We are honored to introduce 𝐃𝐫. 𝐉𝐮𝐥𝐢𝐮𝐬 𝐌𝐚𝐫𝐯𝐢𝐧 𝐅𝐥𝐨𝐫𝐞𝐬, Founder and Director of Pavement Experts Development Inc. (PAVEx) and lecturer at Jose Rizal Memorial State University (JRMSU), as the final speaker for the 1st UPLB DCE Conference, celebrating the 35th Coral Anniversary of the UPLB Department of Civil Engineering!

A UPLB alumnus who earned his BS in Civil Engineering in 2008, Dr. Flores pursued his master’s and PhD in Engineering, specializing in Pavement Engineering, at Sejong University, South Korea, completing his doctoral studies in 2019. His expertise includes pavement mixture design, pavement evaluation and management, and machine learning applications in pavement engineering, drawing from his academic and professional experience in South Korea and Australia.

As a DOST-PCIEERD Balik Scientist in 2021 and 2025, he contributed to JRMSU’s instruction, research, and extension initiatives. Through PAVEx, he continues to advance data-driven solutions for pavement evaluation, management, design, and infrastructure development in the Philippines.

We are honored to introduce 𝐄𝐧𝐠𝐫. 𝐏𝐡𝐢𝐥𝐢𝐩 𝐉𝐚𝐦𝐞𝐬 𝐂. 𝐌𝐚𝐥𝐮𝐩𝐢𝐧𝐠, Division Chief of the Traffic Engineering Division at the Department of Public Works and Highways (DPWH) Central Office, as the second speaker for the 1st UPLB DCE Conference, celebrating the 35th Coral Anniversary of the UPLB Department of Civil Engineering!

Specializing in traffic engineering, transportation planning, road safety, and transport policy, Engr. Maluping leads programs on traffic and axle load data collection and analysis, traffic impact assessment, road safety, and anti-truck overloading. He earned his BS in Civil Engineering from UPLB in 2011 and his Master in Public Affairs, major in Strategic Planning and Public Policy, from UPLB CPAf in 2026. His graduate research on the Anti-Truck Overloading Policy received the Best Field Study Award during CPAf’s 26th Recognition Ceremony.

Beyond his professional responsibilities, he contributes to research, policy and technical guideline development, and capacity building. He has presented at international conferences in Singapore, Thailand, Australia, and Türkiye. His contributions to public service and the engineering profession have been recognized through the 2022 Distinguished Young Alumnus in Civil Engineering from UPLB CEAT and the 2021 Distinguished Young Alumnus for Public Service from UPLB DCE.

With 15 years of industry experience, Engr. Mannag specializes in structural assessment and retrofitting, design peer reviews, detailed engineering design, and seismic-related projects. His extensive experience spans low- to high-rise buildings, industrial facilities, water and wastewater treatment plants, wharves, and other specialized engineering projects.

A proud UPLB alumnus, he earned his Bachelor of Science in Civil Engineering in 2009 and completed his master’s degree coursework at UP Diliman in 2014. Beyond his professional practice, he serves as a volunteer Structural Safety Evaluator for the ASEP Disaster Mitigation, Preparedness, and Response (ASEP-DMPR) and is an active member of the Philippine civil engineering community.

Our Alumni Fellow, 𝐄𝐧𝐠𝐫. 𝐙𝐞𝐝 𝐋𝐚𝐝𝐣𝐚, conducted a two-day training for the OVCPD/UPMO Technical Staff on September 29–30 at ICOPED.

Entitled “𝑩𝒖𝒊𝒍𝒅𝒊𝒏𝒈 𝑹𝒆𝒔𝒊𝒍𝒊𝒆𝒏𝒕 𝑰𝒏𝒇𝒓𝒂𝒔𝒕𝒓𝒖𝒄𝒕𝒖𝒓𝒆: 𝑰𝒏𝒕𝒆𝒈𝒓𝒂𝒕𝒊𝒏𝒈 𝑺𝒕𝒓𝒖𝒄𝒕𝒖𝒓𝒂𝒍 𝑬𝒏𝒈𝒊𝒏𝒆𝒆𝒓𝒊𝒏𝒈 𝒂𝒏𝒅 𝑷𝒓𝒐𝒋𝒆𝒄𝒕 𝑴𝒂𝒏𝒂𝒈𝒆𝒎𝒆𝒏𝒕 𝒇𝒐𝒓 𝑫𝒊𝒔𝒂𝒔𝒕𝒆𝒓 𝑷𝒓𝒆𝒑𝒂𝒓𝒆𝒅𝒏𝒆𝒔𝒔,” the training aims to strengthen knowledge and practices in structural engineering and project management toward more resilient and disaster-prepared infrastructure.
