Call for Prompt Review and Clarification || Hear ye, BFP!

The Professional Criminologists Association of the Philippines Region XII (PCAP 12) hereby expresses its full support for and concurrence with the positions of PCAP leadership concerning the consistent implementation of Sections 34 and 35 of Republic Act 11131 in the recruitment process of the Bureau of Fire Protection (BFP).
PCAP 12 respectfully affirms that while the BFP retains full authority to determine merit, fitness, and final appointment of applicants, the statutory examination exemption and related privileges expressly granted by law to Registered Criminologists should be implemented in a manner that gives them practical and meaningful effect, and should never operate as a procedural disadvantage in the recruitment process. We therefore join the call for a prompt review and clarification of the current recruitment procedures, the issuance of clear and uniform implementing guidelines, and strengthened inter-agency dialogue among the Bureau of Fire Protection, the Professional Regulation Commission, the Professional Regulatory Board of Criminology, the Civil Service Commission, the Department of the Interior and Local Government, other relevant organization(s) and the Accredited Professional Organization to ensure the faithful, fair, transparent, and consistent implementation of Republic Act 11131, while fully preserving the BFP's legitimate recruitment standards and appointing authority.
Hence, PCAP 12 stands in solidarity with Registered Criminologists across the country in advocating not for preferential treatment, but for the faithful implementation of the law, the preservation of legislative intent, and equal opportunity for all qualified applicants to be evaluated fairly throughout the recruitment process.

A total of 350 earthquake-displaced families in Barangay San Isidro (Kitumbod), Jose Abad Santos, Davao Occidental have received 350 packs (rice, water, canned goods, hygiene kit) during a relief operation conducted by PCAP 12 officers and volunteers on June 21, 2026. This initiative was made possible through the concerted efforts of PCAP 12 page donors and donors from other PCAP regional councils.

PRE- REGISTRATION

The Professional Criminologists Association of the Philippines (PCAP) invites all Registered Criminologists to participate in its Continuing Professional Development Training Program entitled:

DRUG EVIDENCE MANAGEMENT:
Chain of Custody, Integrity, and Legal Compliance

This specialized CPD training is designed to strengthen the legal, operational, and procedural competencies of criminology professionals in the proper handling, preservation, documentation, and presentation of drug-related evidence.

The program will focus on the requirements of Republic Act No. 9165, chain of custody compliance, Section 21 protocols, evidentiary integrity, jurisprudential standards, and common procedural lapses affecting the prosecution of drug cases.

Date: August 1 and 2, 2026

Duration: 16 Hours
