On 12 September 2026, the Tactical Operations Wing Reserve Southern Luzon, led by the Officer-In-Charge COL FLORETO I SOLANO PAF (GSC) (RES), was adjudged as the AFP Ready Reserve Unit of the Year 2026 at the Brigade/Wing Level during the 47th National Reservist Week Culmination Ceremony with Secretary of National Defense HON. GILBERTO C TEODORO JR. as the Guest of Honor and Speaker. This recognition highlights the unit’s outstanding performance, operational readiness, and effectiveness across its major areas of responsibility, particularly in Civil-Military Operations (CMO), Humanitarian Assistance and Disaster Response (HADR), and Reservist Training and Development.

The award serves as a testament to the dedication, professionalism, teamwork, and unwavering commitment of all unit personnel in accomplishing assigned missions and sustaining a high level of readiness in support of the Philippine Air Force Reserve Force.

Congratulations to all Reservist Officers and Enlisted Reservists whose collective efforts made this achievement possible. Thank you also to all stakeholders and the Reservist Administrator, 3rd Reserve Center, for the utmost support. May this recognition further strengthen our esprit de corps, sustain our operational readiness, and keep the fire of commitment burning as we continue to serve the Reserve Force and the nation.

The Philippines is increasingly treating its Reserve Force as a strategic layer of national defense, not simply a manpower pool. Defense Secretary Gilberto Teodoro’s emphasis on force replication reflects a broader challenge: protecting a large archipelago requires more personnel and resilience than the active military alone can provide. Reservists can strengthen disaster response, territorial defense and continuity during a prolonged crisis. Strategically, this complements Manila’s wider shift toward a whole-of-nation deterrence model, where military capability is distributed across institutions and communities. As competition in the West Philippine Sea intensifies, a larger and better-integrated reserve force could make Philippine defense more resilient, complicating any attempt to achieve a rapid fait accompli.
