Caritas Diocese of Libmanan (CDL), in partnership with Caritas Germany and with funding support from the Federal Ministry for Economic Cooperation and Development (BMZ), is implementing the four-year project entitled โ€œStrengthening the Resilience of Older Persons, Women, and Persons with Disabilities in Camarines Sur, Philippines through Inclusive Disaster Risk Reduction,โ€ which commenced on September 1, 2024, and will run until July 31, 2028.

As part of this initiative, Caritas Diocese of Libmanan conducted an Orientation on Climate and Disaster Risk Assessment (CDRA) held on May 11โ€“14, 2026. The activity aimed to enhance the Municipal Federations of Persons with Disabilities, Women, and the Elderly, together with the guidance of LGU department heads, in understanding the CDRA Tool process and strengthening their capacity to contribute to the generation of relevant data and information in support of developing a clear roadmap toward a climate-adaptive, prepared, and resilient community. The training also focused on building the capacity of vulnerable sectors in collecting and organizing climate change and hazard information, analyzing the potential impacts of hazards and climate change, and developing an exposure database that will support inclusive, evidence-based, and needs-based disaster risk reduction initiatives.

Caritas Diocese of Libmanan (CDL), in partnership with Caritas Germany and with funding support from the Federal Ministry for Economic Cooperation and Development (BMZ), is implementing a four-year project entitled โ€œStrengthening the Resilience of Older Persons, Women, and Persons with Disabilities in Camarines Sur, Philippines through Inclusive Disaster Risk Reduction.โ€ The project officially commenced on September 1, 2024, and will run until July 31, 2028.

In line with this initiative, 29 participants from municipal federations gathered for a two-day Climate Change Orientation held on May 6โ€“7, 2026. The training aimed to strengthen participantsโ€™ understanding of climate change, its impacts, and strategies for mitigation and adaptation. It also promoted inclusive and participatory approaches in local planning and decision-making, ensuring that vulnerable sectors are actively engaged in building safer and more resilient communities.

Through shared learning and collaboration, participants were empowered to become advocates of climate resilience and inclusive disaster risk reduction in their respective communities.

The organizers also extend heartfelt gratitude to Dr. Philip Talay, Director of the CBSUA Resilience Center, for generously sharing his knowledge, expertise, and valuable insights, which greatly contributed to the success of the training.

Last Saturday afternoon, May 2, 2026, Mayon Volcano generated a massive Pyroclastic Density Current (PDC) from the Mi-isi Gully on its southwestern slopes. As a result, several parts of Albay were blanketed by ashfall, affecting dozens of barangays in Guinobatan, Camalig, Oas, and Ligao City. In line with the Strengthening iDRRM project, Caritas Diocese of Libmanan conducted an inclusivity assessment of the MDRRM plans of the municipalities of Sipocot, Lupi, and Del Gallego using the Inclusivity Tool, which is based on the Inter-Agency Standing Committee guidelines on the inclusion of persons with disabilities, the elderly, and women, as well as the Sphere Standards.

This training aimed to identify gaps in local DRRM systems and to promote the integration of relevant laws and standards toward building more inclusive and participatory DRRM practices. ๐Ÿค

Caritas Diocese of Libmanan (CDL), in partnership with Simon of Cyrene and the A2D Project, with funding support from CBM Global Philippines and Australian Aid, is implementing a three-year project titled Advancing Organizations of Persons with Disabilities and At-Risk Sectors by Engaging in Inclusive Humanitarian Action in the Bicol and Eastern Visayas Region (IHRP Project Phase 2).

As part of achieving Result 3: CSOs and OPDs in target areas adopt inclusive DRM and influence other sectors, resulting in improved area-based coordination mechanisms -the project ensured that Organizations of Persons with Disabilities (OPDs) and Civil Society Organizations (CSOs) play a vital role in advancing inclusive disaster risk management (DRM). Their capacity was strengthened to implement and institutionalize inclusive DRM practices within their operations.

On March 26โ€“27, 2026, Caritas Diocese of Libmanan (CDL) under the IHRP Phase 2 project convened humanitarian actors from OPDs and CSOs to establish an area-based coordination network in emergencies across the municipalities of Pasacao and Pamplona.

In Pasacao, the LDRRMO through Mr. Edmer Miravalles, and on behalf of LDRRMO officer Mr. Mark Angelo P. Bandol two staff members under the Research, and Planning of the MDRRM Pamplona - Rommel G. Macaraeg and Lorelyn Paloyo provided an orientation of the Municipal Disaster Risk Management and Emergency Operations Center. They explained its functionality as area-based coordination mechanism during emergencies in both municipalities and how CSOs and OPDs can contribute and be part of it.

Additionally, CDL - Inclusive DRRM Project Coordinator- Mr. Francis P. Nocete, oriented the Inter-Agency Standing Committee (IASC) Guidelines, highlighting the 9 standards for Humanitarian Protection of older persons and persons with disabilities.
