Masipag For MASIPAG, rice is life. These consultations dealt with the impact of HYV on small farmers and other issues related to the rice industry.

A farmer-led network of people's organizations, NGOs and scientists working towards the sustainable use and management of biodiversity through farmers' control of genetic and biological resources, agricultural production and associated knowledge In 1980, glaring spread of rural poverty in the Philippines prompted NGOs (primarily the ACES Foundation) and a group of progressive scientists to initiat

e consultations with farmers in different areas of the country. With the involvement of other farmer support groups, these series of consultations were coordinated between the three regions: Luzon, Visayas and Mindanao, which culminated to a national convention in mid-1985 dubbed "BIGAS Conference" or Bahanggunian Hinggil sa Isyu ng Bigas. A year after that landmark gathering, a farmer-NGO-Scientist partnership was formed and its first project was born - primarily to break the control of local and multinational fertilizer and pesticide companies, multi-lateral rice research institutes and distribution cartels over the rice industry. The Multi-sectoral forum (MSF), a group of professors, scientists and researchers in UPLB, took the lead role of composing the technical pool of what is then known only as "farmer-scientist partnership." Capitalizing on mere commitments and the spirit of volunteerism, a fund-raising activity dubbed "Piso-Piso Para sa BIGAS" was initiated to gather enough seed money for starting a farmer-led project. By June 25, 1987, the "Farmer-Scientist Partnership for Agricultural Development, Inc." was formally granted registration under the Securities and Exchange Commission (SEC), ready to embark on what is now known popularly as The MASIPAG Project - Magsasaka at Siyentipiko Para sa Pag-unlad ng Agrikultura. Over the last 17 years, MASIPAG has been at the forefront of development struggles in the Philippines pursuing, among other things, a holistic approach to development, community empowerment, and people's control over agricultural biodiversity as a contribution in the over-all effort of improving the quality of life of small farmers." A year after that landmark gathering, a farmer-NGO-scientist partnership was formed and its first project was born primarily to break the control of local as well as multinational fertilizer and pesticide companies, multi-lateral rice research institutes and distribution cartels over the rice industry. At present, MASIPAG has a total of 456 base POs, 42 NGOs, and 15 people in its pool of scientists who composed the General Assembly which serve as the highest policy and decision-making body of the network. This body determines the direction/thrusts of the program. The elected Board of Directors acts as an advisory and policy-making body ensuing that decisions in the General Assembly are enforced/implemented. A Secretariat based in Los Banos, Laguna assists the coordination of activities in the regions. Effectively coordinating its growing membership is the decentralized operations of the Regional Project Management Teams (RPMT) in every region. The RPMTs spearhead the program implementation in Luzon, Visayas and Mindanao.

MASIPAG strongly and unequivocally challenges the approval of HIZ039 iron-zinc genetically modified rice, which was issued under a biosafety regulatory system already found by the Court of Appeals to be deficient in upholding constitutional environmental safeguards and the precautionary principle.

The Courtโ€™s ruling on the Golden Rice and Bt eggplant cases established continuing judicial findings on serious gaps in Joint Department Circular No. 1, Series of 2021 (JDC 2021-1), including weak risk assessment procedures, inadequate monitoring systems, and insufficient biosafety safeguards. These deficiencies remain unresolved and are subject to continuing mandamus, imposing a legal duty on regulatory agencies to undertake substantive reforms before further approvals are issued.

The approval of HIZ039 raises serious legal and regulatory concerns, as it proceeds under the same contested framework without clear, independent, and verifiable structural reforms. Even more troubling, PhilRice has indicated that once biosafety approvals for HIZ039 are completed, the plan is to stack the already banned Golden Rice under the grounds of lack of comprehensive risk assessment, with HIZR traits to create a โ€œ3-in-1โ€ biofortified rice variety enriched with vitamin A, iron, and zinc. MASIPAG stresses that such actions risk undermining judicial directives and may be subject to legal challenge.

More critically, the inadequacy of the current biosafety regulatory framework places the Filipino peopleโ€™s constitutional right to adequate and safe food, as well as their right to a balanced and healthful ecology, in serious jeopardy. When regulatory safeguards are weak, fragmented, or inadequately enforced, the state fails in its duty to ensure that food entering the public system is subject to rigorous, transparent, participative, and science-based risk assessment. This exposes consumers to potential health uncertainties, undermines public trust in food governance, and erodes the precautionary protections guaranteed under the Constitution. In effect, regulatory failure becomes not merely an administrative gap, but a direct threat to public welfare and food safety.

MASIPAG also cautions against the continued framing of malnutrition as a problem that can be solved through genetically engineered biofortified crops. This narrative obscures the structural causes of hunger and poor nutrition, including poverty, inflation, declining real incomes, and a food system shaped by long-standing agricultural liberalization and corporate concentration. In reality, studies show that iron and zinc deficiency stem from several factors such as nutritional deficiencies, infections and diseases, socioeconomic factors among others. This implies that the problem is a systemic issue that cannot just be solved through technocratic solutions.

At a time when Filipino farmers and consumers are facing rising production costs, volatile food prices, and increasing import dependence, the primary drivers of malnutrition are economic and structural-not the absence of engineered traits in rice. Technological fixes such as GM crops fail to address these underlying conditions and risk diverting attention from urgent systemic reforms.

Rather than resorting to genetically modified rice, there are already abundant natural sources of iron such as meat, fish, poultry, green leafy vegetables, among others. Similarly, zinc can be obtained from accessible and safe plant-based staples and highly bioavailable animal-source foods. Clearly, the focus should be on strengthening and promoting these existing solutions, instead of pursuing alternatives that risk creating even greater problems.

We reiterate that genuine food and nutrition security cannot be achieved through isolated technological interventions. It requires a fundamental shift toward agroecological food systems that strengthen local production, reduce dependence on chemical inputs, protect seed and farmersโ€™ rights, and build resilient and democratic food systems.

MASIPAG calls for the immediate suspension or review of the approval of HIZ039, full public disclosure of all biosafety and risk assessment documents, and strict compliance with the Court of Appeals ruling on Golden Rice and Bt eggplant.

We further call on concerned regulatory agencies to refrain from any further releases of genetically modified organisms while biosafety governance remains under judicial correction and public scrutiny. MASIPAG remains committed to advancing agroecology as the viable pathway toward genuine food sovereignty and long-term nutritional well-being.

As we commemorate World Environment Day 2026 today, we raise concerns about the current trend of soil loss in our environment due to chemical-based farming systems. Globally, around 75 billion tons of topsoil are lost annually, with conventional or chemical-based farming acting as one of the major contributors.

In our Citizen Science research in Lake Sebu, we found that during a single cropping, the soil lost per hectare was five times higher in fields that used glyphosateโ€”a systemic herbicideโ€”compared to traditional, indigenous farming systems.

Around 39 cubic meters of soil was lost in conventional farming, compared to just 7 cubic meters in the traditional farming system. As the Philippines faces increasing pressure to align its seed laws and plant variety protection policies with the standards of the UPOV 1991 Act through trade negotiations and policy harmonization, the struggle for seed sovereignty becomes more urgent than ever.

Isip pagpangandam sa umaabot nga Super El Nino, ang MASIPAG Mindanao nagadasig sa iyahang mga mag-uuma nga dus-an ang Diversified Integrated Farming System (DIFS), isip usa ka stratehiya aron atubangon ang umaabot nga taas nga hulaw kun Super El Nino.

Kahinumduman nga ang Northern Mindanao isa sa mga probinsya nga bulnerable sa taas nga hulaw. Tumong sa DIFS nga mapataas ang biodiversity sa kaumahan sa gagmayng mag-uuma. Hilabi na ang paglakip niini sa komponente sa mga binuhi kun livestock.

TINGNAN: Opisyal nang nagsimula ang ika-11 PATIKIM Festival sa Brgy. Anoling, General Nakar, Quezon.

Tampok dito ang tagumpay ng mga inisyatiba sa likas-kayang pagsasaka at ang 20 taong paggunita sa pagbangon ng mga magsasaka mula sa sakuna. Sentro ng selebrasyon ang pagkilala sa maliliit na magsasaka, pakikipagtuwangan ng mga LGU, peopleโ€™s organizations at suporta ng simbahan.
