🏳️‍🌈 KAHILWAYAN STATEMENT ON NON-PARTICIPATION IN CDO PRIDE MARCH 2025

Kahilwayan, a Mindanao-based network of LGBTQIA+ individuals, organizations, and allies, upholds the spirit of freedom, dignity, and solidarity in all its advocacies. As a collective rooted in community empowerment and the assertion of rights, we regret to announce that we will not be participating in CDO Pride March 2025.

Pride is Protest. Pride is Resistance. Pride is Ours.
Pride Marches have always been more than colorful parades or performative displays of acceptance. They are grounded in history—born from struggle, defiance, and the demand for recognition, justice, and rights. Pride is an avenue to confront systemic oppression, highlight community issues, and rally our voices toward genuine inclusion. When the essence of Pride is diluted, we must take a stand.

While Kahilwayan recognizes the importance of working hand-in-hand with local government units (LGUs) and institutions, we also believe that true collaboration must be rooted in community participation, consultation, and respect for diverse voices. The creation and planning of Pride must involve those it claims to represent. Activities that claim to celebrate and uplift LGBTQIA+ lives must be co-owned by the community—grounded in its realities, and responsive to its needs.

It is with great concern that we also call out the City GAD Office, particularly its Equality Focal Person, for failing to uphold the principles of diversity and inclusion in its processes. Exclusion of grassroots voices, lack of transparency, and the gatekeeping of Pride undermine the very values we fight for. Equality cannot be dictated from the top down—it must be built collectively.

Our non-participation is not a withdrawal from the movement—it is a call to reclaim the spaces meant for us. It is a call to organize, resist, and reimagine what Pride should look like in Cagayan de Oro: inclusive, community-led, and unapologetically rooted in justice.

We enjoin every member of the LGBTQIA+ community and our allies to continue pushing for inclusion, equality, and respect in all spaces—especially where our voices are most needed.

We proudly partner with LGUs that genuinely uphold the values of equality and inclusion, where LGBTQIA+ advocacy is not tokenized but meaningfully integrated into governance and service.

Pride is not just a day. It is our everyday struggle. And it belongs to all of us.

Kumusta, Gladders and Friends? ❤🏳️‍🌈

The Community Rights Learning Session in the Municipal Legislative Building, South Upi, Maguindanao del Sur, on August 31, 2024, was a huge success! Over 50 passionate participants, including LGBTQIA+ leaders and allies, came together to learn and share about the SOGIESC situation and possible pathways to further empower LGBTQIA+ persons in the community. Mr. Roloniño T. Siladan, representing Mayor Reynalbert Insular, also expressed his support and shared about the Anti-Discrimination Ordinance which was passed in 2022.

We extend our heartfelt gratitude to South Upi LGU, Sangguniang Kabataan Federation, and South Upi LGBTQIA+ Organization (SULO) for partnering with this initiative. Let's continue to work together to create a more inclusive and empathetic community for all.
