Pakigdait Inc. “Pakigdait Alang sa Pag-amoma sa Kalinaw” is a Visayan phrase for “Reaching out to Nurture Peace.”

Pakigdait or “Pakigdait Alang sa Pag-amoma sa Kalinaw” is an interfaith grassroots peacebuilding organization that engages in conflict transformation, peace advocacy, interfaith dialogue, cultural sensitivity and peace-anchored community development in Northern Mindanao. Pakigdait is not just an NGO, but it is also a council of inter-religious leaders (Muslim, Roman Catholic, Philippine Independen

t Church, United Church of Christ in the Philippines) who have been leading peacebuilding efforts in various communities of northern Mindanao for over 12 years. With its broad-based support, grounding in diverse social and religious communities and history of successful peacebuilding efforts , Pakigdait is uniquely positioned to help lead in the dialogues and information dissemination in order to build support and understanding of the current peace process.

Building on the rich reflections and lived experiences shared during the morning session, the afternoon dialogue deepened the conversation by bringing in institutional perspectives from government and the security sector. The exchange reinforced how trust, openness, and sustained engagement can transform collaboration between civil society and governance institutions into meaningful action for peace and development.

Valuable responses and insights were shared by 𝗥𝗲𝗴𝗶𝗼𝗻𝗮𝗹 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿 𝗕𝗿𝘂𝗰𝗲 𝗖𝗼𝗹𝗮𝗼 (𝗗𝗜𝗟𝗚 𝗥𝗲𝗴𝗶𝗼𝗻 𝗫); 𝗗𝗿. 𝗗𝗮𝗿𝘄𝗶𝗻 𝗠𝗮𝗻𝘂𝗯𝗮𝗴 𝗼𝗳 𝘁𝗵𝗲 𝗖𝗶𝘁𝘆 𝗔𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗼𝗿’𝘀 𝗢𝗳𝗳𝗶𝗰𝗲, representing 𝗛𝗼𝗻. 𝗕𝗲𝗿𝗻𝗮𝗹 (𝗦𝗖), 𝗣𝗔, 𝗦𝗶𝗴𝗻𝗮𝗹 𝗢𝗳𝗳𝗶𝗰𝗲𝗿 𝗼𝗳 𝘁𝗵𝗲 𝟮𝗻𝗱 𝗠𝗲𝗰𝗵𝗮𝗻𝗶𝘇𝗲𝗱 𝗜𝗻𝗳𝗮𝗻𝘁𝗿𝘆 𝗕𝗿𝗶𝗴𝗮𝗱𝗲. Their reflections affirmed the importance of partnership, mutual respect, and shared accountability in advancing inclusive governance and peacebuilding in Mindanao.

The session was skillfully moderated by 𝗦𝗶𝗿 𝗔𝗿𝘁𝗵𝘂𝗿 𝗣𝗮𝗰𝘂𝗹𝗯𝗮 𝗖𝗮𝘀𝗶ñ𝗼, 𝗙𝗜𝗗 𝗧𝗲𝗰𝗵𝗻𝗶𝗰𝗮𝗹 𝗔𝗱𝘃𝗶𝘀𝗲𝗿 𝗼𝗳 𝗚𝗜𝗭-𝗖𝗣𝗦, whose facilitation created a space for meaningful dialogue and collaboration among all sectors present.

The day’s discussions were clearly and meaningfully synthesized by 𝗠𝗮𝗿𝗸 𝗕𝗲𝗶𝗻𝘀𝗼𝗻 𝗟𝘂𝘁𝗰𝗵𝗮 𝗼𝗳 𝗔𝗞𝗠𝗞, whose synthesis captured the key lessons, shared challenges, and collective aspirations that emerged throughout the dialogue. The program formally concluded with closing remarks that grounded the conversations in a shared commitment to move forward together.

The morning session of the CSO Strategy Dialogue opened with a spirit of solidarity and shared purpose as civil society leaders and peace advocates gathered at Northern Highlands, Iligan City, to reflect on the journey of grassroots engagement in peace and governance.

Key insights were shared by𝗥𝗲𝗴𝗶𝗻𝗮 “𝗡𝗮𝗻𝗲𝘁𝘁𝗲” 𝗦𝗮𝗹𝘃𝗮𝗱𝗼𝗿-𝗔𝗻𝘁𝗲𝗾𝘂𝗶𝘀𝗮 (𝗘𝗰𝗼𝗪𝗘𝗕), 𝗔𝗯𝗱𝘂𝗹𝘄𝗮𝗵𝗶𝗱 𝗠𝘂𝗯𝗽𝗼𝗻 𝗘𝗯𝗿𝗮𝗵𝗶𝗺 (𝗜𝗠𝗔𝗡), 𝗮𝗻𝗱 𝗠𝘂𝘀𝗮 “𝗠𝗼𝘄𝗸𝗼𝗻𝗴” 𝗠𝗼𝗵𝗮𝗺𝗺𝗮𝗱 𝗦𝗮𝗻𝗴𝘂𝗶𝗹𝗮 (𝗣𝗮𝗸𝗶𝗴𝗱𝗮𝗶𝘁 𝗜𝗻𝗰.), 𝘄𝗵𝗼 𝗲𝗮𝗰𝗵 𝘀𝗽𝗼𝗸𝗲 𝗼𝗻 𝘁𝗵𝗲𝗶𝗿 𝗲𝘅𝗽𝗲𝗿𝗶𝗲𝗻𝗰𝗲𝘀 𝗲𝗻𝗴𝗮𝗴𝗶𝗻𝗴 𝘄𝗶𝘁𝗵 𝘁𝗵𝗲 𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹, 𝗕𝗔𝗥𝗠𝗠, 𝗮𝗻𝗱 𝘀𝗲𝗰𝘂𝗿𝗶𝘁𝘆 𝘀𝗲𝗰𝘁𝗼𝗿𝘀. Their narratives underscored the power of collaboration, the importance of trust-building, and the courage required to navigate spaces where advocacy meets authority.

Discussions during the open forum highlighted both the resilience of CSOs and the need for continued partnership to make governance more inclusive, transparent, and responsive to the needs of local communities.

Together, participants will reflect on milestones, challenges, and pathways toward more inclusive, participatory, and peace-oriented governance.

The dialogue will feature insights from peacebuilding practitioners including Regina “Nanette” Salvador-Antequisa (EcoWEB), Abdulwahid Mubpon Ebrahim (IMAN), and Musa “Mowkong” Mohammad Sanguila (Pakigdait Inc.), as they share real experiences of CSO engagement across multiple governance levels. Representatives from the City Government of Iligan, PNP, AFP, BARMM Parliament, and DILG Region X will likewise offer institutional reflections on the vital role of CSOs in sustaining peace and development.

This gathering aims to foster mutual understanding, deepen partnerships, and strengthen collaboration between communities, civil society, and institutions—anchored in the belief that peace and governance must always be shared efforts, not solitary pursuits.

As we bridge grassroots voices to governance spaces, we affirm:

Women peacebuilders from Bangsa Bae MNLF, BIWAB–NWMF M**F, and Friends Rescued (FRs) from Misamis Oriental and Butuan City shared powerful and deeply personal stories of their courageous journeys from conflict and violence toward peace, healing, and renewed purpose. Each narrative reflected a different path - shaped by struggle, resilience, and hope - yet all were united by a shared commitment to transforming their communities and ensuring that other women, families, and future generations can live free from the shadows of conflict and violence. Their testimonies serve as living reminders that genuine peace is not merely the absence of conflict, but the continuous work of healing, empowerment, and collective transformation.

The evening came alive during the WeCare Summit’s Solidarity Night, where women peacebuilders, organizers, and partner representatives gathered not only to reflect - but to celebrate the strength of community. Representatives performed cultural pieces and creative presentations, voices filled the room with songs of resilience, and a live band set the tone for an evening of joy, connection, and shared purpose.

Participants bonded through fun and interactive games, opening space for laughter, storytelling, and the kind of camaraderie that strengthens trust and deepens solidarity. These moments of fellowship reminded everyone that peacebuilding is not only hard work - it is also the work of building relationships, nurturing joy, and embracing diversity. The night also served as a moment of gratitude.

𝗪𝗲𝗖𝗮𝗿𝗲 𝗦𝘂𝗺𝗺𝗶𝘁 𝗔𝗳𝘁𝗲𝗿𝗻𝗼𝗼𝗻 𝗦𝗲𝘀𝘀𝗶𝗼𝗻: 𝗥𝗲𝗳𝗹𝗲𝗰𝘁𝗶𝗼𝗻𝘀 & 𝗦𝗼𝗹𝗶𝗱𝗮𝗿𝗶𝘁𝘆

In the summit’s afternoon session, women peacebuilders listened to a message delivered by Director Bruce Colao, CESO V, Regional Director of DILG Region X, who emphasized the importance of collaborative governance in sustaining community peace efforts. This was followed by a series of meaningful sharings, responses, and institutional reflections from Pvt. Ma. Jelyn Paulo and TSgt. Jelyn Cardoma of the 4ID, Philippine Army, as well as PCPT. Earl Cartagena, C, WCPD, COCPO, PNP. Their insights provided a deeper understanding of on-the-ground challenges and the ongoing role of security institutions in supporting women-centered peacebuilding. Ms. Abigail Lai, Peace Program Officer III of the Local Amnesty Board of Cagayan de Oro City, also discussed the pathways to integration, offering clarity on the processes that help former combatants transition back into their communities.

A significant highlight of the session was the powerful collective affirmation of women’s voices through the 𝗿𝗲𝗮𝗱𝗶𝗻𝗴 𝗮𝗻𝗱 𝘀𝗶𝗴𝗻𝗶𝗻𝗴 𝗼𝗳 𝘁𝗵𝗲 𝗦𝘁𝗮𝘁𝗲𝗺𝗲𝗻𝘁 𝗼𝗻 𝗪𝗼𝗺𝗲𝗻-𝗦𝗲𝗻𝘀𝗶𝘁𝗶𝘃𝗲 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆 𝗥𝗲𝗶𝗻𝘁𝗲𝗴𝗿𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗙𝗼𝗿𝗺𝗲𝗿 𝗪𝗼𝗺𝗲𝗻 𝗖𝗼𝗺𝗯𝗮𝘁𝗮𝗻𝘁𝘀 (𝗙𝗪𝗖). Women peacebuilders from Bangsa Bae MNLF, BIWAB–NWMF M**F, Women in Reintegration, and Friends Rescued (FRs) from Misamis Oriental and Butuan City - representing both established and newly formed organizations - stood together to endorse the call, signaling unity in advancing gender-responsive reintegration.

The afternoon session concluded with inspiring closing remarks from Ms. Tina Lomoljo, Executive Director of BDEV Child Protection Services, who commended the participants for their courage, commitment, and solidarity as they continue shaping healing-driven and women-centered peace pathways. This was followed by a press conference attended by Director Moya, Project Manager Sanguila, Project Officer Ermac, and representatives from women organizations under the project, further highlighting the collective commitment to advancing inclusive peacebuilding.

Women peacebuilders gathered together today, 11 December 2025, for the summit proper of the Project WeCare Summit. The morning session opened with inspiring messages from the project’s ideators and staunch advocates of women-led peacebuilding: Jenny Sanguila, Program Manager of Pakigdait; Abelardo Moya, Director of Pakigdait; and Vanessa Pallarco, Program Coordinator of UN Women. Their remarks reaffirmed the collective commitment to strengthening peace efforts across communities.

Participants also listened to the powerful and deeply personal journeys from women peacebuilders who have courageously transitioned from experiences of conflict and violence to leadership in peace. Stories were shared by colleagues from the Bangsa Bae MNLF, BIWAB-NWMF M**F, Women in Reintegration, and Friends Rescued (FRs) from Misamis Oriental and Butuan City, illuminating the many pathways toward healing, reconciliation, and community resilience. The session was thoughtfully moderated by Professor Yasmira Moner, who guided the conversation with grounding insights on women’s roles in shaping sustainable peace.
