𝗖𝗣𝗗𝗔𝗢 𝗝𝗢𝗜𝗡𝗦 𝗧𝗛𝗘 𝗦𝗜𝗫𝗧𝗛 𝗦𝗘𝗦𝗦𝗜𝗢𝗡 𝗢𝗙 𝗦𝗔𝗞𝗔𝗬𝗔𝗡-𝗞𝗔𝗔𝗟𝗔𝗠𝗔𝗡 𝟰.𝟬 | The City Persons with Disability Affairs Office (CPDAO) took part in the sixth session of Sakayan-Kaalaman 4.0, held on September 1, at Westside Elementary School. The program is an initiative of the City Government of Isabela, under the leadership of Mayor Sitti Djalia Turabin-Hataman, and is brought to life through the City Information Office (CIO), headed by Mendry-Ann Lim.

The session was hosted by Westside Elementary School, led by its Principal, Nurrahma Abubakar, and facilitated by Mobile Library Focal Person Jham-Jham Kalbi, in partnership with the Local Youth Development Office (LYDO), headed by Levinia Jarejolne.

Joining the session was the CPDAO, led by Gemma Paculio, who emphasized the importance of promoting respect, inclusion, and understanding toward persons with disabilities, particularly in preventing bullying. The participants were also introduced to various basic sign language gestures, encouraging them to communicate more inclusively and respectfully with the deaf and hard-of-hearing community.

Through meaningful learning sessions like this, Sakayan-Kaalaman 4.0 continues to foster awareness, compassion, inclusivity, and respect among young learners.

PUBLIC HEARING RESCHEDULED | COMMITTEE ON YOUTH AFFAIRS

Please be informed that the Public Hearing on the proposed ordinance amending the Comprehensive Youth Code of the City of Isabela, otherwise known as the “Isabela City Youth Code,” originally scheduled on September 2, 2026, has been rescheduled to September 9, 2026, at 1:00 PM.The public hearing will be held at the Sangguniang Panlungsod Session Hall, 2nd Floor, SP Building, City Hall Complex, Barangay Sunrise, Isabela City.Concerned offices, stakeholders, youth representatives, and other interested parties are encouraged to take note of the new schedule and participate in the deliberations. 𝗙𝗥𝗢𝗠 𝗬𝗢𝗨𝗧𝗛 𝗜𝗡𝗡𝗢𝗩𝗔𝗧𝗜𝗢𝗡 𝗧𝗢 𝗕𝗜𝗚𝗚𝗘𝗥 𝗢𝗣𝗣𝗢𝗥𝗧𝗨𝗡𝗜𝗧𝗜𝗘𝗦!

On August 18, 2026, at the ILC Building, Basilan National High School, the winners and standout innovators of LISSIN 2026 were given a valuable opportunity to present their innovations to Mr. Jonathan Co of Sentinel Plastics Manufacturing Corp.

The presentation brought together three of LISSIN 2026’s winning teams:

💡 AQUASWEEP: A Remote-Guided, Solar-Powered Floating Waste Collector for Isabela City’s Waterways

Each team had the opportunity to share their ideas, demonstrate the potential of their innovations, and receive insights as they explore pathways toward further development and application.

This meaningful opportunity was made possible through the coordination efforts of MINDA, through Mr. Khristian Kier Alberto, who helped facilitate the connection between the young innovators and Sentinel Plastics Manufacturing Corp and also served as one of the panelist during the LISSIN 2026 Final Pitching.

The innovations BASUREDUCTION, Sug Rivershield, and AquaSweep are now being eyed as potential entries for the Creative Inquiry Challenge of Mr. Jonathan Co of Sentinel Plastics Manufacturing Corp.

This opportunity marks another meaningful step in empowering young innovators to turn ideas into solutions and solutions into impact.

Learning, awareness, and reading continue!

On the second day of Sakayan-Kaalaman 4.0 at Westside Elementary School, our young learners received an important health education session from the City Health Office, led by Ms. Pechie Hontucan-Nurse IV, who discussed dengue prevention and awareness.

The discussion highlighted the growing concern over dengue, with approximately 333 dengue cases recorded in Isabela City, emphasizing the importance of keeping our surroundings clean, eliminating possible mosquito breeding sites, and practicing preventive measures to protect our families and communities.

The City Health Office also distributed IEC (Information, Education, and Communication) materials to help the children better understand dengue and share what they learned with their families and communities.

After the health discussion, it was time to get back to learning. The mentees proceeded with their reading sessions together with our dedicated Youth Space Mentors, continuing their journey toward becoming more confident and capable readers.

Sakayan-Kaalaman 4.0 reminds us that education goes beyond the pages of a book. It is also about equipping children with knowledge that keeps them healthy, safe, and ready to learn.

𝐒𝐀𝐊𝐀𝐘𝐀𝐍-𝐊𝐀𝐀𝐋𝐀𝐌𝐀𝐍 𝟒.𝟎 𝐎𝐅𝐅𝐈𝐂𝐈𝐀𝐋𝐋𝐘 𝐊𝐈𝐂𝐊𝐒 𝐎𝐅𝐅!

Held today, August 17, 2026, at Westside Elementary School, Sakayan-Kaalaman 4.0 carries on its mission to foster literacy, encourage youth volunteerism, and open doors to meaningful learning for every child.

A total of 100 identified struggling readers will be guided throughout this program by the committed Youth Space Mentors—young volunteers who selflessly give their time, effort, and knowledge to help their fellow learners build stronger reading skills and greater self-confidence.

Making the day even more special, the City Information Office (CIO) brought along its Mobile Library, giving the children access to more reading resources and turning the venue into a lively, inviting space for discovery and love for reading.

Also present as a valued partner was the City Population Management and Development Office (CPMDO), which led an interactive session on GO, GLOW, and GROW Foods—emphasizing how proper nutrition plays a vital role in children’s growth, development, and ability to learn well.

The CPMDO also set up its Mobile Kitchen, serving warm, nutritious meals for all the children—a beautiful reminder that caring for young minds starts with caring for young bodies too.

Sakayan-Kaalaman 4.0 stands as a collective effort—bringing together youth mentors, school authorities, government agencies, and community partners united by one shared vision: to help every child gain the confidence and capability to learn, progress, and succeed.

Our dedicated mentors gathered for an essential orientation session to prepare for the upcoming reading session. The orientation for the mentors for them to know what their roles in this program and how they will manage the students and what approach they need to do for them to help the learners.

Following the Student Leadership Summit held on August 13, the Office of Vice Mayor Arjhemar “Nims” Ajibon continued the second part of Larga, Kabataan 2026: Youth Leadership & Service Program through a coastal clean-up activity on August 14, 2026.

The activity carried the theme “Larga Kabataan, Larga Kapaligiran, Para sa Kalinisan ng Lungsod ng Isabela,” the winning project proposal developed and presented by one of the participating teams during the first day of the Youth Leadership & Service Program.

During the Youth Action Challenge, “From Idea to Action,” the participants were tasked to identify a community concern and develop a simple yet practical project to address it. After the proposals were evaluated based on relevance, feasibility, youth participation, and potential community impact, the coastal clean-up project was selected for implementation on the program’s second day.

Through this activity, the young participants transformed their ideas into concrete action while applying the lessons of leadership, teamwork, volunteerism, and responsible citizenship discussed during the summit.

More than simply collecting waste, the coastal clean-up served as a reminder that leadership is not limited to titles, speeches, or ideas. True leadership is demonstrated through action, shared responsibility, and genuine concern for the community and the environment.

𝗟𝗶𝗻𝗴𝗴𝗼 𝗻𝗴 𝗞𝗮𝗯𝗮𝘁𝗮𝗮𝗻 𝟮𝟬𝟮𝟲 | 𝗗𝗜𝗖𝗧 𝗬𝗼𝘂𝘁𝗵 𝗧𝗲𝗰𝗵 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴

As part of the lined-up activities for Linggo ng Kabataan 2026, the City Government of Isabela, under the leadership of Mayor Sitti Djalia Turabin-Hataman, through the Isabela City Youth Development Office (ICYDO), Sangguniang Kabataan (SK) Federation, and Local Youth Development Council (LYDC), in partnership with the Department of Information and Communications Technology (DICT) Basilan, conducted a series of technology-focused training sessions for the youth on August 11–12, 2026, at the DICT Basilan Office.

With 23 participants on August 11 and 19 participants on August 12, young Isabeleños gained valuable knowledge and hands-on experience through the following sessions:

Cybersecurity and Data Privacy Awareness with AI

Beyond celebration, Linggo ng Kabataan 2026 is about creating opportunities for young people to learn, explore, and prepare for the future. Through technology-focused capacity-building activities and meaningful partnerships, we continue to equip our youth with relevant digital knowledge and skills that can help them become innovative, responsible, and future-ready leaders.
