the MS Swaminathan Building, IRRI Headquarters in Los Baños, Laguna.

Building on the success of its inaugural offering in 2024, the four-day workshop brought together 15 researchers, policymakers, graduate students, agricultural professionals, and IRRI staff and scholars from Ethiopia, Ghana, Kenya, Nigeria, Rwanda, South Africa, Tanzania, Vietnam, Zimbabwe, and the Philippines. Participants represented national agricultural research institutions, universities, CGIAR centers, and government agencies, creating a diverse learning environment for exchanging experiences on food systems and agricultural development.

The training aimed to deepen participants’ understanding of the relationships between food security, food self-sufficiency, agricultural transformation, and food trade policies, while equipping them with practical frameworks for analyzing how these concepts influence national development and nutrition outcomes.
