SUBJECT: University Participation In the 3rd Quarter Nationwide Simultaneous Earthquake Drill (NSED) on September 10, 2026.
The memorandum issued by the Office of Civil Defense sets the conduct of the Third Quarter Nationwide Simultaneous Earthquake Drill (NSED) on 𝗦𝗲𝗽𝘁𝗲𝗺𝗯𝗲𝗿 𝟭𝟬, 𝟮𝟬𝟮𝟲 (𝗧𝗵𝘂𝗿𝘀𝗱𝗮𝘆) 𝗮𝘁 𝗲𝘅𝗮𝗰𝘁𝗹𝘆 𝟮:𝟬𝟬 𝗣𝗠.
In this regard, pursuant to the pertinent provisions of Republic Act No. 10121 (Philippine Disaster Risk Reduction and Management Act of 2010), all University officials, employees, students, and other stakeholders present within the campus during the said exercise are hereby required to participate in the said exercise.
To ensure the orderly and effective conduct of the drill, all concerned are enjoined to take note of the
following:
𝗜. 𝗔𝗦𝗦𝗜𝗚𝗡𝗠𝗘𝗡𝗧 𝗢𝗙 𝗥𝗘𝗦𝗣𝗢𝗡𝗦𝗜𝗕𝗜𝗟𝗜𝗧𝗜𝗘𝗦
The responsibilities of the following offices are hereby reiterated:
𝗔. 𝗚𝗲𝗻𝗲𝗿𝗮𝗹 𝗦𝗲𝗿𝘃𝗶𝗰𝗲𝘀 𝗢𝗳𝗳𝗶𝗰𝗲 (𝗚𝗦𝗢)
𝗙𝗚𝗠𝗨:
-For this exercise, the concrete pavement shall be designated as the temporary evacuation area.
-Ensure that all designated evacuation areas are properly cleared, accessible, and clearly marked.
-Ensure that all emergency exits are properly marked, unobstructed, and clearly visible.
𝗧𝗔𝗦𝗨:
- Ensure that an emergency vehicle is available and ready for deployment to support emergency response and transport requirements during the drill.
𝗕. 𝗦𝗲𝗰𝘂𝗿𝗶𝘁𝘆 𝗦𝗲𝗿𝘃𝗶𝗰𝗲𝘀 𝗨𝗻𝗶𝘁 (𝗦𝗦𝗨)
- All security personnel and utility workers, complemented by ROTC officers/students to be designated by the NSTP Coordinator, shall serve as marshals to maintain order and security during the exercise.
_ Establish a Command Post for the duration of the drill.
_ The Head of the SSU shall serve as the Incident Commander.
𝗖. 𝗕𝘂𝗶𝗹𝗱𝗶𝗻𝗴-𝗜𝗻-𝗖𝗵𝗮𝗿𝗴𝗲/ 𝗖𝗼𝗹𝗹𝗲𝗴𝗲 𝗗𝗲𝗮𝗻𝘀/ 𝗗𝗲𝘀𝗶𝗴𝗻𝗮𝘁𝗲𝗱 𝗙𝗮𝗰𝘂𝗹𝘁𝘆 𝗠𝗲𝗺𝗯𝗲𝗿𝘀
- Serve as Drill Umpires.
_ Ensure the proper implementation of drill protocols within their respective buildings or clusters.
_ Conduct headcounts and account for all personnel, students, and occupants during the evacuation process, ensuring that everyone is safely accounted for.
- Evaluate the conduct of the drill and report the results to the Command/Post Center for proper recording and documentation.
𝗗. 𝗠𝗲𝗱𝗶𝗰𝗮𝗹 𝗮𝗻𝗱 𝗘𝗺𝗲𝗿𝗴𝗲𝗻𝗰𝘆 𝗦𝘂𝗽𝗽𝗼𝗿𝘁
The Medical Clinic, in coordination with the Transportation and Automotive Services Unit, shall be on standby for any medical or emergency assistance that may arise during the exercise.
𝗘. 𝗕𝗦𝗨 𝗩𝗼𝗹𝘂𝗻𝘁𝗲𝗲𝗿 𝗖𝗼𝗿𝗽𝘀
All registered members of the BSU Volunteer Corps shall be assigned to perform the following duties during the conduct of the NSED.
• Serve as marshals and provide assistance during the conduct of the NSED;
• Help coordinate activities in the designated assembly areas;
• Assist in crowd control;
• Help maintain order and ensure safety throughout the activity;
• Assist in evaluation of the NSED activities and in the preparation of the post-activity report for submission to the Command/Post Center.
𝗙. 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆 𝗣𝘂𝗯𝗹𝗶𝗰 𝗔𝗳𝗳𝗮𝗶𝗿𝘀 𝗢𝗳𝗳𝗶𝗰𝗲 (𝗨𝗣𝗔𝗢)
Undertake the documentation of the activity and facilitate information dissemination before during and after the drill.
𝗜𝗜. 𝗗𝗥𝗜𝗟𝗟 𝗣𝗥𝗢𝗖𝗘𝗗𝗨𝗥𝗘𝗦
For this exercise, the following procedures shall be strictly observed:
1. Initial Response (First 15 Seconds of Ground Shaking)
- Open the door (if safe to do so).
- Perform Duck, Cover, and Hold (DCH).
2. Evacuation
After the simulated shaking stops, proceed promptly and calmly to the designated evacuation areas.
3. Headcount
College Deans and Faculty handling classes during the drill shall conduct headcounts for their respective clusters and account for all students and personnel.
4. Report and Communication Drill
- Reports on headcounts and other concerns shall be communicated to the Incident Command Post through channels to be finalized during the orientation.
- Commanders, Cluster Commanders, Deputy Incident Commanders, and the Incident Commander shall provide updates on headcounts and initial damage assessments.
5. Return to Posts
Upon completion of reports and upon instruction from the Incident Command Post, the drill formally concludes and all participants shall return to their respective offices and classrooms.
𝗪𝗲𝗮𝘁𝗵𝗲𝗿 𝗗𝗶𝘀𝘁𝘂𝗿𝗯𝗮𝗻𝗰𝗲 𝗮𝗻𝗱 𝗦𝗮𝗳𝗲𝘁𝘆 𝗣𝗿𝗲𝗽𝗮𝗿𝗮𝘁𝗶𝗼𝗻𝘀: Due to the possibility of rain and other weather disturbances during the conduct of the activity, all participants are advised to prioritize their safety at all times. In the event of rain, the evacuation and outdoor activities shall be suspended, and participants shall perform the Duck, Cover, and Hold procedure in their respective safe locations.
𝗜𝗜𝗜. 𝗣𝗼𝘀𝘁-𝗔𝗰𝘁𝗶𝘃𝗶𝘁𝘆 𝗔𝘀𝘀𝗲𝘀𝘀𝗺𝗲𝗻𝘁
A post-activity assessment shall be conducted by the University Disaster Risk Reduction and Management Council (UDRRMC) to evaluate the effectiveness of the drill and identify areas for improvement. The assessment shall be conducted at the RDC Hall, Administration Building, at 2:20 PM.
For Bokod and Buguias Campuses, the Campus Administrators are hereby directed to conduct a localized assessment to be reported to the UDRRMC.
