History - How it began

The historical origin of our organization Higaonan Pantarong Sectoral Tribal Council, Inc. (HIPASTRICCI) came to be when way back in 2005 when several tribal elders of the Higaonon Tribe started to form a group called Minalwang Higaonon Tribal Council (MIHITRICO) spearheaded by Mr. Cornnelio Pinaander, Mr. Manditoboy, Mr. Lanta and Mr. Joel Mansangcagan was elected as chairman. Although the group has not been legitimately registered in any government agency or department except the National Commission on Indigenous Peoples (NCIP) who has the mandate on all indigenous tribal affairs. In early 2008, the global crisis on climate change has been the main topic of world leaders and environmentalists such as the Green Mindanao Association, Inc. a non-governmental organization which aims to become one of the proponents of the total log ban which is in conjunction with combating climate change in a global capacity. During that year, leaders of the Green Mindanao Association, Inc. had approached the founding members of MIHITRICO and asked for support on the total log ban in Mindanao since the situation of deforestation was already critical during the time. It has been known that the Higaonon tribe has the largest coverage of ancestral domain land in Mindanao with over 26,000 hectares and MIHITRICO was awarded rights to 18,028.643 hectares of ancestral lands through the Certificate of Ancestral Domain Title (CADT) No. R10-CLA-1008-084. The tribal elders headed by Mr. Cornelio Piaander has agreed to support the movement on total log ban and was seeking the documentation of the CADT from the acting chairman Mr. Joel Mansanagcagan but was unsuccessful. Because of the lack of cooperation from Mr. Mansangcagan and his allies, the tribal members has sought the assistance of another non-government organization within the region namely TRICOMM represented by Mr. Vitaliano Vidal, head forester of TRICOMM to obtain a copy of the CADT issued by the Department of Environment and Natural Resources (DENR) since they were unable to secure the title from NCIP as well. It was then revealed that a Memorandum of Agreement (MOA) was signed on December 3, 2008 between Southwoods Timber Corporation represented by Mr. Johnny Young and MIHITRICO represented by Mr. Joel Mansangcagan which was witnessed and co-signed by the barangay chairman at the time Mr. Jimmy Bio. Because of the said incident, former founding members of MIHITRICO had decided to leave and planned to form a new organization which will be duly recognized and official to the Higaonon tribe. After a few years, the ancestral land of the Higaonons was abused by Southwoods Timber Corporation and widespread deforestation had taken place over the area covered by the CADT as MIHITRICO had washed their dirty hands denying taking part of this environmental disaster.

Spearheaded by its founding chairman, Mr. Samson Artao Torres “Datu Palagsusi” and through the efforts of its consultant, Mr. Hendrick Jan Teng alongside Mr. Jimmy Pinasahil and Benigno Lilay, Higaonon Pantarong Sectoral Tribal Council, Inc. (HIPASTRICCI) was registered in the Securities and Exchange Commission (SEC) on September 22, 2015 under SEC registration CN201518909. Since its inception, we have corresponded to all relevant government agencies and departments to notify all concerned parties about the formation and registration of HIPASTRICCI to SEC starting from the barangay level, mayor’s and provincial governor’s office up to NCIP, DILG, DA, BFAR, DENR, 58th Infantry Battalion, etc.
