Whatever happened to the single ticketing system?

Ever since I wrote about the license confiscation contradiction a few days ago (where I pointed out that some LGUs are still confiscating licenses illegally and coming up with inconsistent penalties and procedures for settling) I’ve been getting a lot of messages from readers saying: now that you cleared that up, wouldn’t it be great if all the cities came together and had just one unified single ticketing system that kept everything consistent? Wouldn’t that be a good idea?

Well yes. Yes it would. In fact, it’s such a good idea that it has already been mandated by law and fully implemented across Metro Manila for almost 3 years now. But you would be forgiven for not knowing that, because once again, some LGU enforcers are still openly defying it.

The Single Ticketing System was formalized under the Metro Manila Traffic Code of 2023 precisely to streamline the process and create just one set of fines, one set of penalties, 23 common violations, with a centralized online payment method, standardized across Metro Manila. When you get ticketed, it goes into a unified digital system shared by the MMDA, LTO, and LGUs. You get 15 working days to settle or contest. No physical confiscation. No enforcer holding your license hostage.

And the highest court in the land agreed. In July 2023, the Supreme Court En Banc backed this up in FEJODAP v. Government of Manila — G.R. No. 209479. The Court declared invalid the ticketing provisions in ordinances of 15 Metro Manila LGUs. It affirmed that under RA 7924, the MMDA has exclusive authority over ticketing, fines, and license confiscation in Metro Manila. And it issued a permanent injunction barring non-deputized LGU enforcers from issuing their own violation receipts or confiscating licenses.

A permanent injunction. Not a suggestion. A court order. So what happened?

Back in March 2024, MMDA Chair Romando Artes stated publicly that the Supreme Court decision was “not final and executory” — there might still be a motion for reconsideration, so LGUs could keep issuing their own tickets in the meantime.

But here’s the thing. No motion for reconsideration was ever filed. So the ruling became final on its own.

Then, on January 9 of this year, DOTr Secretary Giovanni Lopez issued a memorandum suspending physical license confiscation nationwide, making the process clean, digital and national.

Yet despite all that, I ran a pulse check on this just now and 56% of respondents said they still had their licenses confiscated recently and forced to go city hall to settle. Imagine that. More than half said they were forced back into a system the Supreme Court said must cease and desist.

But let’s not rely solely on an online poll, because I know this firsthand. In Las Piñas, an enforcer pulled us over for coding and issued a city-specific violation receipt (not the unified ticket the system mandates) and told us to go to city hall to settle it. When I questioned it, the enforcer’s response was clear: Las Piñas doesn’t follow that.

So it’s not confusion; it’s policy. And we all know why.

When LGUs ran their own ticketing systems, fines went directly into local coffers. That’s a decent source of revenue for the city. The Single Ticketing System centralizes that stream, and for some local governments, that means losing income they’ve relied on for years.

So when an LGU “delays” compliance or claims the system isn’t “fully interconnected” yet — is this a technical problem or a financial one?

Either way, there’s literally no point in enforcing any rules at all if some are deemed optional — even with a Supreme Court decision. That’s not how laws work.

DOTr and DILG need to sit down and issue a joint enforcement memorandum. One document. One chain of command. Zero ambiguity. With severe penalties for anyone defying it.

Because until someone with the authority to enforce that ruling actually does — not just on paper, but on the ground — motorists will keep getting caught in the middle of a system war that we never signed up for and can never win.

The Zapote River, dividing Las Piñas and Bacoor, is named after the zapote (Diospyros nigra) tree, which was historically abundant along its banks. It is famous as the site of significant battles during the Philippine Revolution (1897) and Philippine–American War (1899).

Key details regarding the name and significance:
Botanical Origin: The name derives from the zapote tree, known for its fruit, which grew in the area.

Historical Landmark: The river and its bridge served as crucial defense lines during the Philippine Revolution against Spain and later against American forces.

Location: This 5.81-kilometer waterway serves as a boundary between the provinces of Cavite and Metro Manila.
