Customs Industry Consultative and Advisory Council (CICAC) - 6th General Assembly & 12th Central Meeting

The Confederation of Truckers Association of the Philippines (CTAP), led by its President, Ms. Mary B. Zapata, actively participated in the 6th CICAC General Assembly and 12th Central Customs Industry Consultative and Advisory Council (CICAC) Meeting, led by Bureau of Customs Commissioner Ariel F. Nepomuceno, with the Federation of Indian Chambers of Commerce (Phil.) Inc. (FICCI) serving as the host industry organization.

The meeting brought together the Bureau of Customs and key stakeholders from the trade and logistics sector to discuss ongoing reforms aimed at improving customs processes, enhancing transparency, and addressing port congestion.

Among the key topics discussed were:
• Status of the proposed Joint Administrative Order (JAO) and Local/Destination Charges
• FICCI’s recommendations on an All-In Freight System and transparent charging practices
• Improvements in Delivery Order issuance and empty container return procedures
• Measures to address port congestion and accelerate empty container evacuation
• Significant reduction of the Paircargo NAIA cargo backlog
• BOC’s transition to the Customs Processing System (CPS) and full digitalization
• Enhancement of the Importer Accreditation Program, including three-year validity and automatic renewal for qualified importers
• Encouragement to utilize alternative ports to help decongest Manila ports
• Planned relocation of the BOC Central Office to support the expansion of Port of Manila operations

Commissioner Nepomuceno emphasized that while the proposed JAO is an important reform, addressing port congestion will require sustained collaboration among government agencies and industry stakeholders.

CTAP remains committed to actively participating in policy discussions and working closely with the Bureau of Customs and the private sector in advancing reforms that promote efficient, transparent, and globally competitive trade facilitation.

CTAP Officers Attend MPTC Executive Fast Break Forum: Strengthening Collaboration for Better Trucking & Logistics

Led by our President, Ms. Mary B. Zapata, the Confederation of Truckers Association of the Philippines (CTAP), together with its officers and trucking industry leaders, attended the MPTC Executive Fast Break Forum hosted by Metro Pacific Tollways Corp. (MPTC), the tollway arm of Metro Pacific Investments Corp. (MPIC) under the Manny V. Pangilinan (MVP) Group, on July 15, 2026, at Lanson Place Manila.

The forum provided valuable updates on key initiatives and infrastructure projects that will directly impact the trucking and logistics industry, including:

• Strict implementation of the Anti-Overloading Law (RA 8794) and the expansion of Weigh-in-Motion (WIM) enforcement sites.
• Updates on vertical clearance restrictions and the proposed replacement of the Marilao and two other bridges to improve freight mobility.
• Progress of major infrastructure projects such as the NLEX-C5 Northlink, CAVITEX C5 Link, CAVITEX-CALAX Link, and CALAX, which are expected to enhance connectivity and reduce truck travel time.
• Rollout of the One RFID Program, integrating Easytrip and Autosweep into a single RFID system, with corporate fleet registration now available.
• Continued enhancement of 24/7 incident response, intelligent traffic management systems, and road safety initiatives to support safer and more efficient freight movement.

CTAP remains committed to working closely with MPTC, government agencies, and industry stakeholders to promote policies and infrastructure improvements that enhance logistics efficiency, road safety, and the competitiveness of the Philippine supply chain.
