OFFICIAL UPDATE TO ALL HOMEOWNERS

We would like to inform everyone regarding the counter case filed by your duly registered association against:

Mr. Francisco O. Tongco,
Mr. Julio Alterado,
Mr. Fedencio “Dodong” Aparente, and
Ms. Leonor Alterado, aka Thatang Kho

in relation to the duplication of the functions of a registered Homeowners Association, following the decision released in 24 September 2025.

After said decision, the respondents filed a Motion for Reconsideration before the Human Settlements Adjudication Commission (HSAC), Quezon City.

Today, we are pleased to share another important development—and a victory for our community.

We have officially received the Notice of Resolution from the HSAC DENYING the Motion for Reconsideration for lack of merit, thereby AFFIRMING the Decision dated 24 September 2025.

As clearly stated in the Resolution:

“The records clearly show that respondents-appellants Tongco et al. organized a separate and unauthorized homeowners association… in direct violation of Sections 26 and 27 of the 2021 Revised Implementing Rules and Regulations of Republic Act No. 9904…”

Furthermore:

“…respondents performed acts reserved exclusively for a duly registered homeowners' association… including garbage collection, collection of dues, and calling of meetings… as well as unauthorized elections…”

And most importantly:

“WHEREFORE… the Motion for Reconsideration… is DENIED for lack of merit. The Decision dated 24 September 2025 STANDS.”

This decision strongly affirms that Camella Homeowners Association (Cebu), Inc. remains the one and only duly registered and recognized HOA in our subdivision, as mandated by Republic Act 9904.

This also proves that our leadership continues to act within the bounds of the law. There is no abuse of authority, and all actions undertaken by your Board are for the welfare, safety, and orderly governance of our community.

We understand that along the way, we may be misunderstood, criticized, or even personally attacked by those who may not fully understand the law. But we remain steadfast in our duty.

As the saying goes:

“Do what is right, even if you stand alone.”

Rest assured, your Board will continue to uphold integrity, transparency, and lawful governance. We remain committed to serving Camella Homes with dedication—always prioritizing the safety, unity, and betterment of every homeowner.

On April 8, 2026, Pat Julemar P Marco, PSB, under the direct supervision of PMAJ ROMEO D CAACOY JR, Officer-in-Charge of Police Station 5, together with the BPSO of Barangay Bankal, conducted anti-criminality operations including Oplan Bulabog and Oplan Bakal Sita, as well as the strict enforcement of city ordinances within the area of responsibility at Camella Homes, Barangay Bankal, Lapu-Lapu City.

The activity aimed to maintain peace and order, flush out criminal elements, and ensure the safety of our community.

OFFICIAL RESULTS: CHAI Election for the Top 9 Board of Directors 🏛️

We would like to express our sincere gratitude to all homeowners who participated in the CHAI Election. Daghang salamat to those who took the time to physically come and vote, and also to those who sent their authorized representatives to ensure that their voice was heard. Your participation shows your love, concern, and commitment to our community.

Congratulations to our newly elected Top 9 Board of Directors and Officers who will officially assume office on April 1, 2026, with their term ending on March 31, 2028. This new Board will continue the responsibility of serving the homeowners with dedication, integrity, and transparency. Padayon ang serbisyo, padayon ang atong commitment sa kaayohan sa tibuok komunidad.

Leadership may change, but our mission remains the same — to protect the interest of homeowners, ensure continuity of projects and services, and work together for the progress of CHAI. Ang kalampusan sa atong association dili lamang responsibilidad sa Board, but a shared responsibility of every homeowner.

We humbly ask for your continued support, cooperation, and unity. Uban ta sa pagpalambo sa atong komunidad. With your trust and participation, we can achieve more and build a stronger, more united CHAI.

With heavy hearts, we share the sad news of the passing of Mr. Angel Salado.

Mr. Salado was not only a beloved homeowner in our community but also a dedicated public servant. He faithfully served as a former Board of Director of CHAI and a former Lupong Tagapamayapa member of Barangay Pajac, Lapu-Lapu City. In every role he held, he showed humility, integrity, and genuine care for the people he served.

He will be remembered as a good person, a kind neighbor, and a man who selflessly gave his time and efforts for the welfare of others. His presence, wisdom, and willingness to help will be deeply missed by his neighbors, friends, and the entire community.

We extend our deepest condolences to his family and loved ones. May they find comfort and strength during this difficult time.

LOST MOMMY DOG – PLEASE HELP 🙏🐶

Good day, neighbors. We are asking for your kind help in locating a mommy dog who ran away after getting scared during the onset of the Christmas fireworks.

She left behind her 1-month-old puppies, who are now hungry and crying, waiting for their mother to come home. This is truly heartbreaking, and we hope someone may have seen or found her.

💚 ANOTHER LEGAL VICTORY FOR CAMELLA HOMEOWNERS ASSOCIATION (CEBU), INC.! 🏆

Great news once again, Camella Homeowners and Residents! 🙌

Our Camella Homeowners Association (Cebu), Inc. (CHAI), represented by our President Albert D. Montañez, has achieved another remarkable legal triumph!

In the case CHAI vs. FRANCISCO O. TONGCO and JULIO ALTERADO (Respondents–Appellants), and FEDENCIO “DODONG” APARENTE & LEONOR ALTERADO a.k.a. THATANG KHO (Respondents) —
the Third Division of the Human Settlements Adjudication Commission (HSAC) has officially DENIED‼️ the Appeal Memorandum dated July 10, 2025 filed by Tongco and Alterado.

⚖️ The Decision:

The earlier Decision dated June 20, 2025 by the HSAC Regional Adjudication Branch – Region VII is AFFIRMED and now ENFORCEABLE!

This victory stands as proof of CHAI’s legitimacy as a legally registered Homeowners Association, faithfully abiding by the Magna Carta for Homeowners and Homeowners Associations (Republic Act 9904).

🚫 This also serves as a strong warning:

Any unauthorized or illegal collection activities within our subdivision where a registered HOA exists are against the law and punishable by penalties!‼️‼️

We extend our heartfelt gratitude to all homeowners and residents for your continued trust, unity, and support to the CHAI Administration.
