The Philippine Institute of Environmental Planners, Inc. (PIEP) calls upon all Local Chief Executives and the Secretary of the Interior and Local Government to ensure the full and immediate implementation of Republic Act No. 10587 by appointing or designating only qualified and licensed Environmental Planners to positions whose functions fall within the professional practice of environmental planning. The statutory transition period has long ended; full compliance is no longer a future objective but a present legal duty.

PIEP is a non-government, non-stock, national professional organization of licensed environmental planners with the goals of promoting, advancing and raising the study, practice and development of environmental planning in the Philippines.

The formal turn-over to Philippine Institute of Environmental Planners - Batangas Chapter was administered during the 2026 PIEP General Assembly Meeting on July 19, 2026 at 7Cardels Function House, Gulod Itaas. Batangas City.

The same gratitude was given to the staff of the City Planning and Development Office - Lipa City for receiving the donated LED projector from Con. Toledo.

General Assembly Meeting

The Philippine Institute of Environmental Planners - Batangas Chapter successfully held its General Assembly (GA) Meeting on July 19, 2026, at the 7Cardels Event Center in Gulod Itaas, Batangas City. The gathering brought together chapter members to discuss organizational updates, President's Report, Treasurer's Report, Recognition of Members in Good Standing, Induction of New Members, ongoing and upcoming programs, and initiatives that promote excellence in environmental planning and sustainable development in Batangas and beyond.

The General Assembly of the Chapter was done in a Hybrid form where there are 45 participants who attended face to face while 9 members are in an online mode of participation.

Before an infrastructure project can begin, developers must first submit documents that help determine if the site is safe for future residents and users.

Under the 𝗗𝗘𝗡𝗥 𝗔𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝘃𝗲 𝗢𝗿𝗱𝗲𝗿 (𝗗𝗔𝗢) 2000-28, 𝗱𝗲𝘃𝗲𝗹𝗼𝗽𝗲𝗿𝘀 𝗮𝗿𝗲 𝗿𝗲𝗾𝘂𝗶𝗿𝗲𝗱 𝘁𝗼 𝗰𝗼𝗻𝗱𝘂𝗰𝘁 𝗮𝗻 𝗘𝗻𝗴𝗶𝗻𝗲𝗲𝗿𝗶𝗻𝗴 𝗚𝗲𝗼𝗹𝗼𝗴𝗶𝗰𝗮𝗹 𝗮𝗻𝗱 𝗚𝗲𝗼𝗵𝗮𝘇𝗮𝗿𝗱 𝗔𝘀𝘀𝗲𝘀𝘀𝗺𝗲𝗻𝘁 (𝗘𝗚𝗚𝗔) 𝗮𝘀 𝗼𝗻𝗲 𝗼𝗳 𝘁𝗵𝗲 𝗿𝗲𝗾𝘂𝗶𝗿𝗲𝗺𝗲𝗻𝘁𝘀 𝗶𝗻 𝗼𝗯𝘁𝗮𝗶𝗻𝗶𝗻𝗴 𝗮𝗻 𝗘𝗻𝘃𝗶𝗿𝗼𝗻𝗺𝗲𝗻𝘁𝗮𝗹 𝗖𝗼𝗺𝗽𝗹𝗶𝗮𝗻𝗰𝗲 𝗖𝗲𝗿𝘁𝗶𝗳𝗶𝗰𝗮𝘁𝗲 (𝗘𝗖𝗖) 𝗳𝗼𝗿 𝗵𝗼𝘂𝘀𝗶𝗻𝗴, 𝘀𝘂𝗯𝗱𝗶𝘃𝗶𝘀𝗶𝗼𝗻𝘀, 𝗮𝗻𝗱 𝗼𝘁𝗵𝗲𝗿 𝗶𝗻𝗳𝗿𝗮𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲 𝗽𝗿𝗼𝗷𝗲𝗰𝘁𝘀. This helps identify and manage risks from natural hazards like flooding, landslides, and more.

The assessment involves a strict three-step evaluation process and qualification standards:

1. 𝗚𝗲𝗼𝗹𝗼𝗴𝗶𝗰𝗮𝗹 𝗦𝗶𝘁𝗲 𝗦𝗰𝗼𝗽𝗶𝗻𝗴 (𝗚𝗦𝗦) - Geologists from the Mines and Geosciences Bureau (MGB) conduct a pre-evaluation of the site’s geology and possible geohazards. From these findings, the MGB issues a Geological Site Scoping Report (GSSR) to the developer.

𝘉𝘶𝘵, 𝘢𝘵 𝘱𝘳𝘦𝘴𝘦𝘯𝘵, 𝘎𝘦𝘰𝘩𝘢𝘻𝘢𝘳𝘥 𝘐𝘥𝘦𝘯𝘵𝘪𝘧𝘪𝘤𝘢𝘵𝘪𝘰𝘯 𝘚𝘶𝘳𝘷𝘦𝘺𝘴 (𝘎𝘐𝘚) 𝘢𝘳𝘦 𝘤𝘰𝘯𝘥𝘶𝘤𝘵𝘦𝘥 𝘪𝘯𝘴𝘵𝘦𝘢𝘥 𝘰𝘧 𝘎𝘚𝘚. This is pursuant to the MGB Memorandum Circular No. 2002-02-43 and the DENR Memorandum Order dated November 26, 2001, implementing Executive Order No. 45. GIS identifies all possible geohazards within the project area, compiled in the Geohazard Identification Report (GIR). This serves as a basis for preparing the Engineering Geological and Geohazard Assessment Report (EGGAR).

2. 𝗘𝗻𝗴𝗶𝗻𝗲𝗲𝗿𝗶𝗻𝗴 𝗚𝗲𝗼𝗹𝗼𝗴𝗶𝗰𝗮𝗹 𝗮𝗻𝗱 𝗚𝗲𝗼𝗵𝗮𝘇𝗮𝗿𝗱 𝗔𝘀𝘀𝗲𝘀𝘀𝗺𝗲𝗻𝘁 𝗥𝗲𝗽𝗼𝗿𝘁 (𝗘𝗚𝗚𝗔𝗥) - Using the GIR, a licensed geologist or a qualified engineer conducts a more detailed study of the site. This includes geotechnical tests and hazard limits to ensure that the proposed project is safe and suitable for construction.

3. 𝗥𝗲𝘃𝗶𝗲𝘄 / 𝗩𝗲𝗿𝗶𝗳𝗶𝗰𝗮𝘁𝗶𝗼𝗻 - The completed EGGAR is submitted to the MGB for technical review before it is endorsed as part of the project’s environmental compliance requirements.
