Citizens Rescue Operations on Site and Shores Volunteer Trainors for Risk Reduction Trainings from different disciplines

The spirit of Republic Act 10121 otherwise known as the Philippine Disaster Risk Reduction and Management Act of 2010 calls for Civic Society Organizations to engage and participate as private sector volunteers in the government’s risk reduction programs. Moreover, as an act strengthening the risk reduction management system framework it also mandates DepEd, CHED and TESDA to integrate disaster ri

sk and management education in the school curriculum. It even advises the OCD (Section 9) to establish Disaster Risk Reduction and Management Training institutes in such suitable locations deemed appropriate. Because of this mandate and call, the officers and men of United People Against Crime (UPAC) and the PGBI (Philippine Guardians Brotherhood Incorporated) Magdiwang Clan, who are all skilled and reservists of the AFP formed the Unified Search and Rescue (USAR) Academy of the Coastal and River Guards (CRG). The Citizens Rescue Operations on Sites and Shores (CROSS), formerly Unified Search and Rescue Academy - Coastal River Guards (USAR-CRG), is among the first Civic Society Organization (CSO) to respond to the mandate of Republic Act 10121. Republic Act No. 10121 is an act strengthening the Philippine Disaster Risk Reduction and Management System, providing for the national disaster risk reduction and management framework and institutionalizing the national disaster risk reduction and management plan. The CROSS as CSO is non-state actor whose aim is neither to generate profit nor to seek power. As a CSO it unites people to advance the shared goal and interest of preparing for any calamity or disaster in order to reduce risk especially for marginalized communities. The CROSS Academy specializes in community-based disaster risk reduction management especially in communities it consider at risk. CROSS teaches members of the community to be resilient by teaching contingency planning, disaster mitigation and preparation and disaster response. CROSS advocates the teaching of risk reduction to all those in civil services, young people especially students and even out of school youths as mandated by section 14 of the aforementioned law. The CROSS was established by reservists of the Armed Forces of the Philippines from its different branches of service unifying their skills in risk reduction to serve the country hence the name, Unified Search and Rescue. CROSS was organized by Guardians who would like to take care of the country’s environment specifically its waterways. Its definition of rescue entails the saving of our ecological patrimony and even our national heritage as a people. The CROSS welcomes all patriots who would like to serve the country by way of reducing risks in the environment and especially in marginalized communities.

Citizens Rescue Operations on Site and Shores (CROSS) reminds us that beyond every mission, God is the Ultimate Rescuer. Our trip to Catanduanes was not just about corporal works, it was also a time to reflect spiritually and reconnect with our purpose.

We visited the Shrine of the Holy Cross of Batalay, where the Venerable Fray Diego de Herrera was martyred in the 16th century. Standing there felt humbling, reminding us of faith, sacrifice, and staying true to one’s calling. We also went to the old Bato Church (St. John the Baptist Church), the oldest church in Catanduanes, a quiet place filled with history and strength. It also houses first class relics of two saints—St. Alfonso Maria Fusco and St. Luigi Giovanni Orione.

On our day off, we left at 4:00 AM for Binurong Point in Baras. We trekked about a little over a kilometer in the quiet darkness. When we reached the top, we were welcomed by a beautiful sunrise over the Pacific Ocean. The sky slowly lit up, golden colors spreading across the horizon, waves crashing below, and the wind gently moving across the hills. It was simple and peaceful, one of those surreal moments you just have to experience.

Moments like these remind us why we serve, not just with skills, but with faith, courage and compassion.

Citizens Rescue Operations on Site and Shores (CROSS) continues to evolve in its mission of making every Filipino a Rescuer—not only in physical response, but also in emotional and mental care.

For the first time, we introduced the Psychosocial Support Using Therapies Orientation Module in Catanduanes, a meaningful addition to our training modules that focuses on trauma management especially after disasters. This initiative highlights that rescue does not end when the danger is over—true recovery includes healing the mind and spirit of those affected.

Participants were equipped with crash-course knowledge on pyschotherapy and practical approaches to provide comfort, support, and stability to individuals facing emotional distress. Through this module, we aim to build more compassionate responders who understand that every survivor’s journey to recovery is unique and deeply human.

In our continuing commitment to make every Filipino a Rescuer, the Citizens Rescue Operations on Site and Shores (CROSS) brought its mission to the resilient community of Bato. In collaboration with the AKP Catanduanes Provincial Council, the Bato Skeptron Municipal Council and Bato Skeptron Sorority Council successfully hosted a two-day comprehensive rescue training at Bato Central Elementary School, attended by dedicated AKP members and local residents.

Participants were equipped with essential Disaster Risk Reduction skills, including bandaging, lifting and moving, Basic Life Support, spineboard management, Incident Command System, triage, and mass casualty incident response. Each session strengthened not only knowledge and skills, but also the spirit of volunteerism and readiness within the community. The training culminated in a full-scale disaster scenario, allowing everyone to apply what they learned in a realistic, high-pressure environment—proving that preparedness saves lives.

More than just a training, it was a shared mission—empowering ordinary citizens to respond with confidence in times of emergency, especially in coastal and high-risk areas like Catanduanes.

Our journey to Malipay Elementary School was a reminder that service often begins where the road ends. The school isn’t on Google Maps, the path is rough and unpaved, and walking felt like being in the middle of a jungle—challenging even for SUVs, and easy to get lost. But after a 15-minute walk, we found the school and its resilient community. With no electricity, they rely on solar-powered devices and gasoline generators—proof of strength in simplicity.

In this setting, we conducted a two-day SAFE SCHOOLS INITIATIVE: DRRM and Life-Saving Skills Training, engaging teachers, non-teaching staff, parents and students to build preparedness and resilience. Our heartfelt thanks to Principal Mr. Ace Tonatus Evangelista for warmly accommodating us. Truly, reaching the hardest places makes the mission more meaningful.

On to the next.

Last January 24, 2026 in San Narciso, Zambales, CROSS held a Rescue Refresher Course, which was more than a training—it was a moment to sharpen the saw and renew our commitment to make every Filipino a Rescuer. From Bandaging to Basic Life Support, each session reminded us why readiness matters. Beyond the sessions, we were gifted with great sand and unforgettable sunset—truly one of the best experiences we’ve had, grounding us in purpose and camaraderie.

On October 26, 2025, the Citizens Rescue Operations on Site and Shores (CROSS) conducted a Tree Planting and Clean-Up Drive at Mt. Banahaw, Dolores, Quezon. This meaningful activity reflects CROSS’s belief that being a rescuer goes beyond responding to emergencies—it’s also about protecting and nurturing our planet. As part of our mission to make every Filipino a rescuer, we recognize our shared duty to preserve and restore the environment.

Through this initiative, we not only planted trees but also took action to clean and care for one of our country’s most treasured natural sites. We extend our heartfelt thanks to all participants who joined and contributed their time and effort. The Citizens Rescue Operations on Site and Shores (CROSS) conducted another Disaster Preparedness Training as part of their ongoing advocacy, “All Filipinos are Rescuers.” This training session was held on November 16, 2024, at Holy Rosary Academy Of Las Piñas City, catering to teaching and non-teaching personnel, through the coordination of Miss Dothy Quinico.

The training covered the following vital modules: RA 10121 (Philippine Disaster Risk Reduction and Management Act), Disaster Preparedness, The BIG ONE (Earthquake Preparedness), Basic Life Support (AR/CPR), Bandaging Techniques, Lifting and Moving (Methods of Carry) and Spineboard Management with Splinting.

We extend our heartfelt gratitude to the Holy Rosary Academy family, led by their principal, Mrs. Ma. Theresa M. Galang, for their initiative, warm hospitality, and unwavering support in hosting this important risk reduction training. The Citizens Rescue Operations on Site and Shores (CROSS) believes that “All Filipinos are rescuers.” With this advocacy, the organization conducted an Initial Military Unconventional Safety Training (IMUST) for A.G. Ararao Enterprises on June 8, 2024 at Happyville Subdivision, Talon IV, Las Piñas City.

The following modules were discussed: RA 10121, Types of wounds, Bandaging, Methods of Carry, AR/CPR (Basic Life Support), and Spineboard Management with Splinting.

We would like to express our profound gratitude to the participants of A.G. Ararao Enterprises headed by their president, Mr. Allan P. Ararao, for their active participation and cooperation. We would also like to thank them for the warm welcome and accommodation.

To commemorate the Feast Day of “Our Lady of the Poor,” the Citizens Rescue Operations on Site and Shores extended assistance to the Hubilla - Celada Community Development Initiative to hold a Feeding Program last Saturday, May 25, 2024, 3:30 P.M., at Archangel Barachiel Center for Development Inc., Baranggay Inocencio Salud, GMA, Cavite. Children beneficiaries engaged in fun Q&A sessions where they received prizes. After which, they enjoyed delicious meals served to them with much love by the volunteers. The kids also received simple gift packs to bring back home.

Both CROSS and HCCDI would like to express their profound gratitude to the following people for their compassion and support for the success of this event: to Mike and Marie Donovan for sponsoring the feeding program; and to CROSS and HCCDI volunteers, along with the Baranggay Health Workers, Lita Panzo, Vivian Lugo, and Edith Dominguez, for their assistance.

On a splendid Sunday, February 4, 2024, the Hubilla and Celada Community Development Initiative, in collaboration with CROSS, orchestrated a heartwarming feeding program for over 20 children in Brgy Salud, GMA Cavite. The day was filled with joy as the kids engaged in simple games, and they were treated to an abundance of food and essentials. It was a delightful event aimed at not only nourishing the young ones but also providing them with a memorable experience. The community came together, fostering connections and spreading smiles. A special thanks to all who contributed to making this initiative a resounding success!
