𝐏𝐮𝐛𝐥𝐢𝐜 𝐀𝐝𝐯𝐢𝐬𝐨𝐫𝐲

This is to formally inform the general public that a Mass Casualty Incident Management Simulation Exercise will be conducted on July 3, 2026, from 9:00 AM to 11:00 AM, at Ninoy Aquino Freedom Park, Capitol Area, Dumaguete City.

The simulation exercise serves as the capstone activity for the current batch of Mass Casualty Incident Management Responders trainees and forms part of the final course requirement prior to the successful completion of their training.

The public is hereby advised that Ninoy Aquino Freedom Park and the surrounding Capitol Area will be utilized as the designated venue for the exercise. During the activity, the presence of emergency response personnel, response vehicles, medical teams, and simulation casualties may be observed. These activities are part of a planned emergency response simulation designed to enhance the preparedness and response capabilities of participating agencies and responders.

Please be advised that this is only a simulation exercise and does not involve an actual emergency incident. The public is therefore respectfully requested to remain calm, avoid unnecessary concern, and continue with their normal activities. We likewise encourage everyone to cooperate with authorities and exercise caution when passing through the vicinity of the exercise area.

LOOK: FROM TRAINING TO ACTION Lee Super Plaza & New Bian Yek Commercial, Inc. EMRs

Last June 28, 2026 ONE Rescue EMS successfully conducted a Mass Casualty Incident (MCI) Simulation Exercise (SIMEX), challenging our Emergency Medical Responder trainees to apply their knowledge and skills in a realistic disaster scenario.

From scene size-up and triage to patient assessment, treatment, communication, and teamwork, every participant demonstrated the importance of preparedness, coordination, and decisive action during emergencies, ensuring they are better prepared for actual incidents.

Preparedness begins with training. Excellence is achieved through practice.

𝙋𝙧𝙚𝙥𝙖𝙧𝙚𝙙𝙣𝙚𝙨𝙨 𝙨𝙖𝙫𝙚𝙨 𝙡𝙞𝙫𝙚𝙨.

A simulated Magnitude 7.0 earthquake along the East Negros Fault System caused the partial collapse of a Central Warehouse in Dumaguete City, resulting in multiple simulated casualties. Responders were tasked with rapid scene size-up, triage, stabilization, extrication, treatment, and coordinated emergency response under pressure.

We commend the select New Bian Yek Commercial, Inc. and Lee Super Plaza EMRs for their teamwork, professionalism, and dedication throughout the exercise. Drills like these strengthen our preparedness, improve coordination, and help ensure we’re ready when real emergencies occur.
