THE PHILIPPINES IS NOT SENDING MIXED SIGNALS
This is the line that matters.
Not the headlines. Not the assumptions.
That one sentence defines the boundary.
It means any cooperation is not open-ended.
It is limited by what we are willing to protect.
And that’s where the second part comes in—
While diplomacy is being explored,
the AFP and PCG continue to maintain presence in the West Philippine Sea.
Not as a contradiction.
But as enforcement.
Because a boundary only matters
if it is real.
So this is not mixed messaging.

We engage.
