Edulan, Chief of Staff and Chief of the Export Section, and Fatima A. Espino, Acting Chief of the Operations Section, convened a Coordination Meeting on Trade Facilitation and Alternative Port Operations on 17 June 2026 at the BOC Sub-Port of General Santos to address operational challenges arising from the recent earthquake. The meeting gathered representatives from the Bureau of Customs, Philippine Ports Authority (PPA), GSICT/DOLE Port Management, shipping lines, customs brokers, importers, exporters, PEZA representatives, and other stakeholders to discuss measures aimed at ensuring the uninterrupted flow of trade and cargo operations.
During the meeting, stakeholders discussed the possible utilization of the GSICT/DOLE Port in Calumpang as an alternative port facility to sustain import and export activities while mitigating the impact of disruptions at existing port facilities. Shipping lines expressed their willingness to utilize the alternative port, while concerns regarding increased costs associated with cargo diversion to other ports were raised. To assess operational readiness and determine the necessary Customs requirements, the BOC committed to conducting an ocular inspection and site assessment of the facility.
The discussions also focused on maintaining efficient import and export operations through existing Customs procedures, advance filing of import entries, timely submission of vessel manifests, and the implementation of contingency measures such as remote processing through the Electronic-to-Mobile (E2M) Customs System and temporary track-mounted examinations. Stakeholders likewise addressed re**er container management, vessel diversion protocols, PEZA-related concerns, and the establishment of a dedicated communication platform to facilitate real-time coordination and ensure the smooth movement of cargo.
The meeting underscored the vital importance of strong collaboration among the BOC, PPA, GSICT, shipping lines, customs brokers, importers, exporters, PEZA representatives, and other stakeholders in maintaining the continuity of trade, protecting government revenue, and minimizing disruptions during emergency situations. Through collective action, proactive coordination, and open communication, the participating agencies reaffirmed their commitment to sustaining efficient and compliant port operations. This initiative was undertaken under the leadership of District Collector Maita S. Acevedo, and the guidance of Commissioner Ariel F. Nepomuceno, in support of the Bureau's mandate to facilitate legitimate trade while ensuring border security and operational resilience.
