WEATHER UPDATE: PAGASA Issues Weather Advisory: Heavy Rains Expected Due to Tropical Cyclone Crising and Southwest Monsoon

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has issued Weather Advisory No. 7 at 5:00 AM today, cautioning the public about significant heavy rainfall expected across various parts of the country over the next three days. The rainfall is attributed to the combined effects of Tropical Cyclone "Crising" and the prevailing Southwest Monsoon.

Heavy Rainfall Outlook Due to Tropical Cyclone CRISING:

Today (July 17):

50-100 mm: Catanduanes, Camarines Norte, Camarines Sur, Albay, Sorsogon, Masbate, Northern Samar, Eastern Samar, Samar, and Biliran.

Tomorrow (July 18):

100-200 mm: Batanes, Cagayan, Apayao, Ilocos Norte, Ilocos Sur, Abra, Kalinga, and Isabela.

50-100 mm: La Union, Mountain Province, Ifugao, Benguet, and Aurora.

Saturday (July 19):

100-200 mm: Batanes, Cagayan, Apayao, Ilocos Norte, Ilocos Sur, and Abra.

50-100 mm: Kalinga and Mountain Province.

Heavy Rainfall Outlook Due to Southwest Monsoon:

Today (July 17):

100-200 mm: Occidental Mindoro, Antique, and Negros Occidental.

50-100 mm: Palawan, Iloilo, Guimaras, Negros Oriental, Cebu, and Siquijor.

Tomorrow (July 18):

100-200 mm: Palawan, Occidental Mindoro, Antique, and Negros Occidental.

50-100 mm: Metro Manila, Pangasinan, Zambales, Bataan, Tarlac, Pampanga, Bulacan, Cavite, Laguna, Batangas, Rizal, Oriental Mindoro, Marinduque, Romblon, Quezon, Camarines Norte, Camarines Sur, Catanduanes, Iloilo, Guimaras, and Negros Oriental.

Saturday (July 19):

100-200 mm: La Union, Pangasinan, Zambales, Bataan, Occidental Mindoro, and Antique.

50-100 mm: Metro Manila, Benguet, Tarlac, Pampanga, Bulacan, Cavite, Laguna, Batangas, Rizal, Palawan, Oriental Mindoro, Romblon, Iloilo, Guimaras, and Negros Occidental.

PAGASA warns that rainfall amounts may be higher in mountainous and elevated areas, and impacts in some regions could be exacerbated by significant rainfall in preceding days.

The public and concerned disaster risk reduction and management offices are strongly advised to take all necessary measures to protect life and property. Local PAGASA Regional Services Divisions are expected to issue more specific Heavy Rainfall Warnings, Rainfall/Thunderstorm Advisories, and other severe weather information tailored to their respective areas of responsibility as the situation develops.

The next Weather Advisory will be issued at 11:00 AM today, unless significant changes in weather patterns necessitate an earlier update.

Note on Advisories: PAGASA clarifies that a Heavy Rainfall Warning provides a more precise, short-term forecast (next three hours) for specific municipal areas, utilizing Doppler radar for real-time intensity tracking. In contrast, a Weather Advisory offers a broader, 24-hour provincial-level outlook. Due to its longer forecast period and broader scope, a Weather Advisory should not be used as the sole basis for decisions such as class suspensions or other official declarations.

TYPHOON CRISING WEATHER UPDATE: Tropical Depression Crising Maintains Strength, Heads West-Northwestward East of Bicol

Tropical Depression "Crising" continues its west-northwestward track over the sea east of the Bicol Region, maintaining its current strength as of the 5:00 AM bulletin issued by DOST-PAGASA today, July 17, 2025.

According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), the center of Tropical Depression Crising was estimated at 535 kilometers East of Juban, Sorsogon (13.1°N, 128.9°E) at 4:00 AM. The tropical depression packs maximum sustained winds of 55 kilometers per hour (km/h) near its center, with gustiness reaching up to 70 km/h. Its central pressure is recorded at 1000 hPa.

Crising is currently moving west-northwestward at 15 km/h, with strong winds extending outwards up to 300 kilometers from its center.

Tropical Cyclone Wind Signal (TCWS) No. 1 in Effect
TCWS No. 1 has been hoisted over various parts of Luzon, indicating strong winds are expected within 36 hours, posing a minimal to minor threat to life and property. Areas under TCWS No. 1 include:

Cagayan (including Babuyan Islands)

Isabela

The northeastern portion of Aurora (Dilasag, Casiguran, Dinalungan, Dipaculao)

Quirino

Kalinga

The eastern portion of Mountain Province (Sadanga, Barlig, Paracelis, Natonin)

The eastern portion of Ifugao (Alfonso Lista, Aguinaldo, Mayoyao, Banaue, Hingyon, Lagawe, Lamut)

The northeastern portion of Nueva Vizcaya (Kasibu, Quezon, Bagabag, Diadi)

Other Hazards and Outlook
Heavy Rainfall: Residents are advised to refer to Weather Advisory No. 7, issued at 5:00 AM today, for detailed heavy rainfall forecasts due to Tropical Cyclone Crising and the Southwest Monsoon.

Severe Winds: While TCWS No. 1 warns of general wind threats, local winds may be intensified in coastal and upland/mountainous areas exposed to the prevailing wind direction. Conversely, sheltered areas will experience less intense winds. PAGASA warns that minimal to minor impacts from strong winds are possible in all areas under Wind Signal No. 1. The highest wind signal that may be hoisted during Crising's passage is Wind Signal No. 3.

Southwest Monsoon Enhancement: The Southwest Monsoon (Habagat) is expected to bring strong to gale-force gusts, especially in coastal and upland areas, over the following regions:

Today (July 17): Batangas, Quezon, Bicol Region, MIMAROPA, Visayas, Zamboanga del Norte, Camiguin, Surigao del Norte, Dinagat Islands, Davao Occidental, Davao Oriental, and Sarangani.

Tomorrow (July 18): Bataan, Metro Manila, CALABARZON, Bicol Region, MIMAROPA, Visayas, Zamboanga Peninsula, Basilan, Sulu, Tawi-Tawi, Misamis Occidental, Lanao del Norte, Camiguin, Surigao del Norte, Dinagat Islands, Davao Occidental, and Davao Oriental.

Saturday (July 19): Metro Manila, Central Luzon, CALABARZON, MIMAROPA, Bicol Region, Visayas, Zamboanga Peninsula, Misamis Occidental, Lanao Del Norte, Camiguin, Dinagat Islands, Davao Occidental, and Davao Oriental.

Coastal Inundation: There is a minimal to moderate risk of life-threatening storm surges, with peak heights potentially reaching 1.0 to 2.0 meters in the next 48 hours, particularly in low-lying or exposed coastal areas of Cagayan (including Babuyan Islands) and Isabela. Storm Surge Warning No. 1, issued at 2:00 AM today, provides further details.

Sea Condition Outlook
Mariners are advised of up to rough seas (up to 2.5 meters) over the western seaboard of Palawan; the northern and eastern seaboards of Catanduanes; the northern and western seaboards of Zamboanga del Norte and Camiguin; the southern seaboards of Negros Oriental, Siquijor, Bohol and Southern Leyte; the eastern seaboards of Davao Region; and the western seaboards of Surigao del Norte and Dinagat Islands.

Moderate seas (up to 2.0 meters) are expected over the northwestern seaboard of Occidental Mindoro; the northwestern seaboard of Masbate; the southwestern seaboards of Antique and Negros Occidental; and the eastern seaboards of Northern and Eastern Samar. Mariners of small vessels are advised to take precautionary measures or avoid venturing out to sea under these conditions.

Track and Intensity Outlook
Tropical Depression Crising is projected to move generally northwestward over the next 48 hours. A landfall scenario over mainland Cagayan is possible tomorrow evening (July 18) to early Saturday morning (July 19). Following this, Crising is expected to move west-northwestward, traversing the northern portion of Northern Luzon, and may exit the Philippine Area of Responsibility by Saturday evening (July 19) or Sunday morning (July 20).

Crising is forecast to intensify into a Tropical Storm today and is expected to continue strengthening over the Philippine Sea, potentially reaching Severe Tropical Storm category by tomorrow afternoon or evening before its approach to Northern Luzon.

The public and disaster risk reduction and management offices are urged to take all necessary measures to protect lives and property. Residents in areas highly susceptible to these hazards should follow evacuation and other instructions from local authorities. For specific weather information, monitor updates from your local PAGASA Regional Services Division.
