The evaluation committee carefully assessed the city's initiatives that continue to uplift the lives of farmers, fisherfolk, and other stakeholders in the agricultural sector.

โ€ŽAmong the programs presented during the validation were the 25 Solar-Powered Irrigation Systems (SPIS) distributed across various communities, enabling farmers to increase productivity while significantly reducing fuel expenses. The city also highlighted its Subsidized Life Insurance Program, which provides financial protection to farmers, fisherfolk, women, youth, and other agricultural and fisheries sectors, ensuring support for their families during unforeseen circumstances and calamities.

A significant milestone for the youth sector of Laoag City has been achieved as Hon. Michael Christophe "Mikyong" Agustin, PPSK President of Laoag City and Committee Chairman on Youth and Sports Development of the 13th Sangguniang Panlungsod, successfully passed City Ordinance No. 55, 13SP-2026, also known as the Comprehensive Laoag City Youth Code of 2026. The ordinance aims to strengthen youth participation, leadership, and development by creating programs and opportunities that will empower young Laoagueรฑos to become active partners in nation-building and community progress.

One of the ordinanceโ€™s standout features is its strong focus on agriculture and youth empowerment through the support of 4-H Club and agri-based initiatives. The measure promotes scholarships such as โ€œRANIAG ASENSO AGTUTUBOโ€ and โ€œEASY AGRI,โ€ alongside skills training in modern farming technologies and sustainable agricultural practices. It also provides assistance for young farmers and agri-entrepreneurs, encouraging more youth to engage in agriculture not only as a livelihood but as a meaningful avenue for innovation, leadership, and food security.

This initiative reflects the growing commitment of the local government to uplift the agricultural sector by investing in the next generation.
