"Research Center Against Torture" public union was established in 2014 and in the same year applied to the Ministry of Justice of the Republic of Azerbaijan for state registration. The Ministry of Justice refused to register the Union without an
y grounds. After the unlawful refusal of the Ministry of justice, he appealed to the court in order to ensure the rights of the Union, but no judicial station canceled the unlawful refusal of the Ministry of Justice. The union then appealed to the European Court of Human Rights to restore its rights. In 2021, the European Court of Human Rights ruled the Ministry of Justice's refusal by Decision No. 34116/15 illegal and recognized the violation of the rights of the Union. After the decision of the ECHR, the Ministry of Justice on 30.12.2021 was registered by the public union “Research Center Against Torture” with the decision No. 1121-Q78-3984. The main goal and direction of activity of the union is the protection of human rights and freedoms, the Prevention of torture. The purpose and objectives of the association (extract from the Charter)
2.1 The main purpose of the union is to organize the protection of victims of torture and achieve their rehabilitation.
2.2 The Union performs the tasks below to achieve its goal;
to protect human rights, the rights of victims of torture,to contribute to their rehabilitation and to increase their legal knowledge.;
organize international protection of victims of torture;
implementation of the rights established by legislation for non-governmental organizations in places of detention;
2.3 Union to carry out the tasks provided for in the charter;
Conducts scientific research, organizes various courses and seminars, round tables and meetings, exhibitions;
Establishes contacts with various non-governmental organizations operating in the country and foreign countries, regional and international organizations and implements projects with them;
He freely disseminates information about his purposes and activities, establishes press publications in accordance with the legislation;
Cooperates with the relevant state, municipal authorities and international organizations of the Republic of Azerbaijan. Since its inception on 01.01.2022 the union has been publishing monthly reports on human rights for both public and international organizations. About the founder and head of the Union
Jafarli Fikret Novruz was born in 1968 in the Republic of Azerbaijan. He has been an active participant of socio-political processes for many years and now works in the field of civil society. Because of his political views, he was subjected to persecution, torture and lived the life of a political prisoner. He repeatedly participated in the elections of the National Assembly, but his victory was not recognized as a result of falsification of the elections. The eurowa Court of Human Rights has decisions on this issue. At present, there are cases in the Proceedings of the euro Court of Human Rights on electoral, civil and administrative cases.
