𝗬𝗢𝗨 𝗖𝗔𝗡 𝗦𝗣𝗜𝗡 𝗧𝗛𝗘 𝗦𝗧𝗢𝗥𝗬. 𝗬𝗢𝗨 𝗖𝗔𝗡’𝗧 𝗦𝗣𝗜𝗡 𝗧𝗛𝗘 𝗧𝗜𝗠𝗘𝗟𝗜𝗡𝗘 �𝗣𝗔𝗥𝗧 2

To its credit, the present administration is now dealing with the city’s waste management problems including addressing the violations and complying with DENR requirements.

Now, let’s talk about that PYROLYSIS MACHINE.

Another controversy, because according to an environment protection advocate (Arch. Dean Sinco), what the city had was not really a pyrolysis machine but an incinerator. And this one doesn't even require sophisticated political analysis. It requires arithmetic. The pyrolysis system installed under the previous administration reportedly has a capacity of around 5 tons.

Dumaguete generates approximately 70 tons of garbage every day.

Five vs. Seventy. That's a 65-ton daily gap.
You don't have to be a waste-management expert to see the problem. A 5-ton machine cannot solve a 70-ton-a-day garbage problem.

It is not magic. It is math. And no amount of political shouting can change mathematics.

Yes, Candau-ay was closed during Ipe's administration. But closing Candau-ay did not make Dumaguete's garbage problem disappear.

Another dumpsite was opened in Camanjac, and that facility has also faced environmental concerns.

And what happened to the garbage left behind in Candau-ay?
It was covered with soil. Fine. But here's the thing ---

Garbage doesn't stop being garbage just because you put soil on top of it.

Organic waste continues to decompose. Methane can be generated. And if that methane is not properly managed, it can pose serious fire and explosion risks.

Again, not politics. Science.

So perhaps before 𝗕𝗿𝗲𝗮𝗸𝗶𝗻𝗴 𝗡𝗲𝘄𝘀 𝗡𝗲𝗴𝗿𝗼𝘀 𝗢𝗿𝗶𝗲𝗻𝘁𝗮𝗹 𝗺𝗮𝗸𝗲𝘀 𝗮𝗻𝗼𝘁𝗵𝗲𝗿 𝗴𝗿𝗮𝗻𝗱 𝗮𝗰𝗰𝘂𝘀𝗮𝘁𝗶𝗼𝗻, maybe—just maybe—it would be worth doing what responsible journalism and responsible commentary require –
Check the facts.
Check the documents.
Check the dates.
Check the numbers.
Check who was in office.
Check what was inherited.
Check what is being done now.

It’s almost laughable how problems created under the previous administration are now being conveniently pinned on the present one—as if history can simply be erased and accountability reassigned.

The present administration did not create these problems. It inherited them—including violations, questionable practices, and messes that had been allowed to accumulate. And now, instead of pretending they never existed, it is doing the politically inconvenient thing -- dealing with them.

That means confronting problems that are costly, complicated, and unpopular. It means cleaning up Ipe Remollo’s mess while inevitably taking the political heat for doing so.

Apparently, in some people’s version of accountability, the person who exposes and fixes the problem becomes the villain, while those who created it get to play innocent.

But facts have a stubborn way of surviving political narratives.
The present administration inherited the mess. It did not create it. It is trying to fix it.

And if fixing what was neglected, tolerated, or violated is inconvenient—and expensive—then so be it.

Because ultimately, the responsibility is not to protect anyone’s political legacy. It is to protect the people of Dumaguete.

Again…look at WHO was running the city when those violations were committed and documented.

There he goes again.

Breaking News Negros Oriental is at it again—throwing accusations around as if saying them loudly enough, often enough, and with enough confidence will somehow make them true. It won’t.

Desperation has a funny way of making people say desperate things.

So here’s some unsolicited advice to Breaking News Negros Oriental, aka 𝗞𝗲𝗻𝗻𝗲𝘁𝗵 𝗟𝘂𝗰𝗶𝗼 𝗧𝗲𝗻𝗲𝗯𝗿𝗼 ---

If you want to promote Ipe, go ahead. Promote him. Defend him. Praise his accomplishments. Tell people why you believe he was a good mayor.

But please—do it fair and square.

Defend the record. Don't invent one.

Don't twist facts. Don't conveniently forget dates. Don't leave out documents that ruin the narrative. And, most importantly, don't treat the people of Dumaguete as if they are too gullible to check the facts for themselves.

Because when it comes to the MRF and the supposed “dumpsite controversy,” there is one stubborn thing that political storytelling cannot rewrite --

The timeline. And the timeline tells a very different story.

So let’s go back to the beginning.

June 25, 2025. Just days before Ipe Remollo’s term ended, he received an Invitation for Technical Conference from DENR-EMB. And what was attached to that document? A list of violations involving the so-called MRF facility which is actually an 𝗢𝗣𝗘𝗡 𝗗𝗨𝗠𝗣𝗦𝗜𝗧𝗘 as found by the above-mentioned government agency.

Then came July 14, 2025—14 days after Mayor Manuel Sagarbarria assumed office, the new administration received an ORDER, again, from DENR-EMB, wherein the City was directed to CEASE AND DESIST from operating an OPEN DUMPSITE.

Fourteen days.

The new administration had barely settled into office. The elections were over, officials were still transitioning, and the new administration was barely finding its footing.

Yet the violations were already documented. So let’s ask the obvious question:

𝗛𝗼𝘄 𝗰𝗮𝗻 𝗮𝗻 𝗮𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝗼𝗻 𝘁𝗵𝗮𝘁 𝗵𝗮𝗱 𝗯𝗲𝗲𝗻 𝗶𝗻 𝗼𝗳𝗳𝗶𝗰𝗲 𝗳𝗼𝗿 𝗯𝗮𝗿𝗲𝗹𝘆 𝘁𝘄𝗼 𝘄𝗲𝗲𝗸𝘀 𝗯𝗲 𝗯𝗹𝗮𝗺𝗲𝗱 𝗳𝗼𝗿 𝘃𝗶𝗼𝗹𝗮𝘁𝗶𝗼𝗻𝘀 𝘁𝗵𝗮𝘁 𝘄𝗲𝗿𝗲 𝗮𝗹𝗿𝗲𝗮𝗱𝘆 𝗼𝗻 𝗿𝗲𝗰𝗼𝗿𝗱 𝗯𝗲𝗳𝗼𝗿𝗲 𝗶𝘁 𝗲𝘃𝗲𝗻 𝘁𝗼𝗼𝗸 𝗼𝗳𝗳𝗶𝗰𝗲?

And there’s more.

On that same day, July 14, 2025, DENR Regional Office issued a Violation/Citation/Notice against the City for operating a PYROLYSIS MACHINE 𝘄𝗶𝘁𝗵𝗼𝘂𝘁 𝗮 𝗣𝗘𝗥𝗠𝗜𝗧 𝗧𝗢 𝗢𝗣𝗘𝗥𝗔𝗧𝗘.

So, let’s be serious -- 𝒉𝒐𝒘 𝒄𝒐𝒖𝒍𝒅 𝒂 14-𝒅𝒂𝒚-𝒐𝒍𝒅 𝒂𝒅𝒎𝒊𝒏𝒊𝒔𝒕𝒓𝒂𝒕𝒊𝒐𝒏 𝒑𝒐𝒔𝒔𝒊𝒃𝒍𝒚 𝒉𝒂𝒗𝒆 𝒂𝒄𝒄𝒐𝒎𝒑𝒍𝒊𝒔𝒉𝒆𝒅 𝒂𝒍𝒍 𝒕𝒉𝒐𝒔𝒆 𝒗𝒊𝒐𝒍𝒂𝒕𝒊𝒐𝒏𝒔? It couldn’t. The timeline alone makes that absurd.

The Sagarbarria administration did not create those problems. It inherited them. Those violations and messes were products of Ipe Remollo’s grandiose (???) plans, questionable decisions, and the people who enabled and defended them.

So again, to Kenneth Lucio Tenebro:

You can rewrite captions.
You can manufacture narratives.
You can point fingers.
You can repeat an accusation a hundred times and hope people eventually mistake repetition for truth.

But you cannot bully a date into changing.

So, before anyone tries to pin the MRF mess on the present administration, let’s do something refreshingly simple:

DUMAGUETE CITY — The political and legal dispute surrounding former Barangay Looc Captain Ina Lozada has taken a new turn, with Dumaguete City Councilor and Association of Barangay Captains (ABC) Chair Bencio Tan formally filing a cyber libel complaint against Barangay Captain Isagani “Gani” Bana before the Office of the City Prosecutor.

The latest complaint is in addition to Tan’s filing of administrative case before the city council against Bana over public statements that allegedly linked Tan to the criminal case involving Lozada.

Tan maintains that Bana’s statements falsely portrayed him as the alleged “mastermind” behind the supposed planting of evidence that resulted in Lozada’s arrest and subsequent prosecution for violations of the Comprehensive Dangerous Drugs Act.

According to Tan, the allegations were not merely political statements but serious and malicious accusations that could damage his reputation and credibility as a public official. The filing of the cyber libel complaint represents his latest legal move to challenge what he considers defamatory statements made against him.

The development adds another layer to an already contentious dispute that began with Lozada’s arrest and criminal case and later extended into questions surrounding his attempt to return to his former positions in Barangay Looc.

Court records cited in the earlier complaint show that Lozada pleaded guilty during the proceedings and was ultimately convicted of the lesser offense of illegal possession of dangerous drugs. The disposition allowed him to apply for probation and avoid imprisonment.

Following the resolution of his case, Lozada, accompanied by Kenneth Lucio and several supporters, attempted to reassume his post as Barangay Captain of Looc and his position as chairperson of the Barangay Anti-Drug Abuse Council (BADAC).

The attempt, however, was stopped after officials from the Department of the Interior and Local Government (DILG) intervened, citing legal impediments arising from Lozada’s conviction.

It was against this backdrop that statements allegedly implicating Tan in Lozada’s arrest and prosecution became part of the political dispute.

Tan has consistently denied the allegations and has chosen to pursue formal legal remedies. Aside from the cyber libel complaint, an administrative complaint has also been filed before the Dumaguete City Council.

The cyber libel case now places the controversy within a formal legal process, where the allegations, defenses, and available evidence will be evaluated by the appropriate authorities.

As of this time, we are trying to get the side of Kap. Bana and a copy of his counter affidavit.
