Secretary Gilberto Teodoro’s emphasis on territorial integrity and sovereignty reflects a deeper transformation in Philippine defense policy. Manila is increasingly treating sovereignty not simply as a legal principle, but as a long-term national security requirement. This matters because the Philippines faces sustained pressure in its maritime domain while remaining dependent on alliances and partnerships to strengthen deterrence. The strategic challenge is to convert political resolve into credible capability—better maritime surveillance, stronger naval and air forces, resilient infrastructure, and deeper interoperability with allies. For Beijing, a more determined Manila complicates efforts to use coercion below the threshold of war. Going forward, sovereignty will increasingly be measured by the Philippines’ ability to defend it.
