A proposed PHP 18.27-billion, 662-hectare “island-type” reclamation project in Iloilo City will no longer proceed after negotiations between the city government and the project proponent failed, according to the city’s Public-Private Partnership (PPP) office.

PPP Iloilo City head Atty. David Abraham G. Garcia said the proponent failed to meet several requirements during the negotiation stage mandated under Republic Act 11966, also known as the PPP Code.

The city government subsequently declared a failure of negotiations, effectively removing the project from further consideration.

“We had a failure of negotiation with the reclamation. There are requirements that they failed to complete, and even if they attempted to comply, they could not finish before the deadline,” Garcia said.

“Because of that we declared a failure of negotiation. Now, it is off the table. There is none anymore,” he added.

The unsolicited proposal was submitted by Iloilo Global City Corp., an associate of publicly listed property developer Cebu Landmasters Inc.

The project proposed reclaiming about 662 hectares of land along Iloilo City’s coastline, spanning areas from Fort San Pedro in the City Proper district to Villa Arevalo and portions of the coastal area in Jaro.

Under the PPP Code, unsolicited proposals undergo a negotiation stage that must be completed within a maximum of 150 calendar days from the issuance of a notice to commence negotiations.

Garcia did not disclose the specific requirement that the proponent failed to submit, noting that the matter had already been discussed during earlier stages of the negotiation process. | Rjay Zuriaga Castor

A recent study has revealed that several key districts in Iloilo City are experiencing significant ground subsidence, with rates reaching up to 9 millimeters per year.

This phenomenon, where the ground gradually sinks, poses serious risks to infrastructure and exacerbates the city’s existing flooding issues, especially in coastal areas.

The study, conducted by the University of the Philippines' NOAH Center in collaboration with international partners, utilized advanced satellite technology known as InSAR (Interferometric Synthetic Aperture Radar) to monitor ground movement across major Philippine cities from 2014 to 2020.

The findings indicate that the districts of Mandurriao, Molo, and La Paz are among the most affected areas, with subsidence rates of approximately 8 millimeters per year.

The subsidence in these districts is particularly concerning because of their dense populations and rapid urbanization. Mandurriao and Molo, known for their booming commercial and residential developments, are the hardest hit.

The study warns that this sinking ground could worsen tidal flooding in the City Proper district, where some areas already experience gutter to ankle-deep flooding during high tides, even on sunny days.

La Paz district also shows significant subsidence, raising concerns over the long-term stability of infrastructure and the potential for increased flooding.

The study suggests that excessive groundwater extraction, urban development, and the natural compaction of deltaic sediments are likely contributing to the land subsidence in these areas.

The intrusion of saline water into wells, possibly due to saltwater intrusion from the nearby Guimaras Strait, has already been observed in some areas. This saltwater intrusion could lead to groundwater contamination, which is difficult to reverse and could severely impact the city’s water supply.

The study propose using InSAR for targeted, long-term monitoring, enabling observation of ground subsidence progression. Geophysical surveys like seismic reflection and GPR can also analyze subsurface deformation and stratigraphy to determine aquifer types and assess subsidence permanence.

These measures aim to guide groundwater management, land-use planning, and mitigation efforts to prevent excessive land subsidence, especially in faulted areas prone to hazards associated with ground sinking.
