Call for Proposals

The Commission on Higher Education (CHED), in partnership with DOST–Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCARRD), invites eligible State Universities and Colleges (SUCs) to submit project proposals under the Technology Business Incubation Program, a UN-SDG-aligned priority initiative.

This program aims to strengthen SUC-led innovation by enhancing agri-aqua and natural resources enterprises, building competencies in innovation and entrepreneurship, standardizing incubation systems, and advancing technology commercialization and industry linkages that support regional innovation and inclusive growth.

Only SUCs with established and operational Agri-Aqua Technology Business Incubators (ATBIs) under the DOST-PCARRD National TBI Network, as listed in Annex A, may apply. Each approved project shall receive financial assistance amounting to Five Million Pesos (Php 5,000,000.00), subject to existing program guidelines and government accounting and auditing rules and regulations.

Proposals with complete requirements must be submitted to the Office of Commissioner Ricmar P. Aquino through email, [email protected], on or before 15 May 2026 (Friday).

𝐒𝐈𝐂𝐀𝐃-𝐒𝐎𝐗 𝐇𝐨𝐥𝐝𝐬 𝐎𝐩𝐞𝐫𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐏𝐥𝐚𝐧𝐧𝐢𝐧𝐠 𝐖𝐨𝐫𝐤𝐬𝐡𝐨𝐩 𝐟𝐨𝐫 𝐑𝐞𝐒𝐄𝐄𝐃 𝐓𝐫𝐚𝐜𝐤 𝟐

The Startup Innovation Consortium to Accelerate Development in SOCCSKSARGEN (SICAD-SOX) – ReSEED Track 2 conducted its Operational Planning Workshop on April 28, 2026, at Sinamay Hall, Habi Hotel, Koronadal City.

The activity gathered consortium members and partners to align priorities and firm up plans for the first two years of implementation. It focused on strengthening coordination and ensuring a more strategic rollout of initiatives across institutions.

Engr. Sammy P. Malawan, DOST XII Regional Director and Consortium Chairperson, emphasized the need for active collaboration among partners. Key insights were also shared by Ms. Maria Cristina L. Ibañez of SCALE NCR through her talk on navigating ReSEED Track 2, followed by PD Giselle Eve O. Siladan, SICAD-SOX Consortium Director, who presented the project framework, targets, and implementation plans.

A breakout session allowed participants to refine strategies and align activities, with outputs consolidated into key action points for Years 1 and 2.

Ms. Rochelle Papasin, Campus Director of PSHS SOCCSKSARGEN, capped off the workshop by reaffirming the partners’ commitment to sustaining collaboration and strengthening the region’s innovation ecosystem.

𝗟𝗢𝗢𝗞: The Department of Science and Technology (DOST) inked their partnership with the Land Bank of the Philippines (LANDBANK) through a ceremonial signing of Memorandum of Understanding (MOU) held May 4, 2026 at Malate, Manila.
The partnership aims to provide greater access to funding from LANDBANK to support the growth and development of DOST-assisted micro, small, and medium enterprises (MSMEs) and startups.

𝐒𝐈𝐂𝐀𝐃-𝐒𝐎𝐗 𝐂𝐨𝐧𝐯𝐞𝐧𝐞𝐬 𝟔𝐭𝐡 𝐌𝐞𝐞𝐭𝐢𝐧𝐠, 𝐓𝐚𝐜𝐤𝐥𝐞𝐬 𝐊𝐞𝐲 𝐈𝐧𝐧𝐨𝐯𝐚𝐭𝐢𝐨𝐧 𝐈𝐧𝐢𝐭𝐢𝐚𝐭𝐢𝐯𝐞𝐬 𝐚𝐧𝐝 𝐏𝐫𝐨𝐠𝐫𝐚𝐦𝐬

The 6th Meeting of the Startup Innovation Consortium to Accelerate Development (SICAD) in SOCCSKSARGEN was held on April 8, 2026 at the Greenstate Convention Center in the City of Koronadal. The meeting was chaired by Engr. Sammy P. Malawan, who emphasized that SICAD-SOX is not just a social body but a commitment—bringing together government, academia, industry, and innovation enablers not only to share updates but to shape direction. He also highlighted that each item in the agenda was intentional and aligned with the consortium’s goals.

Ms. Giselle Eve O. Siladan, Consortium Director of SICAD-SOX, briefly presented the ReSEED Track 2 Program and its continued support for early-stage startups in the region.

This was followed by presentations on key initiatives, including the Circulab Program by Mr. Val Anthony Cimafranca, the Startup Ecosystem Dashboard by Dr. Franch Maverick A. Lorilla, DOST’s Innovation Hub (iHUB) by Ms. Maerell Love C. Señalista, and the 1TBI Program by Ms. Ninna Castillo.

As an additional matter, Mr. Clint Junsay also presented the South Cotabato ICT Council’s upcoming three-day Boot Camp Activity scheduled on June 26–28, 2026.

Overall, the meeting served as a venue for collaboration, alignment, and continued efforts to strengthen the startup ecosystem in SOCCSKSARGEN.
