The current administration began on January 6, 2026. Following the distinguished tenure of Dr. Noemi L. Ibo, the mantle of leadership at the Bicol University Jesse M. Robredo Institute of Governance and Development (BU JMRIGD) was passed to Dr. Ramesis M. Lorino, formerly the University Registrar, Dr. Lorino accepted the Directorship with a solemn oath and the weight of the Instituteโs medallion, signaling not just a change in personnel, but a renewed commitment to the principles of "tapat at mahusay" governance. From his first day, Dr. Lorino set a pace of active navigation, steering the Institute toward a horizon of expanded influence.
Dr. Lorinoโs first month was characterized by a deep dive into environmental advocacy. Recognizing that governance and climate action are inextricably linked, he joined University President Baby Boy Nebres III and the Climate Change Task Force on January 15 for a high-level strategic coordination meeting.
This administrative planning bore fruit on January 27, when the Institute hosted a landmark forum on environmental protection. The Bulwagang BUeno buzzed as students from the Institute and the College of Science engaged in a rare, open dialogue with some of the countryโs most influential environmental voices, including Climate Change Commissioner Albert Dela Cruz and DOST-Albay Provincial Director Engr. Arlene Dayao. Under Dr. Lorinoโs watch, the forum became a catalyst for sustainable thinking, proving that under his leadership, the Institute would be a place where global issues meet local action.
As the initial weeks transitioned into February, Dr. Lorino turned his focus inward toward the heart of the Institute: its students. He championed the "ASEAN AI-magination" initiative, providing the support that led the BU JMRIGD College Student Council to an Overall Championship for Best Booth Design at the 1st ASEAN ERA International Conference.
Beyond competition, he prioritized institutional reform. By approving the 2nd Student General Assembly, Dr. Lorino opened the floor for a long-overdue review of the Student Councilโs Constitution and By-laws. This period was marked by a vibrant exchange between stakeholders and student organizations, showcasing the achievements of the first semester. Furthermore, he ensured that the Instituteโs voice reached the national level by sponsoring the delegation of Student Council Secretary Mx. Mark Dominic E. Peregrino to the 17th Interactive Youth Forum, fostering a new generation of student affairs practitioners.
March served as a month of both reflection and expansion. Dr. Lorino spearheaded the 9th Foundation Anniversary of BU JMRIGD, a two-day celebration that retraced the Instituteโs historical evolution. By highlighting the journey from its inception to its current status, he grounded the community in its shared identity before pushing for further creative and social involvement. This was evident in the Instituteโs spirited participation in the USC LitViMusDa and a series of impactful Womenโs Month advocacy programs.
The crescendo of his first 100 days was the arrival of international perspectives. Through a collaborative effort with the BU Graduate School the College of Law and the College of Social Sciences and Philosophy Dr. Lorino welcomed delegates from Vives University, Belgium This international exchange transformed classrooms into global forums, with lectures spanning Federalism, Human Rights, and European Union Law. The visit culminated in a Virtual Academic Forum that shattered geographical barriers, connecting BU JMRIGD students with professionals across the globe.
In just 100 days, Dr. Ramesis M. Lorino has moved BU JMRIGD beyond the traditional confines of an academic office. Through a blend of environmental advocacy, student-centered reform, and international partnership, he has honored the legacy of his predecessors while carving out a bold, modern path for the Institute. As the first chapter of his directorship concludes, the Institute stands not just as a center for governance, but as a beacon of proactive, inclusive, and global leadership.
