Sustainable Water Governance Awareness and Community Support Activity in Sitio Upian, Marilog District, Davao City

The HELP Davao Network, in partnership with the Department of Science and Technology (DOST) Davao Region, the University of the Immaculate Conception (UIC), the Philippine Women's College of Davao, and the Davao City Water District, engaged the Sitio Upian community on March 21, 2026, in advancing sustainable water governance. The activity emphasized responsible water use, watershed protection, sanitation and hygiene, and gender-responsive participation to strengthen community resilience.

Key highlights included a capacity-building session with the communityโ€™s Water Safety Team and interactive learning activities that enhanced awareness and participation. The initiative also provided rice and hygiene kits, including menstrual hygiene products for women and adolescent girls, to support household needs while reinforcing proper sanitation practices.

The activity strengthened awareness on water conservation and inclusive participation, contributing to more resilient and empowered communities through sustainable water governance.

The culminating day of the 4-day event featured the Davao Region Online Synthesis System (DROSS) Workshop at the University of the Immaculate Conception. The program opened with remarks from Dr. Anthony C. Sales, highlighting DROSS as a key platform for data-driven flood and landslide risk management and the importance of sustained collaboration.

This was followed by the presentation of consolidated key action points from recent field engagements in Davao del Sur, Davao de Oro, and Davao City, led by Ms. Ludivina M. Porticos, along with a refresher session on OSS platform navigation facilitated by Dr. Mamoru Miyamoto to strengthen participantsโ€™ technical capacity. The workshop also featured hands-on sessions on flood and landslide detection using satellite imagery through Google Earth Engine, guided by Mr. Yuta Kurihara.

The activity concluded with discussions on system sustainability, including the proposed hosting and management of the DROSS master server. Overall, the activity strengthened technical capacity, enhanced collaboration, and advanced DROSS as a science-based decision support system for disaster risk reduction and management across the Davao Region.

The 3rd day of the DROSS technical engagement focused on a hands-on workshop on the Application of Satellite Imagery for Flood and Landslide Inundation Detection, using Google Earth Engine. Experts from ICHARM Japan facilitated the DROSS workshop, training participants in the technical analysis of flood and landslide patterns through satellite-derived data.

Under the guidance of ICHARM, local and municipal Disaster Risk Reduction and Management (DRRM) officers and stakeholders utilized advanced geospatial tools to evaluate both flood-prone and landslide-susceptible areas. This immersive session strengthened the province's capacity for risk-informed planning and proactive, data-driven decision-making.

Following the consultation meeting and DROSS orientation, an ocular inspection of existing PAG-ASA Early Warning Systems in Davao de Oro and flood-prone and landslide-prone areas was also conducted. This was complemented by a courtesy visit with local leaders in Monkayo, led by Mayor Manuel N. Zamora Jr., focusing on flood hazards within the municipality.

Through the integration of technical expertise and ground-level insights, the day concluded with strengthened coordination among key stakeholders, reinforcing ongoing efforts toward building a more adaptive and disaster-resilient Davao de Oro.

The Department of Science and Technology (DOST) Davao Region, together with the Hydrology for Environment, Life, and Policy (HELP) Davao Network, warmly welcomed experts from the International Centre for Water Hazard and Risk Management (ICHARM) Japan for a four-day technical engagement from March 16 to 19, 2026. The activity focused on strengthening the Davao Region Online Synthesis System (DROSS), a key initiative for improving disaster monitoring and response in the region.

Day 1 concluded with a courtesy visit to the Provincial Government of Davao del Sur, where discussions highlighted ongoing disaster risk reduction efforts and the importance of strong collaboration among institutions to better protect local communities.

A consultation meeting was also conducted afterward at the Davao del Sur State College (DSSC), bringing together various stakeholders committed to enhancing disaster preparedness and emergency response in the region.
