Isabela City Youth Development Alliance Isabela City Youth Development Alliance ICYDA stands for Isabela City Youth Development Alliance. Jaime J.A. Rivera as co-chair.

Formed in 2013 as the OSYDA (Out of School Youth Devt Alliance) by then Mayor Cherrylyn Santos-Akbar thru an Executive Order 23, Series 2013. It has 18 Government and Non-Government Agencies with 4 OSY representatives. In 2016, another Executive Order 26 series 2016 was signed by then Mayor Cherrylyn Akbar expanding the membership of the Alliance to add 5 more agencies and 4 more OSY representativ

es. In September, 2017 Mayor Al-Qaid Akbar signed an Executive Order 4, 2017 re-organizing the alliance and expanding its composition. Isabela City Development Alliance is currently Chaired by Mayor Sitti Djalia A Turabin-Hataman, with Ms Aradelria Belleng as Focal Person, and Mr. The Secretariat are DepEd ALS and LYDO. As of now, these are the members of the ICYDA;

𝗘𝗮𝗿𝘁𝗵 𝗗𝗮𝘆 𝟮𝟬𝟮𝟲 | 𝗖𝗹𝗲𝗮𝗻-𝗨𝗽 𝗗𝗿𝗶𝘃𝗲

In celebration of Earth Day 2026, the Local Government Unit of Isabela City, under the leadership of Mayor Sitti Djalia Turabin-Hataman, through the Isabela City Youth Development Office (ICYDO), in partnership with the City Environment and Natural Resources Office (CENRO), successfully conducted a Clean-Up Walk at Barangay Lanote.

The activity resulted in the collection of 71 sacks of waste, underscoring the impact of collective action in safeguarding the environment and promoting community responsibility.

The LGU extends its sincere appreciation to its partners and volunteers, including the Philippine Coast Guard – Isabela City, Barangay Lanote officials, the 6th Special Forces Battalion, Girl Scouts of the Philippines – Basilan Council, the Local Youth Development Council, and all ICYDO volunteers, for their active participation and continued support.

The City Government reaffirms its commitment to environmental protection and calls on all sectors to remain proactive in building a cleaner, greener, and more sustainable Isabela City.

Earth Day 2026 | Coastal Clean-Up Drive

In celebration of Earth Day 2026 with the theme “Our Power, Our Planet,” the City Government of Isabela, through CENRO in partnership with ICLYDO and CDRRMO, successfully conducted a Coastal Clean-Up Drive on April 23, 2026, at Hami Beach, Brgy. Baluno.

As a coastal community, Isabela City remains steadfast in its commitment to protecting its rich coastal resources and vibrant marine ecosystem. Our shorelines are not only natural treasures but vital lifelines that sustain livelihoods, support biodiversity, and contribute to the well-being of our people.

The activity was made possible through the strong support and collaboration of the following partners:

The Isabela City Youth Development Office (ICYDO) successfully convened a coordination meeting on April 16, 2026, at the Isabela City Youth Development Center, in partnership with the Department of the Interior and Local Government (DILG) and Sangguniang Kabataan (SK) Chairpersons.

The meeting centered on key updates and critical processes in SK operations and functions. Youth Development Officer Ms. Levinia Jarejolne led discussions on the timely submission of required SK documents, emphasizing compliance and proper documentation across all barangays.

City Local Government Operations Officer (CLGOO) Mr. Arnel Alvarez, on the other hand, outlined the official guidelines for the Inventory and Turnover of Barangay and SK Properties, Financial Records, Documents, and Money Accountabilities. This includes the formation of Barangay and SK Inventory Teams, as well as the City/Municipal Assessment and Transition Team, in preparation for the upcoming Barangay and Sangguniang Kabataan Elections (BSKE) this November 2026.

This initiative highlights the city’s continued commitment to transparency, accountability, and seamless leadership transitions in local youth governance.

‎ISABELA CITY — The Local Government Unit of Isabela City, led by Mayor Sitti Djalia Turabin-Hataman through the Local Youth Development Office (LYDO), successfully conducted the MAKSUD: Mobilizing Active Kabataan for Service, Unity, and Development Student Leadership Training on December 6, 2025, at the Isabela City Youth Development Center.

‎Grounded in the Tausug concept of purpose, MAKSUD aims to shape young Isabeleño leaders by helping them understand their leadership purpose, strengthen their values, and commit to meaningful service.

‎The morning session opened with a leadership lecture by Mr. Hamiperon Kani, LPT, who emphasized responsible, ethical, and purpose-driven leadership. In the afternoon, participants engaged in experiential activities centered on six symbolic parts of a leader: the Skin, Body, Heart, Mind, Voice, and Soul.

‎Activity: Human Map of the Community
‎Youth participants mapped their community roles and explored real-life scenarios, underscoring the importance of awareness in leadership.

‎Teams completed silent challenges, demonstrating that leadership is revealed through action rather than titles.

‎The Heart – Empathy & Compassion
‎Activity: Pass the Story
‎A storytelling circle encouraged emotional understanding of community issues, reinforcing empathy in leadership.

‎The Mind – Critical Thinking & Problem Solving
‎Activity: Break the Box Challenge
‎Groups identified local concerns and developed practical solutions, highlighting the need for thoughtful decision-making.

‎The Voice – Communication & Influence
‎Activity: Echo Chamber Challenge
‎Participants observed how messages shift within groups, stressing the value of clear and responsible communication.

‎The Soul – Purpose & Values
‎Activity: Lighting the Path
‎Participants reflected on their purpose, motivations, and sacrifices as leaders, symbolized through a collective “light of leadership.”

Kapatid Levinia of PYDBL Cohort 3 shared that the first two sessions reminded her that youth work goes beyond addressing problems—it’s about recognizing strengths, nurturing potential, and empowering young people as active partners in their growth and in building stronger, more resilient communities.



About the Program:

The Positive Youth Development and Bridging Leadership (PYDBL) is a non-degree certificate program in Effective Youth and Children’s Programming initiated by the Youth Work Research and Training Center, in partnership with the University of the Philippines Visayas – College of Management.

This program is meticulously designed to integrate theoretical frameworks and practical applications in the field of youth and children’s development. It aims to equip Children and Youth Development Practitioners with the necessary competencies, knowledge, and tools to conceptualize and implement impactful, inclusive, and sustainable programs that advance positive youth development and effective leadership within their respective communities.

𝗖𝗢𝗡𝗚𝗥𝗔𝗧𝗨𝗟𝗔𝗧𝗜𝗢𝗡𝗦 | The City Government of Isabela under the leadership of Mayor Sitti Djalia Turabin-Hataman extends its warmest congratulations to the Isabela City Local Youth Development Office led by LYDO Levinia Jarejolne for being adjudged as one of the MOST OUTSTANDING LOCAL YOUTH DEVELOPMENT OFFICES (Component Cities and Municipalities Categy) during the 2025 Philippine Sangguniang Kabataan Awards, held on October 26 in Quezon City.

In its recognition, the Isabela City LYDO was cited for "leadership, innovation, and commitment to youth empowerment" which "exemplify excellence in [youth-centered] governance."

The Philippine Sangguniang Kabataan Awards (PSKA) is the premiere national search and a seal of excellence for SK Councils committed to building a better Philippines through local high-impact innovations. PSKA showcases the most outstanding youth led initiatives among SKs and LYDOs by providing a comprehensive assessment system for the realization of local youth development plans. It was first launched in 2019 and was organized by PYDN and the National Youth Commission in partnership with Unilab Foundation and Ideas Positive.

For 2025, out of more than 1,700 Local Government Units, Isabela City was one of only 10 honored for their exceptional local youth development offices.

‎Once again proving its commitment to purposeful leadership and youth empowerment, the 𝐈𝐬𝐚𝐛𝐞𝐥𝐚 𝐂𝐢𝐭𝐲 𝐋𝐨𝐜𝐚𝐥 𝐘𝐨𝐮𝐭𝐡 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐎𝐟𝐟𝐢𝐜𝐞 (𝐋𝐘𝐃𝐎) of 𝐈𝐬𝐚𝐛𝐞𝐥𝐚 𝐂𝐢𝐭𝐲, 𝐁𝐚𝐬𝐢𝐥𝐚𝐧, proudly shines as one of the 𝗠𝗼𝘀𝘁 𝗢𝘂𝘁𝘀𝘁𝗮𝗻𝗱𝗶𝗻𝗴 𝗟𝗼𝗰𝗮𝗹 𝗬𝗼𝘂𝘁𝗵 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗢𝗳𝗳𝗶𝗰𝗲𝘀 in the country under the 𝗖𝗼𝗺𝗽𝗼𝗻𝗲𝗻𝘁 𝗖𝗶𝘁𝗶𝗲𝘀 𝗮𝗻𝗱 𝗠𝘂𝗻𝗶𝗰𝗶𝗽𝗮𝗹𝗶𝘁𝗶𝗲𝘀 category at the prestigious 6th Philippine Sangguniang Kabataan Awards (PSK Awards) 2025!

‎This year marks 𝗜𝘀𝗮𝗯𝗲𝗹𝗮 𝗖𝗶𝘁𝘆 𝗟𝗬𝗗𝗢’𝘀 𝘀𝗲𝗰𝗼𝗻𝗱 𝗰𝗼𝗻𝘀𝗲𝗰𝘂𝘁𝗶𝘃𝗲 𝘆𝗲𝗮𝗿 as a national finalist—after earning national recognition last year, the office has now ascended even higher, emerging 𝗮𝘀 𝗼𝗻𝗲 𝗼𝗳 𝘁𝗵𝗲 𝟭𝟬 𝘄𝗶𝗻𝗻𝗲𝗿𝘀 out of 𝟮𝟬 𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗳𝗶𝗻𝗮𝗹𝗶𝘀𝘁𝘀 from across the Philippines.

‎This well-deserved recognition highlights the collective effort and vision of the 𝗟𝗼𝗰𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗨𝗻𝗶𝘁 𝗼𝗳 𝗜𝘀𝗮𝗯𝗲𝗹𝗮 𝗖𝗶𝘁𝘆, under the dynamic leadership of 𝗛𝗼𝗻. 𝗠𝗮𝘆𝗼𝗿 𝗦𝗶𝘁𝘁𝗶 𝗗𝗷𝗮𝗹𝗶𝗮 𝗧𝘂𝗿𝗮𝗯𝗶𝗻 𝗛𝗮𝘁𝗮𝗺𝗮𝗻, through the 𝗟𝗼𝗰𝗮𝗹 𝗬𝗼𝘂𝘁𝗵 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗢𝗳𝗳𝗶𝗰𝗲 headed by 𝗠𝘀. 𝗟𝗲𝘃𝗶𝗻𝗶𝗮 𝗣𝗲𝗿𝗲𝘇-𝗝𝗮𝗿𝗲𝗷𝗼𝗹𝗻𝗲, 𝗬𝗗𝗢 𝗜𝗩. Together, they have built a strong foundation for youth empowerment—creating meaningful programs, progressive policies, and strategic partnerships that uplift the lives of young Isabeleños.

‎Through transformative leadership and a deep commitment to service, the Isabela City LYDO continues to nurture young people who dream, serve, and lead with purpose—turning aspirations into action and challenges into opportunities for growth. Their story is one of dedication and collaboration, where the government and the youth walk hand in hand toward shared progress.

‎The 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞 𝐒𝐚𝐧𝐠𝐠𝐮𝐧𝐢𝐚𝐧𝐠 𝐊𝐚𝐛𝐚𝐭𝐚𝐚𝐧 𝐀𝐰𝐚𝐫𝐝𝐬 𝟐𝟎𝟐𝟓, organized by the 𝐏𝐨𝐬𝐢𝐭𝐢𝐯𝐞 𝐘𝐨𝐮𝐭𝐡 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐍𝐞𝐭𝐰𝐨𝐫𝐤 (𝐏𝐘𝐃𝐍) in partnership with the 𝐘𝐨𝐮𝐭𝐡 𝐖𝐨𝐫𝐤 𝐑𝐞𝐬𝐞𝐚𝐫𝐜𝐡 𝐚𝐧𝐝 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 𝐂𝐞𝐧𝐭𝐞𝐫 (𝐘𝐨𝐮𝐭𝐡 𝐖𝐨𝐫𝐤 𝐂𝐞𝐧𝐭𝐞𝐫), the 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐘𝐨𝐮𝐭𝐡 𝐂𝐨𝐦𝐦𝐢𝐬𝐬𝐢𝐨𝐧 (𝐍𝐘𝐂), and other distinguished organizations, celebrates this milestone of excellence, passion, and purpose-driven governance.
