CAMELLA HOMEOWNERS ASSOCIATION (CEBU), INC.
OFFICIAL UPDATE TO ALL HOMEOWNERS
We would like to inform everyone regarding the counter case filed by your duly registered association against:
Mr. Francisco O. Tongco,
Mr. Julio Alterado,
Mr. Fedencio “Dodong” Aparente, and
Ms. Leonor Alterado, aka Thatang Kho
in relation to the duplication of the functions of a registered Homeowners Association, following the decision released in 24 September 2025.

After said decision, the respondents filed a Motion for Reconsideration before the Human Settlements Adjudication Commission (HSAC), Quezon City.
Today, we are pleased to share another important development—and a victory for our community.
We have officially received the Notice of Resolution from the HSAC DENYING the Motion for Reconsideration for lack of merit, thereby AFFIRMING the Decision dated 24 September 2025.
As clearly stated in the Resolution:
“The records clearly show that respondents-appellants Tongco et al. organized a separate and unauthorized homeowners association… in direct violation of Sections 26 and 27 of the 2021 Revised Implementing Rules and Regulations of Republic Act No. 9904…”
Furthermore:
“…respondents performed acts reserved exclusively for a duly registered homeowners' association… including garbage collection, collection of dues, and calling of meetings… as well as unauthorized elections…”
And most importantly:
“WHEREFORE… the Motion for Reconsideration… is DENIED for lack of merit. The Decision dated 24 September 2025 STANDS.”
This decision strongly affirms that Camella Homeowners Association (Cebu), Inc. remains the one and only duly registered and recognized HOA in our subdivision, as mandated by Republic Act 9904.
This also proves that our leadership continues to act within the bounds of the law. There is no abuse of authority, and all actions undertaken by your Board are for the welfare, safety, and orderly governance of our community.
We understand that along the way, we may be misunderstood, criticized, or even personally attacked by those who may not fully understand the law. But we remain steadfast in our duty.
As the saying goes:
“Do what is right, even if you stand alone.”
Rest assured, your Board will continue to uphold integrity, transparency, and lawful governance. We remain committed to serving Camella Homes with dedication—always prioritizing the safety, unity, and betterment of every homeowner.
