Statement Condemning the Continued Atrocities of the CPP-NPA-NDF in Panay Island and Across the Philippines on the Eve of the Communist Party of the Philippines’ 57th Anniversary

The Panay Peace Builders Organization Inc. (PPBOI), Federation for Reform, Initiatives, Empowerment, Nation-building, Development and Services (FRIENDS), Alliance for Peace Environment and Sustainability (APES), and Western Visayas Religious Council (WVRC) stand united in condemning the decades-long violence, terror, and killings perpetrated by the Communist Party of the Philippines (CPP), its armed wing the New People’s Army (NPA), and its umbrella organization the National Democratic Front (NDF). As the CPP marks its 57th anniversary, we reaffirm our collective rejection of their failed ideology and their continuing atrocities in Panay Island, Negros Island, and other parts of the Philippines.

Panay Peace Builders Organization Inc. (PPBOI):
We strongly denounce the CPP-NPA-NDF for its unrelenting campaign of violence that has brought fear and suffering to countless Filipino families. In Panay Island, the group’s attacks against farmers, barangay officials, and community leaders have left a trail of grief and insecurity. These acts are not resistance but crimes against humanity. No ideology can justify the murder of unarmed civilians. We call upon all sectors of society to stand firm against terrorism and to work together for peace, justice, and the rule of law.

Federation for Reform, Initiatives, Empowerment, Nation-building, Development and Services (FRIENDS):
In the countryside, the CPP-NPA-NDF continues to exploit vulnerable communities, coercing farmers and rural families into supporting their violent agenda. Through extortion, “spy-tagging,” and summary executions, they sow fear and division in villages that long for peace. The atrocities in Negros Island—where innocent civilians are branded as “military assets” and killed without trial—mirror the same terror tactics inflicted upon Panay’s rural communities. These actions expose the group’s desperation and disregard for human dignity.

Alliance for Peace Environment and Sustainability (APES):
Even in urban areas, the CPP-NPA-NDF has not spared the people from its destructive influence. Through front organizations and deceptive propaganda, they infiltrate schools, workplaces, and civic spaces, spreading lies and recruiting unsuspecting youth into their ranks. Their presence undermines social stability, disrupts economic progress, and endangers the safety of ordinary citizens. We call on academic institutions, civil society, and urban communities to resist these manipulations and to protect our cities from being used as breeding grounds for violence.

Western Visayas Religious Council (WVRC):
From a moral and spiritual perspective, the continued killings and acts of terror by the CPP-NPA-NDF are grave sins against humanity and affronts to the sanctity of life. The right to life is a God-given gift, and no ideology can ever justify its violation. We urge all members of the CPP-NPA-NDF to abandon their futile struggle and embrace the path of peace, reconciliation, and reintegration. Silence in the face of these atrocities is complicity; as faith leaders, we call upon all people of goodwill to denounce violence and to stand in solidarity with the victims and their families.

Together, we assert: End the lies. Stop the killings. Protect our people. The Filipino nation deserves a future free from fear and violence. We remain committed to building a Bagong Pilipinas where peace, dignity, and justice prevail, and where no armed group is ever again allowed to inflict pain and suffering in the name of a failed revolution.

𝗥𝗘𝗔𝗗 || 𝟯𝗜𝗗 𝗦𝗼𝗹𝗱𝗶𝗲𝗿 𝗗𝗶𝗲𝘀 𝗗𝗲𝗳𝗲𝗻𝗱𝗶𝗻𝗴 𝗣𝗲𝗮𝗰𝗲 𝗮𝗴𝗮𝗶𝗻𝘀𝘁 𝗖𝗧𝗚 𝗥𝗲𝗺𝗻𝗮𝗻𝘁𝘀 𝗶𝗻 𝗧𝗮𝗽𝗮𝘇, 𝗖𝗮𝗽𝗶𝘇

A soldier from the 12th Infantry Battalion (12IB), 3rd Infantry (Spearhead) Division (3ID) made the ultimate sacrifice while defending peace against remnants of the Communist Terrorist Group (CTG) on Monday, August 25, 2025, in Tapaz, Capiz.

Sergeant Jhon Ray Coopera was killed in action following two consecutive encounters in Barangay Agpalali, Tapaz, with more or less 10 remnants of the dismantled Central Front and Regional Sentro de Grabidad, Komiteng Rehiyon–Panay (KR-P). He sustained a fatal gunshot wound to the lower abdomen during the engagement.

Operating troops from the 12IB were conducting pursuit operations against the CTG remnants, who had been involved in a series of armed clashes in the tri-boundary of Barangays Agpalali, Artuz, and Tabon in Tapaz on August 22. At around 7:45 a.m. on August 25, the troops encountered the same group in Barangay Agpalali. A firefight ensued, lasting about 10 minutes, after which the CTG elements withdrew westward and southwestward.

While pursuing the fleeing group, a second encounter erupted at around 10:28 a.m. in the same barangay, lasting about 15 minutes. This clash also resulted in another 12IB soldier, also holding the rank of Sergeant, sustaining injuries.

Major General Michael G. Samson, Commander of the 3ID, expressed deep sorrow and profound respect for Sergeant Coopera's courage and dedication.

"We grieve the loss of Sergeant Coopera, a valiant warrior who sacrificed his life to bring peace to the people of Tapaz. His sacrifice will never be forgotten. We honor his memory and offer our deepest condolences to his bereaved family," MGen. Samson said.

He assured the family and the people of Western Visayas that Sergeant Coopera's death would not be in vain.

"His heroism will strengthen our unwavering resolve to totally eliminate the remaining CTG remnants and end their terroristic acts. The fight for peace continues, and we will carry Sergeant Coopera's legacy forward with steadfast determination," the 3ID Commander added.

MGen. Samson also gave his assurance that the Philippine Army would provide full support to both Sergeant Coopera's family and the wounded soldier.

"We will provide all necessary assistance to Sergeant Coopera’s family and ensure that our wounded soldier receives the best possible care and support during his recovery. We will honor their sacrifices not only with words but also with concrete actions," he concluded.
