Justin Paolo Interno, RAgr

Justin Paolo Interno is a Registered Agriculturist and development practitioner specializing in urban and peri-urban AgriTech Extension. He currently serves as an Agriculturist II at the Department of Agriculture, Agricultural Training Institute (ATI) in Quezon City, where he acts as Focal Person for three national programs: the High Value Crops Development Program (HVCDP), the National Urban and Peri-Urban Agriculture Program (NUPAP), and the Enhanced Partnership Against Hunger and Poverty (EPAHP). His work focuses on strengthening community-based food systems through capacity building, digital learning innovations, and inclusive extension delivery.

Over a nearly decade of extension practice, he has supported the establishment of more than 100 community-based urban agriculture gardens across Metro Manila and capacitated multi-stakeholder partners in hydroponics, edible landscaping, and other sustainable urban agriculture practices. During the COVID-19 pandemic, he co-launched Dream AgriMedia, an alternative extension delivery system that harnessed digital platforms to feature the faces of agricultural development and discuss emerging technologies and themes shaping Philippine agriculture.

Beyond his government role, he serves as the National Secretary of the Philippine Association of Agriculturists (PAA) and Public Relations Officer of the Philippine Extension and Advisory Services Network (PhilEASNet), where he co-organized national policy fora on biotechnology and the welfare of agricultural development workers. Internationally, he has presented research and advocacy papers in Thailand, South Korea, Indonesia, and Poland, promoting urban agro-entrepreneurship, community marketing, and plantito-plantita culture, among others.

A graduate of the Bachelor of Science in Agriculture, major in Agricultural Extension at the University of the Philippines Los Baรฑos (UPLB), where he is also pursuing his Master of Science in Extension Education, he was recognized as Asiaโ€™s Young Professional for Urban and Peri-Urban Agriculture Advocacy in 2023. His current work contributes to the digital transformation of Philippine agricultural extension, advancing resilient, nutrition-responsive, and people-centered food systems for Filipino communities.

She earned her secondary education from the former Aklan Agricultural College, now known as Aklan State University. She holds an MPA and CAR for a PhD in Educational Management from the same university, and she is a graduate of Bachelor of Science in Chemical Engineering from Central Philippine University, Iloilo City, as a COCOFED Scholar.

She also holds a Masterโ€™s degree in National Security Administration, Regular Class 33 from the National Defense College of the Philippines, and completed the Command and General Staff Course, Class 49, from the AFPโ€™s Command and General Staff College. She is an Army Reserve Officer with the rank of Lieutenant Colonel and was awarded Outstanding AFP Reserve Officer in 2006.

She rose through the ranks as a civil servant, starting as an Agricultural Extension Specialist I, Salary Grade 11, 34 years ago at the Agricultural Training Institute (ATI). She served the Institute for 18 years. Content to be home-based and expecting to retire as the Center Director of ATI-Regional Training Center VI, a twist in her career came when she was appointed Director III of the Department of Agriculture-Regional Field Office VI (DA-RFO VI) and designated as the Regional Technical Director for Operations.

Typhoon Pablo, which heavily damaged the Davao Region, brought another twist to her career. She was pulled out from Iloilo City and designated as the OIC Regional Executive Director (RED) of DA-Davao Region, primarily to oversee the rehabilitation of damaged areas and assist affected farmers. During her stint in Davao, President Aquino appointed her as a full-pledged RED. After serving the Davao Region for three and a half years, she was transferred back to her home region when the Duterte and Pinol administration assumed office in July 2016.

In her 35 years of government service, she has traveled extensively for capability enhancement activities and visited 30 countries in the Mediterranean, Europe, Asia, and the Pacific, representing the Department and the country in agriculture-related activities. She was previously a Regent of ten (10) State Universities and Colleges in Western Visayas. A Career Executive Service Officer III, she was awarded Most Outstanding Aklanon in the Field of Government Service in April 2023.

She was awarded Outstanding Reservist Alumna by the National Defense College of the Philippines during the 2nd Reservistsโ€™ Jamboree on July 26, 2024. She was designated as the Official Representative of the Department of Agriculture on the Technical Panel for Agriculture of the Commission on Higher Education (CHED) Commission En Banc (CEB) from September 27, 2024, to the present.

Now, she has come full circle, designated as the Director of the Agricultural Training Institute, the capacity builder, knowledge bank, and catalyst of agriculture and fisheries extension in the Philippines. The ATI is at the forefront of implementing a digital agriculture program through its e-Extension Program for Agriculture and Fisheries and the Digital Farmer Program. These initiatives are part of the strategic agenda of the National Agriculture and Fisheries Modernization and Industrialization Plan, specifically aimed at developing strong, modernized, and climate-resilient value chains through the delivery of quality services.

Session Speaker: Racquel Garcia Agustin, PhD

Dr. Racquel Garcia Agustin is an Associate Professor 5 at the Department of Communication, College of Arts and Sciences, Cavite State University (CvSU), Philippines. She earned her Doctor of Philosophy in Development Communication from the University of the Philippines Los Baรฑos, where she was inducted into the international honor societies Pi Gamma Mu and Phi Kappa Phi for her academic excellence.

A dedicated scholar and communicator, Dr. Agustin has co-authored textbooks in language and communication, published research in reputable indexed journals, and presented her work at both national and international conferences. Her scholarly contributions reflect her commitment to advancing knowledge in communication and development studies.

Beyond the academe, Dr. Agustin has established herself as a recognized leader in extension services. She currently serves as the Director, Extension Services Center at CvSU, where she spearheads community-oriented programs that bridge research, innovation, and public service. She is also the Regional Science Communication Cluster Coordinator of the Southern Tagalog Agri-Aqua Research, Development, and Extension Consortium (STAARRDEC), President of the Philippine Association of Extension Program Implementers, Inc. (PAEPI) CALABARZON Chapter, and Vice President of the Philippine Association of Research Managers (PhilARM) CALABARZON Chapter.

Her leadership and expertise were further demonstrated as Project Leader of the DOST-PCAARRD-funded initiative Kwentong TechTrans in Luzon: Bringing Accessible Innovations to Your Homes and Community, which brought success stories of DOST-PCAARRD funded projects closer to Filipino communities.

Dr. Agustin continues to champion research-based extension initiatives, ethical extension initiatives, communication for development, and collaborative partnerships.

Dr. Glenn B. Gregorio is the former Center Director of the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA). A distinguished academic and leader, he earned his Ph.D. in Genetics, MSc in Plant Breeding, and B.S. in Agriculture from UPLB.

Dr. Gregorioโ€™s career spans nearly three decades at the International Rice Research Institute (IRRI), where he rose through the ranks as a Researcher, Post-Doctoral Fellow, Scientist, Senior Scientist, and Deputy Division Head of IRRIโ€™s Plant Breeding, Genetics, and Biotechnology Division. Renowned for his expertise in rice breeding for saline-prone and problem. His global contributions continued as a Crop Breeding Manager for corn at East-West Seed Company.

An accomplished academic, Dr. Gregorio was a professor and now adjunct Professor at UPLB, also at CMU and LSPU. He is a co-founded Binhi, Inc., an agri-research start-up. His trailblazing work has earned him numerous accolades, including being named among the Worldโ€™s Top 2% Researchers (2023, 2024, & 2025). Other honors include the Ten Outstanding Young Scientists (TOYS) award at age 16, Outstanding Young Scientist (OYS), and recognition as one of The Outstanding Young Men (TOYM) of the Philippines.

Face-to-Face Oathtaking of the New Agriculturists

The face-to-face mass oathtaking of the new Agriculturists will be held on October 02, 2025, at the Cavite State University, Indang, Cavite.

All successful examinees interested in attending the face-to-face mass oathtaking shall register not later than 12:00 NN of the day prior to the date of the oathtaking at http://online.prc.gov.ph to confirm their attendance.

Inductees are required to PRINT the Oath Form with their own generated QR. This will be submitted during the oathtaking to be tagged as "attended".

Those who cannot attend the scheduled face-to-face mass oathtaking may attend the online oathtaking or request a special oathtaking. Online Oathtaking announcements will be posted once the schedule is confirmed.

After the oathtaking, inductees shall proceed with their Initial Registration by securing an online appointment at http://online.prc.gov.ph.
