People's Initiative for Genuine Anti-Dynasty Bill Launched; Groups Aim to Gather 10% of Registered Voters
For Immediate Release

MANILAโ€“Various groups launched on Friday a new grassroots campaign to pass a genuine political dynasty prohibition through a peopleโ€™s initiative.

The Dapat Isa Lang (D1L) Movement aims to pass a genuine anti-dynasty prohibition: each political must only have incumbents in one national and one local elected position; the prohibition per family is up to the fourth degree of consanguinity and affinity; no succession, replacement, or switching of positions; and a cooling-off period of 1 term after reaching term limits.

For D1L Spokesperson and Petitioner Atty. Carlo Africa, the movementโ€™s petition will be a more efficient anti-dynasty measure, compared to some Senate and House bills, due to its use of the fourth degree of consanguinity and affinity. โ€œUnfortunately, the way we've analyzed the bills in the level of the Senate and in the level of the House, we do not believe that it will solve the problem,โ€ Africa said. Atty. Africa added that most dynasties will remain in the Senate anti-dynasty measure, citing the need for their version of the bill: โ€œSa Senate version, only 32% ang political dynasties na matatanggal. But right now that also shows the majority of political dynasties will remain.โ€

Launched in response to current deliberations by the 20th Congress to finally enact the political dynasty prohibition prescribed by the 1987 Constitution, D1L Petitioner Former Supreme Court Associate Justice Antonio Carpio cites the urgency of enacting the prohibition. โ€œCongress has not defined it for almost forty years, so we are going to enact that law through the Peopleโ€™s Initiative,โ€ Carpio said in his manifestation of support.

D1Lโ€™s media launch also released its manifesto, signed by a growing number of formations, organizations, individuals, and institutions from civil society, business, educational and faith-based groups, which outlined the movementโ€™s goal to break the cycle of political dynasties due to the corruption and poverty it enables.

The manifesto reads, โ€œThis [anti-political dynasty] law will change the composition and quality of the members of Congress and the leaders in LGUs. Better laws can be passed in Congress. Better national and local budgets and infrastructure projects will be implemented.โ€

For Atty. Africa, the peopleโ€™s initiative is a crucial step to end corruption. โ€œAgain the problem is corruption. The reason why we're doing this is because the current system allows corruption. So we believe that in order for us to really defeat corruption, we need to take out the entire system of political dynasties,โ€ he said.

In response to questions regarding the process of signature collection to be undertaken by the movement, D1L Petitioner and Former Commission on Elections (Comelec) Commissioner Luie Guia cites the movementโ€™s dialogue with Comelec last week.

He says, โ€œMaingat ang aming paggamit ng signatures, pero may pinagaaralan pa kami na safe protocol in signature collecting. Last week, pumunta kami sa Comelec para kausapin sila at sinabi namin ang aming hangarin at ang Comelec naman ay nagcommit to make sure to help us in the integrity of the process. Isa pa din dito ay nakausap namin sila tungkol sa possibility sa adjusted na proseso na nakatakda ngayon dahil sa challenges ng proseso.โ€ Atty. Guia also mentioned that D1L has volunteer lawyers to help in the event of legal challenges.

D1L Petitioner Atty. Eirene Aguila from the Peoples Initiative Coalition Against Dynasties also responded to the impending challenges of signature collection in light of public clamor against corruption and political dynasties. โ€œHindi po kami natitinag sa kahirapan ng prosesong ito. Handa na ang mga Pilipinong ipaglaban ang tunay na demokrasya. Close to 70% ang galit [sa political dynasties], hindi pwedeng 70-80 families ang humawak sa ating pamahalaan,โ€ she added.

The press conference featured other primary petitioners of the peopleโ€™s initiative: Kontra Dinastiya founder Atty. Alex Lacson, Clergy for Good Governance Convenor Fr. Robert Reyes, Catholic Educational Association Of The Philippines Advocacy And Public Engagement Officer Ms. Ina Claustro, and Simbahang Lingkod ng Bayan Executive Director Mr. Karlo Abadines.

D1Lโ€™s manifesto expressed the movementโ€™s need to pass the anti-dynasty measure through the peopleโ€™s initiative, a Constitutional right allowing Filipino citizens to directly pass a law without going through Congress and the President saying, โ€œThis future will not be given. It must be built.โ€ Former Justice Carpio also affirmed this right: โ€œOur legal basis for calling [for] the Peoples Initiative to enact the Anti Political Dynasty law is based on the Constitution.โ€

The petitioners call on all Filipinos to join the newly established anti-political dynasty movement. Youth leader Angelica Monfero ended the press conference saying that now is the time for social change, โ€œLumaki tayo na ang pulitika ay para lang sa mga apelido, sa mga may makinarya, at sa mga mayayaman. Dapat baguhin na natin ang pag iisip na iyon.โ€ # # #

: On April 30, 1937, Filipino women won the right of suffrage through a herstoric national plebiscite, with 447,725 (90%) voting โ€œYes,โ€ surpassing the required 300,000 votes.

To honor this milestone and sustain its democratic spirit, a day was set aside for Filipino women to renew their advocacy and commitment to clean, honest, and free elections and to pursue these efforts with greater zeal. In 1984, Proclamation No. 2346 declared April 30 of every year as Woman Suffrage Day to encourage continued advocacy for electoral integrity.

As we mark the 89th anniversary of this milestone, we are reminded that while women have gained the right to vote, the work toward true gender equality continuesโ€”especially in ensuring more women are empowered and represented in decision-making spaces. There can be no full democracy if half of the population remains underrepresented.

Understanding TFGBV in the Philippines:
A feminist review of Philippine laws addressing gender-based violence (GBV) in the digital age

Since 2012, the Foundation for Media Alternatives (FMA) has documented 738 cases of Technology-Facilitated Gender-Based Violence (TFGBV) in the Philippines in its ongoing mapping effort. These cases were sourced from media reports, online correspondences from individuals, and personal narratives of victim-survivors across different communities, revealing how gender-based violence is not only mirrored but also intensified by the use of information and communication technologies (ICTs). While public awareness of TFGBV has steadily increased, efforts to effectively address it remain hindered by limitations in existing legal definitions and frameworks, particularly in cases involving individuals who face intersecting vulnerabilities related to their gender, class, geography, age, disability, culture, and educational attainment.

What this paper aims to arrive at is not an exhaustive definition of what TFGBV is, but rather a picture of what TFBGV looks like in the specific context of the Philippines, based on the actual experiences of women and sexual minorities. This picture includes not just the acts of violence themselves, but the participantsโ€™ overall experience with finding redress and seeking justice after experiencing such violence.

โœจ Key findings from a Rapid Gender Assessment (RGA) conducted across Barangay Poro and Barangay San Agustin in La Union surfaced urgent community needs around access to basic goods, livelihood support, and targeted assistance for vulnerable groupsโ€”including women, solo parents, LGBTQIA+ community members, persons with disabilities, senior citizens, and pregnant women. The assessment also revealed how unpaid care work, disrupted income, and limited access to support disproportionately burdened women and other structurally marginalized groups in the aftermath of Tropical Storm Emong and Super Typhoon Uwan.

๐Ÿ“„These findings directly led to the identification of families who needed assistance most, and guided the distribution of care kits in partnership with Women's Fund Asia (WFA) and the office of Board Member Chary Nisce.

๐Ÿ’• Grounding this response in Bayi's principle of feminist leadership and community-led governance, the process was designed to center the voices of those most affected. Bayi, together with the Province of La Union, conducted house-to-house consultations and group discussions across the two barangaysโ€”engaging a total of 40 participants, 25 from San Agustin and 15 from Poroโ€”ensuring that diverse and underrepresented communities were not just consulted, but were active participants in shaping the response. The assessment created space for communities to share their experiences, validate findings, and contribute to more gender-responsive disaster risk reduction and management efforts.

These are some of the sentiments that surfaced when we gathered men leaders from La Union 1st District for a consultation on pushing for safer, more inclusive spaces for young women in politics.

The conversations were facilitated by our male allies, newly appointed TESDA Director Florante Galura and Hiraya Executive Director, Atty. Carlo Africa. This discussion is part of our Bagong Politika initiative supported by Colmena Fund and UPCWGS.
