MOA Signing: Bulwark Project Foundation Inc. & DepEd Davao City


A historic milestone was reached as Bulwark Project Foundation Inc. formally signed a Memorandum of Agreement (MOA) with the Department of Education (DepEd) Davao City Division, marking an official partnership dedicated to advancing quality education and holistic development initiatives for learners and school communities across the division.

This collaboration will center on four key priority areas designed to support the all-around growth of the youth:

- Education and youth empowerment and wellness
- Leadership and values formation
- Environmental awareness programs
- Health and wellness programs

Signatories and Attendees

Key officials from both institutions led the signing ceremony:

- DepEd Davao City: Mr. Reynante A. Solitario, CESO V, Davao City Schools Division Superintendent; and Mr. Braian B. Mahinay, Senior Education Program Specialist
- Bulwark Project Foundation Inc.: Dr. Ma. Iris Melliza (President & Board of Directors Chair), Dennis Villegas (CEO & PDO Director), and Dr.Manilee R.Araune (Deputy PDO Director)

Also present as witnesses were Ms. Pearl Joy Martirizar, Principal, and Ms. Dahlia Reoma, Teacher, both from Cabantian Stand Alone High School. Notably, their school will serve as the first beneficiary of this partnership, serving as the pilot site for all joint programs and activities.

This agreement underscores the shared commitment of both institutions to provide comprehensive support that nurtures not only the academic growth of learners but also their character, health, social responsibility, and environmental awareness — laying a strong foundation for capable, well-rounded, and future-ready youth in Davao City.

Historic Meeting: Bulwark Youth Empowerment Team Convenes

Yesterday marked an important milestone for Bulwark, as volunteers of the Youth Empowerment Team gathered for their first meeting at the University of Mindanao (UM) Matina Campus.

Present during the gathering were: Lord Eddie Aguilar, CPA and Dean of the UM College of Accounting and former Christ's Youth in Action (CYA) Head; Peter Paul, IT Expert; Mary Jane (MJ), International Community Development Expert; Ferdie Delos Cientos, former school administrator; HR Volunteer Dahlia Reoma; Bulwark CEO Dennis Villegas; and Management Team members Nena Quijano and Mans Araune.

Dahlia Reoma presented Bulwark’s 3-year strategic plan, and all discussions and planning for youth empowerment initiatives were anchored on this roadmap. During the meeting, Ferdie Delos Cientos shared a powerful statement: “Though the challenges are insurmountable but the benefits are also unfathomable because Bulwark Project Foundation is investing on our youth for an empowered tomorrow.”

Reflecting on the session, Mary Jane added: “We had a relaxed meeting with lots of helpful input and clear next steps.”

The gathering was filled with shared purpose and enthusiasm, making it a deeply meaningful and highly productive session for everyone involved.

Bulwark is pleased to welcome Mary Jane Belvis Belenson (MJ) as part of its growing team of development practitioners.

MJ is a Licensed Professional Teacher who has completed all academic requirements for the Master of Educational Management. She brings with her a strong background in community development, leadership formation, and outreach program management.

Her international experience includes service engagements in Nepal, Kenya, Uganda, and Sierra Leone, where she contributed to initiatives focused on community empowerment and leadership development.

In Davao City, she has served in various capacities as an educator, campus ministry head, outreach coordinator, and advocate for street children, including her involvement with the Philippine Women’s College of Davao.

Her expertise and commitment to service will sure add value to Bulwark’s mission to support youth, families, and communities, while promoting environmental stewardship.
