Health Emergency Response Operations ( HERO) and Sub National Public Health Emergency Management in the Philippines ( SPHEMP) Orientation among QPHN Hospitals and RHUs

Gumaca Rural Health Unit participated in the online orientation of HERO and SPHEMP from 9am to 2pm.Different QPHN hospitals and RHUs attended the said zoom together with their staff such as midwives and nurses. Question and answer part gave way to check for inputs.

2. SPHEMP =
OBJECTIVE OF SUB-NATIONAL HEALTH EMERGENCY MANAGEMENT IN THE PHILIPPINES*
Based on *DOH AO 2019-0046* and *DRRM-H Institutionalization Guide*, the objective at *Provincial/City/Municipal/Barangay level* is:
MAIN GOAL: 5K
*Kaligtasang Pangkalusugan sa Kalamidad sa Kamay ng Komunidad*
3 SPECIFIC OBJECTIVES*
*1. No preventable morbidities and mortalities in emergencies and disasters*
- Walang mamatay o magkasakit na maiiwasan sana
- Ex: prevent leptospirosis, diarrhea, wounds infection after flood
*2. Zero outbreak related to emergencies and disasters*
- Walang sumunod na outbreak pag may disaster
- Kaya may SPEED surveillance, WASH, immunization
*3. No interrupted delivery of health services*
- Tuloy pa rin ang health services kahit may disaster
- Ex: tuloy ang panganganak, dialysis, TB meds, RHU operation kahit nasa evacuation center

How to achieve? Through 4 Thematic Areas at Sub-national level:*
*A. Prevention & Mitigation*
- Risk assessment, Safe Hospitals, make facilities resilient
*B. Preparedness*
- May DRRM-H Plan, trained HERTs, prepositioned medicines, functional EOC
*C. Response*
- Rapid deployment ng health teams, medical & public health services, quad-cluster response
*D. Recovery & Rehabilitation*
- Restore health system to better than before, psychosocial support, rehab of facilities
Sir Josef Racelis graced the activity followed by Sir Junil who initiated the first lecture followed by Sir Racelis.
Snacks were served during the activity. It was a compact bird's eyeview but full of basic info for DRRM H for us to capacitate our ability to respond to eminent situation
