The Philippines Without Orphans (PWO) initiative is a broad-scale collective and collaborative national movement. The movement engages individuals, churches and organizations across various sectors that are united under a common vision to give each of our country’s sons and daughters the opportunity to grow-up and belong to a safe, stable, and nurturing permanent family. We do not belong to, nor a

re we owned by any single entity. PWO is part of a growing worldwide movement to address the orphan crisis. It is a call to end orphanhood by transforming families – the building blocks of society. We are manifested through initiatives that preserve families and help them thrive, resulting in the prevention of orphanhood. As this is not always possible, we also collaborate to develop and execute localized family-based solutions, such as adoption and fostering, in an effort to give all of our country’s sons and daughters the opportunity to thrive. We believe that placing our children in loving families resolves a host of other issues. Creating awareness through broad-scale collaboration.
2. Equipping influencers and decision-makers with learning resources and localized solutions.
3. Enabling our countrymen to take action through different guided solutions and networking initiatives.

He was left at a hospital and told his parents were not coming back. Years later, he finally found a father who stayed.

Tony Mutabazi entered foster care at around 2 years old and was later adopted at 4. But at 11, his adoptive parents brought him to a hospital in Oklahoma and never returned. Staff had to break the news that he had been abandoned.

With no stability and no home, he went back into the foster system.

Then everything changed. Peter Mutabazi, a single foster parent living in Charlotte, got a call in 2018 asking if he could take Tony in “just for the weekend.” He agreed.

After hearing his story, something shifted. Peter, who also grew up experiencing abandonment and abuse in Uganda before being helped by someone who chose to care, knew he couldn’t let Tony go back into uncertainty.

That “weekend” became something permanent. On November 12, 2019, Tony’s adoption was finalized in a Charlotte courtroom. By then, he was already calling Peter “Dad.”

Peter later said Tony was chosen, wanted, cherished — not temporary, not conditional, but family.

Today, their life looks simple but steady. Movies, biking, reading, and even fostering other children together.
