It was not just a simple transition of roles and positions, but a reflection of the time, effort, and passion that our student leaders have given in service of the school and the community.

To our outgoing officers, your journey was never easy, yet you chose to lead with courage, honesty and commitment. Behind every successful activity were unseen sacrifices, long preparations, and moments where you had to stand strong for others. Thank you for the legacy you leave behind one built on service, unity, and purpose. Your term may have ended but the impact of your leadership will remain and continue to echo in the lives you have touched and the changes you have started.โ˜๐Ÿ’ž

To our incoming officers, you now carry not only the responsibility of leadership, but also the stories and lessons of those who came before you. This is your opportunity to grow, to serve, and to make a difference in your own unique way. There may be challenges ahead, but within them are chances to learn, to lead, and to become better versions of yourselves.๐Ÿ€โœจ

In this quiet exchange of roles, there is both a sense of gratitude and a hint of longing for moments that have passed, and for memories that will soon be made. But more than anything, there is hope. Because leadership does not end, it simply continues in new hands, new voices, and new beginnings.๐Ÿ“โœจ

Strengthening the Barkada Kontra Droga Movement

The fight against illegal drugs and harmful substances remains one of the most pressing challenges in our schools and communities. At Dr. Juan A. Pastor Integrated National High School, the Barkada Kontra Droga (BKD) program has proven itself to be more than just a campaign it is a movement of empowerment, discipline, and hope.

The accomplishments of the past school year highlight the schoolโ€™s commitment to shaping resilient, responsible, and drug-free youth. Through initiatives like Project BIDA, which empowered Grade 10 students to โ€œbreak freeโ€ from the dangers of smoking and drugs, and Oplan Knowing Drugs, which educated Grade 7 learners about the risks of addiction, the BKD program has taken concrete steps to instill awareness and values formation. Even simple but strategic actions, such as the posting of anti-smoking and anti-va**ng signs, demonstrate the schoolโ€™s determination to create a safe environment where healthy choices are encouraged.

Yet, the challenges encountered remind us that the fight is far from over. Peer pressure, misconceptions, and the rising trend of va**ng continue to test the effectiveness of these programs. Limited resources and inconsistent parental support also pose barriers. But the interventions applied to interactive seminars, peer-led campaigns, and stronger collaboration with parents and community partners show that the school is not backing down.

The way forward is clear: sustained partnerships with local government units, NGOs, and families must be forged to strengthen the advocacy. BKD leaders must be capacitated to lead with creativity and empathy, ensuring that the campaign resonates with the youth. Most importantly, students themselves must be empowered to become advocates, not just participants, in this movement.

The Barkada Kontra Droga program is more than a school initiative it is a call to action for the entire community. If we are to build a truly drug-free society, then every seminar, every warning sign, and every peer-led campaign must be seen not as small steps, but as vital contributions to a larger vision of hope.
A drug-free future begins with the youth, and the youth begins here.

"DepEd Rules on Smoking and Drinking in Schools"

๐Ÿ”ถFor public schools, the Department of Education (DepEd) maintains an absolute ban on smoking and drinking. These acts are not just considered "naughty behavior"; they are classified as serious disciplinary offenses that trigger a specific legal and "restorative" process.

๐Ÿ”ทHere are the specific guidelines for 2026:

โšช1. Smoking and Va**ng (DepEd Order No. 48, s. 2016)

๐Ÿ‘‰DepEd has a 100% Smoke-Free Policy. This is the most comprehensive to***co control policy in the Philippine government.

๐Ÿ‘‰Absolute Ban: Smoking and the use of e-ci******es or vapes are strictly prohibited inside the school campus, in canteens, and even during school activities held outside the campus (like field trips).

๐Ÿ‘‰100-Meter Rule: It is illegal for any store or individual to sell ci******es or vapes within 100 meters of the school's perimeter.

๐Ÿ‘‰No "Smoking Areas": Public schools are prohibited from having designated smoking areas. The entire campus must be 100% smoke-free.

๐Ÿ‘‰Monitoring: The Child Protection Committee (CPC) of the school is tasked with monitoring and reporting violations

โšช2. Drinking Alcohol (DepEd Order No. 40, s. 2012 &
Learner Discipline Manual)

๐Ÿ”ทAlcohol consumption is treated as a major infraction under the Learner Rights and Protection guidelines.

โœ…Prohibition of Possession: Bringing alcohol into the campus, even if not consumed, is a violation.

โœ…Classification: "Drinking intoxicants" or "entering school premises under the influence of liquor" is classified as a Serious or Grave Offense.

โœ…Restorative Justice: Unlike old-school "punishment," DepEd now follows a Positive Discipline approach. Instead of just kicking a student out, the school must provide interventions like counseling.

โšช3. What Happens If a Student is Caught?

๐Ÿ”ทIf a student is caught smoking or drinking, the school follows this standard disciplinary procedure:

โ—1st Offense: Confiscation of items, mandatory parent-teacher conference, and referral to the Guidance Counselor for counseling.

โ—2nd Offense: Suspension (usually 1โ€“3 days) and a required "Behavior Contract" signed by the student and parent.

โ—3rd Offense & Beyond: Longer suspension or a recommendation for Expulsion (which requires approval from the Schools Division Superintendent).

โšช4. The Role of the Child Protection Committee (CPC)
In every public school, the CPC is the primary body that handles these cases.

๐Ÿ‘‰The CPC ensures that:

โœ…Confidentiality is maintained to protect the student's reputation.

โœ…Parents are immediately informed.

โœ…Referrals are made if the student shows signs of addiction or substance abuse.

๐Ÿ“ŒImportant Distinction

โœ๏ธIn Public Schools, these rules are strictly mandated by the Central Office. Public school teachers and principals cannot ignore a report of smoking or drinking; they are legally bound to document it in the school's "Incidents Report" or "Anecdotal Record."

Valentine's day is not just an ordinary day with lots of kilig in every corner, it is a celebration of love and compassion.

Together with other youth organizations, we built our booth and shared meaningful and fun moments with everyone. The Barkada Kontra Droga (BKD) proudly highlighted our exciting "Chain Booth" bringing a lively and joyful atmosphere to the event. We also offered affordable and delicious treats like churros, pizza, and beverage that everyone could enjoy. One of the crowd favorites was โ€œI-Balance Mo Beybe,โ€ that truly catches everyoneโ€™s interest!

Thank you Pastorians for making this event memorable. We look forward to seeing you in our upcoming programs ahead!!๐Ÿ’žโœจ

Todayโ€™s symposium is more than just an event, it is a reminder that the youth have the power to choose a better path. Through awareness and education, we learn that saying NO to drugs and smoking is also saying YES to a healthier body, a clearer mind, and a brighter future.

This gathering encourages us to stand firm against peer pressure and make decisions that protect our dreams, relationships, and goals. Choosing to live drug-free is an act of self-respect and courage. It shows strength, discipline, and the willingness to prioritize long-term happiness over short-term risks.

As the next generation of leaders, we carry the responsibility to influence one another positively and build a community rooted in care and support. Let this symposium inspire us to remain informed, empowered, and committed to a life free from drugs and smokingโ€”one where hope, purpose, and opportunity continue to grow.

Together, we choose awareness. Together, we choose strength. Together, we choose a better future. โ™ฅ๏ธโœจ
