𝐖𝐇𝐄𝐑𝐄𝐀𝐒, Section 16 of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, mandates local government units to promote the general welfare and ensure the safety of their constituents;
𝐖𝐇𝐄𝐑𝐄𝐀𝐒, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has issued a weather advisory indicating thunderstorms and heavy rainfall affecting Davao del Sur due to prevailing weather disturbances due to the Easterlies;
𝐖𝐇𝐄𝐑𝐄𝐀𝐒, prolonged and intense rainfall may result in flooding, landslides, and hazardous road conditions, posing danger to students, parents, teachers, and the general public;
𝐖𝐇𝐄𝐑𝐄𝐀𝐒, he City Government of Digos finds it imperative to suspend face-to- face classes and adopt Modular and Blended Learning Modalities in all public and private schools within the City to protect learners, teachers, and school personnel, while ensuring the uninterrupted delivery of educational services, in view of the adverse weather conditions affecting Davao del Sur, as officially forecasted by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA);
NOW, THEREFORE, I, JOSEF F. CAGAS, Mayor, City of Digos, by virtue of the powers vested in me by law, do hereby order:
𝐒𝐄𝐂𝐓𝐈𝐎𝐍 𝟏. Face-to-face classes in all levels in both public and private academic institutions in Digos City are hereby suspended effective February 23, 2026, until this Executive Order is officially lifted.
𝐒𝐄𝐂𝐓𝐈𝐎𝐍 𝟐. During the period of suspension, all academic institutions are hereby directed to implement Modular and/or Blended Learning Modalities, as applicable, to ensure the continuous delivery of educational services.
𝐒𝐄𝐂𝐓𝐈𝐎𝐍 𝟑. Teachers and non-teaching personnel in public academic institutions shall not be required to report for work during the period of suspension.
Private academic institutions are hereby granted discretion to determine appropriate work arrangements for their teaching and non-teaching personnel.
𝐒𝐄𝐂𝐓𝐈𝐎𝐍 𝟒. School heads and administrators are authorized to determine appropriate learning and work arrangements, including the distribution and retrieval of learning modules, alternative learning activities, and staff deployment, consistent with existing education and civil service rules.
𝐒𝐄𝐂𝐓𝐈𝐎𝐍 𝟓. All concerned offices and school administrators are directed to immediately disseminate this Order and ensure strict compliance.
This Executive Order shall take effect immediately and shall remain in force unless sooner lifted or modified by the undersigned.
