HON. BARANGAY CHAIRMAN & BOARD OF OFFICIALS Barangay Council of Talon Singko
Barangay Hall, Talon Singko
Las Piñas City, Metro Manila
SUBJECT: URGENT COMPLAINT REGARDING DISALIGNED AND HAZARDOUS METAL TRENCH PLATES ALONG ROADWAY
Dear Barangay Chairman and Council Officials,
We are writing to your esteemed office on behalf of the United Talon Community Association of Las Piñas City Inc. to formally raise an urgent safety concern regarding the metal trench covers/drainage plates installed across the road sector along San Gregorio Road in front of Barber shop.
It has been heavily brought to our attention by concerned residents, motorists, and pedestrians that these heavy steel plates have become severely disaligned, unanchored, and separated, leaving an exposed, deep structural gap directly in the middle of the active traffic lane.
CRITICAL HAZARD DETECTED: The current structural gap between the steel plates creates an immediate risk for severe vehicular damage, tire blowouts, and fatal road accidents—particularly for two-wheeled vehicles such as motorcycles and bicycles.
Upon conducting an inspection of the site, our association has documented the following specific failures that require immediate engineering intervention
Severe Lateral Displacement: The metal plates have shifted significantly away from each other, creating an open trench wide enough to trap motorcycle tires, which can cause riders to be violently thrown into traffic.
Lack of Structural Anchoring: The plates are completely loose and unstable. Every time heavy vehicles pass over them, the plates violently shift, shake, and produce loud disruptive noises, accelerating the deterioration of the surrounding asphalt.
Inadequate Pedestrian Traction & Warning
Signals: The deformed rebar welded on top of the plates is insufficient to prevent slipping during rainy conditions, and there are absolutely no early-warning signs, barricades, or reflectorized markers to alert motorists at night.
As our proactive community partner, Barangay Talon Singko has always prioritized the welfare and safety of its constituents. Leaving this high-risk hazard unaddressed exposes the public to imminent physical injury and property damage, for which local infrastructure management could be held liable.
In line with this, we urgently request your office to deploy the Barangay Engineering or Public Works personnel to execute the following
remedial actions:
Re-adjust and level the asphalt transition borders to ensure a smooth and safe passway for vehicles.
Install temporary safety cones or warning hazards immediately until the structural repairs are fully completed.
We have attached photographic evidence documenting the severe state of the plates for your immediate reference. We look forward to your swift and decisive action on this matter before a tragic accident occurs.
Thank you very much for your continuous service and dedication to the safety of our community.
Respectfully yours,
Kenskie E Buenaflor
