IBP-Aklan and PSA-Aklan Forge Partnership to Strengthen Public Service

The Integrated Bar of the Philippines–Aklan Chapter and the Philippine Statistics Authority–Aklan formalized a Memorandum of Agreement on September 10, 2026, under the theme “Forging Partnership, Strengthening Service.”

The morning program featured the welcome remarks of Dr. Peter S. Mangilog, OIC-Chief Statistical Specialist of PSA-Aklan; the presentation of the MOA by Atty. Ma. Strella C. Calasagsag-Cantuba, Attorney III of PSA RSSO VI; and its formal signing by IBP-Aklan Chapter President Atty. Jude M. Mangilog and PSA Regional Director Nelida C. Amolar, who also delivered their respective messages. Atty. Ryce J. Magalit, IBP-Aklan Chapter Secretary, delivered a commitment message. Message of support was also delivered by Mr. Jessel Maravilla, the President of Aklan Civil Registrars Association.

In his message, Atty. Jude M. Mangilog emphasized that the MOA is more than a ceremonial signing. It is a commitment to work together in the public interest by combining the PSA’s expertise in civil registration, official statistics, and public information with the IBP’s commitment to access to justice, legal education, and public service.

In the afternoon, Atty. Jude M. Mangilog delivered a lecture on Notarial Rules, while IBP-Aklan Chapter Treasurer Atty. Beverly Rioja-Tan discussed Data Privacy Law. The program concluded with “Moments with the Lawyers”, during which Attys. Mangilog and Rioja-Tan, together with Atty. Lyzette Zaspa, IBP-Aklan Chapter Assistant Secretary and Treasurer, responded to questions and concerns from PSA employees and municipal local civil registrars.

Through this partnership, IBP-Aklan and PSA-Aklan seek to promote legal aid, civil registration assistance, PhilSys outreach, legal education, and improved access to public services for the people of Aklan.

IBP Aklan Joins the Nationwide Synchronized Katarungang Pambarangay Community Legal Aid Activity

On September 18, 2026, the Integrated Bar of the Philippines (IBP) Aklan Chapter participated in the IBP Nationwide Synchronized Katarungang Pambarangay Community Legal Aid Activity.

As part of the activity, IBP Aklan conducted a seminar on the Katarungang Pambarangay Law, together with a special lecture on the Juvenile Justice Act, which was requested by the participating barangay frontliners.

The event was attended by selected barangay officials and members of the Lupong Tagapamayapa from Barangays Poblacion, Estancia, New Buswang, and Andagao, Kalibo, Aklan.

The lecture on the Juvenile Justice Act was delivered by Atty. Christine Candelario-Dela Cruz, while the lecture on the Katarungang Pambarangay Law was delivered by IBP Aklan Chapter President Atty. Jude M. Mangilog. Atty. Ken T. Fegarido delivered the closing remarks.

IBP Aklan remains committed to supporting access to justice and strengthening the effective implementation of Katarungang Pambarangay in the community.

In cooperation with the Integrated Bar of the Philippines (IBP)–Aklan Chapter, the Aklan Police Provincial Office conducted the Continuing Legal Education for Police Investigators (CLEPI) for the 3rd Quarter CY 2026 on September 1, 2026, at the Aklan PPO Conference Hall.

Atty. Allen L. Retos and Atty. Maria Khristianie R. Refendor served as guest lecturers and shared their valuable knowledge and insights on legal matters relevant to police investigation, criminal law, and procedures. Their discussion provided the participating investigators with a deeper understanding of the legal principles essential to the proper performance of their duties.

The activity underscores the continuing commitment of the Aklan PPO, in partnership with the IBP–Aklan Chapter, to enhance the legal competence and professional capability of police investigators toward the effective administration of justice and the delivery of responsive, lawful, and quality police service to the people of Aklan.

Today, the Integrated Bar of the Philippines – Aklan Chapter joined the nationwide effort to help ease jail congestion and expand access to legal assistance for persons deprived of liberty.⚖️

The synchronized activity brought together IBP chapters across the country in a common cause: to make legal support more accessible to those in detention and help ensure that their rights are properly recognized and protected.

Working alongside the Bureau of Jail Management and Penology (BJMP) and the Aklan Rehabilitation Center (ARC), IBP Aklan took part in this meaningful initiative through direct legal service and engagement with persons in custody.

The activity underscored an important part of the legal profession’s role in society—that justice must remain accessible even to those behind bars, and that meaningful legal assistance can help open pathways toward fairer, more humane outcomes.
IBP Aklan is grateful to all partners, volunteers, and participants who helped make today’s undertaking possible.

In partnership with the Bureau of Jail Management and Penology (BJMP) and Aklan Rehabilitation Center (ARC), this nationwide initiative reflects the legal profession’s shared commitment to uphold the rights and dignity of persons in detention, provide meaningful legal assistance, and contribute to the humane and effective administration of justice.

Through this collective undertaking, IBP Aklan stands in bringing justice closer to those behind bars and helping address jail congestion through dedicated legal service.
