Researchers from HEIs and DOST-CAR Focals Complete Training on RDI Impact Assessment
La Trinidad, Benguet – Researchers from Higher Education Institutions (HEIs) and focals from the DOST-CAR successfully completed the Training on Research, Development, and Innovation (RDI) Impact Assessment held on September 24-26, 2025, at ATI-CAR, Benguet State University Compound. The training was organized by the Cordillera Industry, Energy, and Emerging Technology Research and Development Consortium (CIEERDEC), led by DOST-CAR.
The activity aimed to strengthen the capacity of the participants in measuring and analyzing the outcomes of S&T initiatives to ensure these contribute to the region’s socio-economic development.
Dr. Nancy A. Bantog, CIEERDEC Chairperson and the DOST-CAR Regional Director, stressed in her welcome message that the training is part of the consortium’s continuing efforts to ensure that RDI initiatives contribute to regional development priorities and the national agenda. She emphasized the value of impact assessment in demonstrating the social, economic, environmental, and policy contributions, noting that results can guide research directions, strengthen accountability, and ensure outputs truly benefit the people.
The three-day sessions, strategically facilitated by Dr. Lily Ann D. Lando, Consultant, tackled the fundamentals of RDI impact assessment, framework development, identification of indicators, assessment process and key evaluation questions, technology and social impact assessment, and overview of common impact assessment methodologies.
Representatives from 10 HEIs, the DOST-CAR Regional Office, and six DOST-PSTOs actively participated in workshops and critiquing sessions, producing 18 draft impact assessment proposals for completed and ongoing RDI and S&T projects. They described the training as impactful, enriching, and highly relevant to their work, noting that the knowledge gained was both timely and meaningful.
In closing, Dr. Pepita S. Picpican, CIEERDEC Consortium Director and DOST-CAR Assistant Regional Director for Technical Services, expressed her gratitude to the participants and the resource speaker for their active participation. She emphasized that RDI must progress beyond knowledge generation to the transfer of technology and research outputs, making tangible contributions to the development of the provinces, the region, and the nation. She encouraged the participants to carry the lessons forward, apply them in their work, and continue championing evidence-based decision-making, inclusive growth, and sustainable development.
Participants are expected to further refine their draft proposals and submit them to funding agencies for consideration and eventual implementation.
